Reasons for non-eligibility:
- The Application Form (Project Framework and Project Description) used was not the official form provided for the IFCD 8th Call. In accordance with paragraph 14 of the Operational Guidelines for the IFCD, “Forms provided by the Secretariat on the website of the 2005 Convention shall be used and considered the official funding request forms”.
- One or more sections of the Application Form were not completed. In accordance with paragraph 15 of the Operational Guidelines for the IFCD, “All funding requests shall contain the following information: background information about the beneficiary; a brief summary of the project; a project outline; the name and address of the representative of the beneficiaries’ organization; a work schedule and time frame; measures to promote the sustainability of the proposed project; a detailed budget and information relating to the status of completion of earlier funding requests from the IFCD”.
- The funding request does not comply with the required length of project implementation period, which is between 12 and 24 months as stipulated in paragraph 11.2 of the Operational Guidelines for the IFCD.
- The application did not include all the required complementary documents that demonstrate the international nature of the NGO, namely: Statutes of the NGO, specifying that the NGO is international (with an English or French translation if necessary). List of members / countries, demonstrating that membership is international. List of recent activities that have been carried out in different countries around the world. In accordance with paragraph 10.1.3 of the Operational Guidelines for the IFCD, “international non-governmental organizations (INGOs), which meet the definition of civil society and criteria regulating admission of its representatives at meetings of organs of the Convention as mentioned in the operational guidelines relating to the role and participation of civil society” are entitled to benefit from the Fund.
- The application does not demonstrate the sub-regional, regional or inter-regional impact of the proposed project. In accordance with paragraph 13.3 of the Operational Guidelines for the IFCD, “Funding requests by INGOs are submitted on a separate form and must demonstrate a sub-regional, regional or inter-regional impact”. In the context of the IFCD funding process, regional refers to a group or cluster of countries, not a territory within a single country.
- The application did not include the letters of support from governmental authorities from each of the Party beneficiary countries in the targeted sub-region/region(s). In accordance with paragraph 13.3 of the Operational Guidelines for the IFCD, “funding requests by INGOs are submitted directly to the Secretariat with written support from the beneficiaries concerned to ensure projects are relevant and meet the beneficiary’s needs and priorities”.
