Ministers of Education and education experts from the nine high-population countries - Bangladesh, Brazil, China, Egypt, India, Indonesia, Mexico, Nigeria, and Pakistan- which represent 60 % of the world’s population, met in Bali, Indonesia, from 10 to 12 March at the Seventh E-9 Ministerial Review Meeting.

Inaugurated by His Excellency the Vice-President of Indonesia, H. E. Jusuf Kalla, the Seventh E-9 Ministerial Review Meeting focused on “Improvement of Teacher Education and training as a Focus of Educational System Reform” and other teacher-related issues. The meeting also reflected on E-9 collaboration to date, identified areas of future collaboration, and explored other aspects of South-South cooperation.

The Bali Declaration of the E-9 Countries was adopted at the end of the meeting. The Eighth Ministerial Review Meeting in 2010 will be hosted by the Federal Republic of Nigeria.

Vincente Fox Quesada, President of Mexico, inaugurated the 6th E-9 Ministerial Review Meeting, whose special theme was ‘Policies and Systems for the Assessment of the Quality of Education’.

The meeting was attended by the Ministers of Education from the nine high-population countries (Bangladesh, Brazil, China, Egypt, India, Indonesia, Mexico, Nigeria, Pakistan).

The Monterrey Declaration of the E-9 Countries was adopted at the end of the meeting.

Final Report

Education Ministers of the world's nine high-population countries met from 19-21 December 2003 at the fifth E-9 Ministerial Review Meeting in Cairo, Egypt.

Organized by the Ministry of Education of Egypt in collaboration with UNESCO, the meeting addressed the issue of Early Childhood Care and Education (ECCE), reviewed EFA policy issues for the E-9 Countries and examined the results of the recent external evaluation of the E-9 Initiative.

The meeting marks the tenth anniversary of the initiative. The opening ceremony on 20 December was honored by the presence of Mrs Suzanne Mubarak, the First Lady of Egypt, who is particularly involved in the educational activities of her country as well as Prince Talal Ben Abdel Aziz of Saudi Arabia, President of the Arab Gulf Program for the United Nations Development Organization (AGFUND).

China hosted the E-9 Ministerial Review Meeting in Beijing from 21 to 23 August 2001. The first E-9 forum more than a year after Dakar, the E-9 countries reviewed their action, discussed national EFA plans and forums and reaffirmed their commitment to intensify their efforts and strengthen their policies for achieving education for all.

E-9 Ministers of Education benefited from the conclusions of a pre-expert meeting focusing on "New Technologies and Distance Education for Basic Education to Reach the Unreached".

The Beijïng Declaration (P.20)

Ministers of Education of the E-9 countries met in Brazil (Recife, 31 January-2 February 2000) to critically assess the situation of basic education. The outcomes of the EFA 2000 Assessment, the results of the Country Reports and the Regional Report helped the Ministers to analyze the situation and chart a Framework for Action.

The Recife Declaration was adopted and states a number of priorities, recognizes the need for a new visionary agenda for the new millennium that considers basic education as a human right and explore new modalities to provide quality education for all. Engaging 'civil society in a broader context with all its creativity and commitment' is crucial for the renewed partnership among all stakeholders (national governments, provincial governments, local bodies, NGOs and civil society) in meeting the EFA goals.
