As in the case of Gabon, Côte d'Ivoire participated in the Spanish funded project on Capacity-Building in science, technology and innovation (STI) Policy in Africa mainly through the elaboration of the Global Observatory of Science, Technology and Innovation Policy Instruments (GO-SPIN) country survey, with the assistance provided by African Observatory of Science, Technology and Innovation (AOSTI). A national country team participated in the GO-SPIN sub-regional training held in Dakar in March 2013, further to which the GO-SPIN was prepared and submitted to UNESCO. With additional resources, the survey could be standardized by UNESCO and included in the GO-SPIN online platform.

In addition to the cooperation within the GO-SPIN programme, UNESCO provided technical assistance to the Ministry in charge of STI in their process of revising the national STI policy, the STI strategy and the poles of competences project. A UNESCO consultant has worked in close collaboration with the ministry and the designated national team to finalize the documents. The project funding has also been used to prepare the materials for a training of parliamentarians in STI policy and the elaboration of laws. A regional forum on “The role of parliament in the elaboration of STI legislation and policy” was organized by UNESCO, the Islamic Educational Scientific and Cultural Organization (ISESCO) and AOSTI in cooperation with the Ministry of Higher Education and Scientific Research of the Côte d'Ivoire. It was held in December 2013 in Abidjan. It gathered approximately 20 members of parliament from Burkina Faso, Guinea, Mali, Togo, and Côte d'Ivoire

The forum provided information to the members of parliament o

  1. the role of STI for sustainable development;
  2. the available resources for parliaments for STI monitoring;
  3. the tools of analysis, monitoring and implementation of STI policies and instruments.

It was also an opportunity to exchange views on how national parliaments deal with STI issues, for instance, the GO-SPIN project and its survey results in six countries (Burkina Faso, Burundi, Côte d'Ivoire, Gabon, Niger and Senegal).

After discussions, a number of recommendations were made to governments, international organizations, parliaments, and to relevant stakeholders.
