Policy support for improved TVET systems

UNESCO’s TVET policy support is drawn from its Strategy for Technical and Vocational Education and Training (TVET) and the Recommendation concerning TVET, and is based on principles of inclusion, social cohesion, gender equality and sustainability.

UNESCO carries out policy reviews at the request of its Member States to provide a detailed diagnosis of TVET in the context of the country’s education system, economy, and labour market. Often requests come from ministries in the process of defining a national TVET strategy or policy, and of reforming TVET provision and governance.

UNESCO responds to these requests by conducting three missions to the country: firstly to meet the requesting Minister, situate the policy review in the context of ongoing policy processes and interventions of other development partners and meet key TVET stakeholders; secondly to carry out further meetings and field visits in the capital city and at least two other regions of the country visiting a wide range of TVET providers and meeting relevant ministries; and thirdly to carry out a validation workshop presenting results to stakeholders leading to the production of the policy review report which is submitted to the Government.

UNESCO further introduces frameworks to improve monitoring and evaluation of the quality and relevance of national TVET systems with a focus on how policies can stimulate entrepreneurship, multi-stakeholder partnerships and national qualifications systems. The UNESCO-UNEVOC International Centre plays an important role in delivering capacity building and support on this.
