The Project Framework used was not the official form provided by the IFCD. In accordance with paragraph 14 of the Operational Guidelines: "Forms provided by the Secretariat on the website of the 2005 Convention should be used and considered the official funding request forms." In addition, the proposed project focuses on handcrafts and therefore falls outside the relevant areas of intervention for the IFCD. In accordance with paragraph 7.1 of the Operational Guidelines for the IFCD, “Funds will be allocated for projects that: introduce and/or develop policies and strategies that have a direct effect on the creation, production, distribution, and access to a diversity of cultural goods, services and activities; and strengthen corresponding institutional infrastructure, including professional capacities and organizational structures, deemed necessary to support viable local and regional cultural industries and markets in developing countries”.
