2. Justification of pre-selection
What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?: 
There is a south-south and north-south collaborations. The project will be focusing on policies around intellectual property rights protection and artist mobility.
3. The applicant institution/organization
What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?: 
25 countries will be participating. One of the objectives of of ACCESS project is to provide reliable and useful information that promotes the African music sector and promotes exchange between music operators from Africa as a whole and its diaspora.
4. Relevance of the pre-selected project proposal
4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?: 
The revised white paper policy on arts, culture and heritage priorities are: Support for arts, culture and heritage based on diversity and social, gender, disability and youth inclusion. • Creating conditions for South Africa’s diverse culture to flourish and interact freely. • Harnessing linguistic diversity, including sign language, as a resource for empowering all South Africans to participate in the country’s cultural, educational, social, political and economic life. • Equitable protection, development and preservation of the country’s diverse artistic practices, cultures and heritage traditions. • Providing quality basic and tertiary education and skills training in arts, culture and heritage. • Incorporating arts, culture and heritage in diplomacy and international cooperation. • Developing local, regional and global audiences and markets for South African art, culture and heritage. • Promoting the social status and economic rights of arts, culture and heritage practitioners. • Establishing multiple public sources for funding for promoting and preserving arts, culture and heritage diversity. • The protection and promotion of the diversity of cultural expressions. This presupposes the recognition of equal dignity of and respect for all cultures, including the cultures of persons belonging to minorities and of indigenous peoples. • All cultures in every country in the world, balanced by national and local needs and priorities, are in principle open to and act upon each other. • Sustainable development: Art, culture and heritage are critical mainsprings of innovation and social and economic development based on modes that conserve, renew and expand resources for present and future generations. • Applying new digital technologies for the production, preservation and dissemination of diverse arts, culture and heritage produced and practices.
4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?: 
The project will be focusing on policies around intellectual property rights protection and artist mobility, connect and promote exchange between music professionals from or related to Africa and its diaspora.
4.3. To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?: 
The Music In Africa Conference For Collaborations, Exchange And Showcases, ACCES, is designed to stimulate growth in the African music sector by providing innovative ways (digital and physical) for stakeholders to network, exchange ideas cooperate,promote musical works, discover new talent,learn and contribute to shaping informed policies that protect the interests of musicians, particularly in the areas of intellectual property rights protection and artist mobility.
