Aiming to bring attention to the need for Comprehensive Sexuality Education (CSE) and to empower and encourage young leaders to influence their national policies, CHOICE for Youth and Sexuality and YouAct initiated the “Europe for CSE” project, with support from ShareNet. Youth advocates from Cyprus, Georgia, Poland, Romania and the Netherlands joined forces, worked online and met in Amsterdam to set-up concrete advocacy plans at national level, including meetings with volunteers, round tables, online campaigns and reaching out to policy makers and influencers.
This policy plan presents the government’s views on emancipation policy for 2013-2016. Section I outlines the historical context of emancipation policy by placing the current policy objectives in perspective. With the focus being predominantly on the adoption stage, little is known about the factors influencing the implementation and continuation stages of the diffusion process. This study contributes to the understanding of factors that promote or impede each stage of the diffusion process in the school setting using the sex education program Long Live Love (LLL) as an example. …

Policy-makers who are making decisions on sexuality education programs face important economic questions: what are the costs of developing sexuality education programs; and what are the costs of implementing and scaling them up? This study responds to these questions by assessing the costs of six school-based sexuality education programs (Nigeria, Kenya, Indonesia, India, Estonia and the Netherlands). Cost analyses were carried out in schools that were fully implementing a SE program, as this best reflects the resources needed to run an effective program. …

In many countries, HIV prevention efforts for young people have increasingly focused on schools, with many ministries of education in the process of scaling up school-based sexuality education programmes. This report is the outcome of a month-long exploratory study on the main HIV risk factors among Moroccan and Turkish same-sex attracted (SSA) youth in Amsterdam. Data was obtained by way of interviews conducted with five experts, categorized as: academics, sexual and ethnic minority activists, and HIV professionals. Five main risk factors were determined: cultural differences; language barriers; stigma and taboo around sexuality and HIV within Islamic communities; socioeconomic marginalization; and lack of a positive term for same-sex sexual behavior and identity among the target group. …
