The current paper was commissioned by UNICEF and its partners (UNFPA, UNESCO, UNAIDS) to provide advice to the AIDS Commission in Asia on policy options on how to respond to HIV/AIDS among young people, in response to a 'Policy Options Workshop' which was held in Bangkok on 4-6 January 2007. This paper aims to provide guidance to policy makers on how to respond to the HIV prevention needs of young people in Asia. In particular, it aims to set priorities for action, aimed at preventing major HIV epidemics from occurring or limiting the scope or impact of current HIV epidemics in the region.
In an effort to mitigate the spread of HIV in developing nations, the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) supports HIV prevention programs that emphasize abstinence and be faithful for youth (ABY) among a broader array of prevention interventions. The philosophy behind this document is that, if substance abuse is to be tackled, young people should lead this effort since they know their own needs better than anyone else.
The Intercountry Workshop on Networking and Partnership between Young People and Governments on HIV/AIDS Prevention for East and South-East Asian Countries was held in Bangkok from 18 to 22 March 2002. The Workshop was organized by the UNFPA Country Technical Services Team (CST) for East and South-East Asia in collaboration with the Asian Forum of Parliamentarians on Population and Development (AFPPD) and the UNAIDS/SEAPICT. Over 60 million people who have been infected with HIV in the past 20 years, about half became infected between the ages of 15 and 24. Today, nearly 12 million young people are living with HIV/AIDS. Young women are several times more likely than young men to be infected with HIV. In nearly 20 African countries 5 percent or more of women ages 15 to 24 are infected. Such statistics underscore the urgent need to address HIV/AIDS among youth.
