2. Justification of pre-selection
What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?: 
This project meets the criteria of relevance and appropriateness to the fields of activity of the IFCD by recognizing and promoting the circus as an arts expression, by empowering artists through their professional development and by promoting the establishment of a network of circus schools, companies, festivals in Brazil, Argentina, Chile and Uruguay.
3. The applicant institution/organization
What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?: 
The CIRC –Centro de Intercâmbio e Referência do Circo - is a non governmental organization run by artists, professors and social assistants that it was established in 2010 in Belo Horizonte. They have proved to be highly successful in promoting the World Circus Festival which has had 18 editions up to now. Moreover, they have signed up agreements with the local government in order to promote cultural projects aiming at the development of circus schools, conferences, theatre and dance presentations, and a specific programme designed for public schools. Thus, we are convinced that they have the necessary features to achieve the objectives stated in the present project.
4. Relevance of the pre-selected project proposal
4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?: 
In 2010, the Brazilian Ministry of Culture released its National Creative Economy Plan for the period from 2010 to 2014. The plan recognizes the great potential of the creative and cultural sectors to boost inclusive economic growth in the country and emphasizes the role of small and medium enterprises of the cultural sector in promoting poverty reduction and lasting development. Recognizing the strategic importance of the cultural industry, the Ministry of Culture decided to create, within its organizational structure, the Secretariat of Creative Economy, whose mission is to lead the formulation, implementation and monitoring of public policies for local and regional development, favouring to support and encourage professionals and Brazilian micro and small creative businesses. The objective is to contribute to turn culture into a strategic axis in public policy for development in Brazil.
4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?: 
The project proposal is in line with some of the objectives of the National Culture Plan which the Brazilian Ministry of Culture released for the period from 2010 to 2020. In some of its goals the plan proposes implementing a National Policy for the protection and the promotion of the knowledge and expressions of the popular cultures and traditions, and improving in 150% the establishment of Arts and Culture Technical courses.
4.3. To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?: 
It is important to state that the Brazilian Ministry of Culture has made big efforts in order to encourage projects that aim to promote the acknowledgement of the diversity of the Brazilian cultural expressions by promoting the training and profissionalisation, the research and the dissemination, the support and the encouragement of the production and the delivery, the establishment of collections and repertoires; and the promotion of the development of the corresponding economical activities. This way, this project fits into this goal by promoting the empowerment of the circus artistic movement, and the reinforcement of the cultural policies to improve the development of a professional network with an international cooperation.
5. Feasibility of the pre-selected project proposal
5.1. What elements demonstrate the applicant’s organizational capacity and competence to manage the project and implement the work plan?: 
Taking into account that the CIRC –Centro de Intercâmbio e Referência do Circo has carried out several cultural projects with the support of public institutions in a successful way, and that the staff of the project is composed by highly qualified people, we are convinced that the work plan will be fully carried out as the NGO is competent enough to manage the resources to be received for the development of the activities.
5.2. What types of procedures have been foreseen by the applicant institution/organization to ensure financial accountability?: 
For the implementation of the project , the financial resources are going to be managed by an accounting office.
