UNESCO OER project to boost higher education in Libya

An Inception Meeting and Planning Workshop on Open Educational Resources (OER) for Libya opened at the Landmark Hotel, in Amman on 1 October 2016.

The two-day technical meeting brings together a contingent of senior decision makers, including a number of Presidents of Libyan higher education institutions, to agree upon viable project plans for enhancing the quality of higher education in Libya through the adoption and development of OER. The meeting was also joined by international experts including the representative of Creative Commons for the Arab States Region, Ms. Naemma Zarif.

The term OER was first coined at the first international OER Forum organized by UNESCO in 2002 and refers to any educational resource or material that may be freely accessed, reused, modified and shared and openly available for use without paying royalties or licensing fees.

The workshop supported the Libyan higher education community to enhance the quality, reach and impact of higher education by increasing the use, development and dissemination of OER by supporting advocacy, capacity-building and the creation of a Libyan Higher Education OER Community.   

Dr. Nagib El Hasaudi, Professor at the University of Benghazi, in his opening remarks to workshop participants, emphasized that, “Open Educational Resources will offer increased opportunities for the production and dissemination of knowledge and the deepening of collaboration across Libya’s universities”.

“This project is an important  initiative under UNESCO’s OER activities and we are very excited to work with our colleagues from the Libyan higher education community to support the use of OER in Libya”, said Ms. Zeynep Varoglu, Programme Specialist and Project Officer.

This  project will lead to the collaborative development and adoption of OER policies and courses in Libya’s higher education sector. The project’s investments in human capacity development will create a critical mass of teachers and students in the higher education leveraging OER; this is expected to catalyze academic outputs and attainment.
