Initiated by UNESCO and the Ministry of Education, Science and Technology (MoEST), the four-day workshop from 20 to 23 August strengthened the understanding of the participants on collecting data, means of verification, disaggregation, and minimizing gaps in existing data. 

Rosy Shakya, a Statistics Officer at the Central Bureau of Statistics (CBS) shared what she had learned from the programme. “I now have a much better understanding on the importance of data and how it can be used to guide education policies. I would like to share my knowledge with other colleagues in the CBS to ensure that we coordinate our efforts in the future.” 

While the first phase of the Capacity Development for Education (CapED) SDG 4 programme formulated the National Indicator Framework, this workshop was part of a second phase on data source mapping and the third phase will focus on data quality assessment. Education Secretary Khaga Raj Baral reiterated the commitment of the government to launch the national document for achieving Education 2030, and to attain the SDGs by 2030. 

Balaram Timilsina, Head of Education Unit at UNESCO Kathmandu, stated that the workshop, held in collaboration with officials from MoEST, University Grants Commission, CBS, Curriculum Development Centre, Education Coordination Unit and other education-related offices from the provinces, was helpful to gather data and monitor progress in the education sector in the federal context of Nepal. 

Shailendra Sigdel from the UNESCO Institute of Statistics (UIS) presented on international practices of data collection and involved the participants in group discussions on generating and mapping data for the formulation of education policy. 

Baikuntha Aryal, Joint Secretary of MoEST; Baburam Poudel, Director General of the Centre for Education and Human Resource Development (CEHRD); and Deepak Sharma, Deputy Director General the CEHRD highlighted the role of administration in reporting data on national indicators of SDG 4 in line with global indicators. Professor Binay Kumar Kushiyat shared his knowledge and experience from research on the topic.

नेपालमा शिक्षा २०३० मा भएको प्रगतिसँग सम्बन्धित तथ्यांकहरुको समीक्षा सम्बन्धी कार्यशाला सम्पन्न

शैक्षिक तथ्यांकहरु केलाउने एवं प्रतिचित्रण गर्ने कार्यका लागि जिम्मेवार सरकारी कर्मचारीहरुले दिगो विकास लक्ष्य ४ को अनुगमनका लागि नेपालमा हाल के कति तथ्यांकहरु उपलब्ध छन् भनेर समीक्षा गरेका छन् ।

युनेस्को र शिक्षा, विज्ञान तथा प्रविधि मन्त्रालयद्वारा अगष्ट २० देखि २३ सम्म आयोजित चार दिवसीय कार्याशालाले तथ्यांक संकलन, प्रमाणीकरणका माध्यमहरु, विसमूहन तथा भएका तथ्यांकहरुको अन्तरलाई घटाउने जस्ता विषयहरुमा सहभागीहरुको बुझाइलाई अझ बलियो बनाएको छ ।

केन्द्रिय तथ्यांक विभागका तथ्यांक अधिकृत रोजी शाक्यले कार्यक्रमबाट आफूले सिकेको कुरा व्यक्त गर्दै भन्नु भयो, ‘तथ्यांकको महत्व र यसलाई शैक्षिक नीति निर्माणका लागि कसरी प्रयोग गर्ने भन्ने बारेमा मेरो बुझाइ अझ राम्रो भएको छ । भविष्यमा समन्वायत्मक ढंगले काम गर्नका लागि मेरो ज्ञानलाई केन्द्रिय तथ्यांक विभागका अन्य सहकर्मीसँग पनि बाँड्ने छु ।’

शिक्षाका लागि क्षमता विकास कार्यक्रमको पहिलो चरणमा दिगो विकास लक्ष्य ४ को प्राप्तीसँग सम्बन्धित राष्ट्रिय सूचकहरुको प्रारुप तयार गरिएको थियो भने दोस्रो चरणको यो कार्यशाला तथ्यांकका लागि संभावित स्रोतहरुको मापनमा केन्द्रित थियो । तेस्रो चरणमा तथ्यांकको गुणस्तर मूल्यांकनमा ध्यान दिइने छ । शिक्षा सचिव खगराज वरालले शिक्षा २०३० को प्राप्ती एवं सन् २०३० सम्म दिगो विकास लक्ष्य प्राप्त गर्नका लागि राष्ट्रिय दस्तावेज तयार पार्ने सरकारी प्रतिबद्ध दोहोर्याउनु भयो ।

युनेस्को काठमाडौंका शैक्षिक इकाई प्रमुख बलराम तिमिल्सिनाले शिक्षा, विज्ञान तथा प्रविधि मन्त्रालय, विश्वविद्यालय अनुदान आयोग, केन्द्रिय तथ्यांक विभाग, पाठ्यक्रम विकास केन्द्र, शैक्षिक समन्वय इकाइ र विभिन्न प्रदेशहरुका शिक्षा सम्बद्ध अन्य कार्यालयहरुका कर्मचारीहरुसँगको सहकार्यमा आयोजित कार्यशाला संघीय परिवेशमा नेपालको शैक्षिक क्षेत्रसँग सम्बन्धित तथ्यांकहरु जुटाउन र यस क्षेत्रमा भएको प्रगतिको अनुगमन गर्न सहयोगी भएको उल्लेख गर्नु भयो ।

युनेस्को इन्स्टिच्युट अफ स्ट्याटिस्टक्सका शैलेन्द्र सिगदेलले तथ्यांक संकलनका अन्तर्राष्ट्रिय अभ्यासहरु प्रस्तुत गर्दै शैक्षिक नीति निर्माणका लागि तथ्यांकहरु कसरी तयार पार्ने र तिनको प्रतिचित्रण कसरी गर्ने भन्ने बारेमा सहभागीहरुलाई समूह छलफलमा भाग लिन लगाउनु भयो ।

शिक्षा, विज्ञान तथा प्रविधि मन्त्रालयका सहसचिव बैकुण्ठ अर्याल, शैक्षिक तथा जनशक्ति विकास केन्द्रका महानिर्देशक बाबुराम पौडेल र उक्त केन्द्रका उपमहानिर्देशक दीपक शर्माले दीगो विकास लक्ष्य ४ सँग सम्बन्धित राष्ट्रिय सूचकहरुका बारेमा प्रतिवेदन गर्दा प्रशासनले खेल्नु पर्ने भूमिकामाथि प्रकाश पार्नु भयो । प्राध्यापक विनय कुमार कुशियतले विषयवस्तुका बारेमा आफ्नो अध्ययनबाट प्राप्त ज्ञान र अनुभवहरु सुनाउनु भयो ।
