Support to Promoting Technical and Vocational Education and Training (TVET) and Skills Development
Capacity Development for Education 2030 (CapED) is a global UNESCO initiative established to support countries most at risk of not meeting Sustainable Development Goal 4’s (SDG4) targets for quality education for all by 2030. In Afghanistan, the CapED programme focuses on three areas of support, Curriculum, TVET, and a special pilot initiative to provide overall support to develop capacities and heighten awareness for SDG4. Across all themes, the programme focuses specifically on the strengthening of capacities for effective policy making, monitoring and evaluation, and strategic planning.
Since 2010, UNESCO has accompanied the Government in the development and rollout of the National TVET Policy Strategy, supported the development of a TVET management information system, helped establish the National TVET Research Centre in association with UNEVOC (UNESCO International Centre for Technical and Vocational Education and Training), and worked to further strengthen capacities for effective quality assurance for TVET, enhance capabilities to undertake labor market research, and expand the range of curricular materials for the non-formal sector.
These include Afghanistan’s first ever National TVET Strategy, support for the development of a TVET management information system (TVET MIS), leading to the Ministry of Education’s first ever National Statistical Report for TVET, and collaboration with the Ministry of Labor to produce a comprehensive Quality Review and Improvement Plan for its Vocational Training Centers.
