Participation Programme

UNESCO's Participation Programme is designed to provide direct assistance to initiatives undertaken by Member States in the Organization's fields of competence, in line with priorities determined by the countries themselves, with proposals submitted via UNESCO National Commissions. The funds are modest (up to a maximum of US$26,000 granted for national project requests, with about six projects per country in each biennium, and up to US$46,000 for regional submissions). But UNESCO is not a funding agency. And support at these sorts of level may often be easier to assimilate than higher orders of financial contribution.

As an ensemble, a number of Participation Programme projects touch on 'National and regional enabling environments', as reflected in this sampling of projects approved or being carried out from January 2005 onwards.

  • Aruba. Youth fitness project. Educational training and upgrading of volunteers of the EMS Aruba. Integration of learning technologies in the education process.
  • Bahrain. Evaluation and development of syllabus for 'entrepreneural projects'. Support for community services programme. Support to teaching and training policies in commercial education. Research on implementation of technical secondary education for girls.
  • British Virgin Islands. National heroes and the BVI heritage.
  • Cape Verde. Creation of a telecentre for young people.
  • Comoros. Insertion of disadvantaged youth through artisanat. Professional training and insertion of disadvantaged young women through couture. Support to follow-up of the International Mauritius Conference of January 2005.
  • Cook Islands. Oral heritage preservation project. Outer islands information technology training. Environmental awareness and education programme for youth. Health education for young people.
  • Cuba. Expeditions, explorations and journeys in the Caribbean.
  • Dominica. ICTs in Dominican schools. Increasing the vocational skills and work potential of drop-outs from the junior secondary school programme in rural schools.
  • Dominican Republic. Promoting social sciences and social development. Curriculum development to encourage critical thinking in secondary schools and universities. Re-establishing the national system of mobile libraries.
  • Fiji. Using culture and the arts for income-generation of women and youth.
  • Grenada. Training programme for school leavers. Promotion of literacy among out-of-school youths and adults. Rural youth development programme.
  • Haiti. Youth education and regional solidarity. Emergency assistance to reconstruct educational infrastructure and equipment destroyed by floods.
  • Jamaica. Skills training for high school drop-outs and slow learners. Emergency assistance to reconstruct educational infrastructure and equipment destroyed by Hurricane Francis.
  • Malta. Science online. Setting-up community knowledge centres.
  • Marshall Islands. Vocational skills training for at-risk youth. 'Rethinking education in Micronesia' conference. Support to fourth national youth congress (Majuro).
  • Mauritius. Setting up of a documentation centre, library and video-tech for young people. Support to an early childhood development resource centre. ICT-based functional literacy for women.
  • Netherlands Antilles. Young women's project. Social skills and personal development for teenagers.
  • Niue. Niue culture and language curriculum development.
  • Palau. Perpetuating traditional navigation and canoeing in Palau and the Pacific islands. Promoting local-area network among private high schools.
  • Papua New Guinea. Djaul Island community oriented and development project. Special delivery group of the Warumanda community.
  • Samoa. Purchase of bilingual books for all Samoan schools.
  • St Kitts & Nevis. Nurturing 'youth in business'. Fostering responsible citizenship among children. Self-development skills for prison inmates. Training programme for children living in mother-absent households.
  • St Vincent &the Grenadines. ICTs in the development of sustainable livelihoods. Support to 'House of Hope' Society.
  • Solomon Islands. Encouraging the development of national institutional framework for follow-up/ implementation of Johannesburg Summit, Barbados+10, Millennium Development Goals.
  • Tokelau. Feasibility study on internet connectivity and distance education. Continuing education and training for school-leavers and adults.
  • Tonga. Natural disaster preparedness and prevention for primary school children. 'One Nation – One Youth' project.
  • Tuvalu. Tuvalu children's conference (Funafuti). Upgrading information technology in the outer islands of Tuvalu. Extension of Pacific lifeskills training (Niukufetau Island, Nukulaelae Island, Funafuti).
  • Vanuatu. Addressing the needs of primary school students with disabilities. Regional conference on youth life skills and preventive health. Pre-school improvement programme.
