Legal and Criminal Justice Responses to Terrorism

Mandate

The mandate of the WG is drawn from the United Nations Global Counter-Terrorism Strategy. Reference is made to (A/RES60/288):

  • Pillar II (Measures to prevent and combat terrorism), paragraphs 2, 3, 6, 12
  • Pillar III (Measures to build States’ capacity to prevent and combat terrorism and to strengthen the role of the UN system in this regard), paragraphs 2, 6, 7
  • Pillar IV (Measures to ensure respect for human rights for all and the rule of law as the fundamental basis of the fight against terrorism), paragraph 4

Status

The objectives of the Counter-Terrorism Implementation Task Force (CTITF) Working Group (WG) on Legal and Criminal Justice Responses to Terrorism, are (i) to assist the UN in coordinating the activities of the different UN entities engaged in supporting legal and criminal justice responses to terrorism; (ii) to develop a coherent and human rights-compliant UN approach to legal and criminal justice matters related to terrorism; and (iii) to provide advice as well as technical legal assistance and capacity building to Member States in their efforts to implement comprehensive and coordinated approaches to effective and rule of law-based legal and criminal justice responses to terrorism. The WG will reinforce the critical role the criminal justice sector can play in preventing, deterring and disrupting terrorist activity, and will assist in building stronger international and regional co-operation on counter-terrorism, through promoting good practices, information exchange and networking among relevant stake-holders.
