    HIV testing and counselling (HTC) is the main entry point to prevention, care and treatment. These guidelines were developed in the context of existing Kenyan laws and policies, especially the HIV and AIDS Prevention and Control Act (2006). They support the provision of HTC to children, youth, and adults, according to the circumstances described herein.     The manual contains guidance for writing letters to representatives, scripts for making phone calls to them, and directions for arranging and completing face-to-face meetings, as well as other advocacy techniques that the Global Health Council uses to positively affect change in policies that promote global health. Key issues for advocacy include women's health, children's health, HIV/AIDS, infectious diseases, and emerging threats.
