Mapping the state of the art is an important prerequisite to achieve changes in policies and strategies. Like elsewhere, the position of female entrepreneurs in the digital sector is a current challenge in Chile, too, and addressing it is an obvious priority.

Technically the organization appears to have the capacity to run the project. One would expect them to possess a server (or more) that is able to host the data of the national survey, even longitudinally across the years. The specific competence required for conducting a top quality survey is not obvious.

The approximate nature of the survey is difficult to figure out from the application. Is it mainly qualitative based on interviews (focus groups?) or statistical data collection? Is it about facts or also on viewpoints? Who would be interviewed: women in business? ICT specialists? administrators? What is the approximate number of surveyed persons? Is the main accent on the survey conducted during the 15 months, or on establishing the first leg of a longitudinal sequence in the future, or again on setting up an observatory?

The steps related to the survey, starting from 1.2.1 review of existing sources (end October 2018) to 4.4.4 disseminating findings (end December 2019) are carefully and realistically assembled.

The budget raises a number of questions. I mentioned doubt about a separate server. 11101 and 11111 looks overestimated at an early phase of the project. Many of the tasks could normally be done by the staff for their salary (e.g. 1211, 1221, 1331, 2131, 2141, 3231, 4111, 4121, 4211, 4221). Maybe it is meant like that and maybe not.
3.2 What proportion of the budget is allocated to project activities versus overhead costs? Does the budget seem adequate and overhead costs estimated in compliance with the limit to a maximum of 30% of the total project budget?: 
The overhead costs do not go beyond the 30% limit.

Preparing, conducting the survey and disseminating its findings are concrete, measurable and realistic outputs. The structure and function of the observatory are less clearly defined, and the conditions to achieve for turning the survey into a longitudinal instrument are not determined.

The activities and the budget allow for comfortable execution of the main task: preparing, conducting the survey and disseminating its findings. It would be helpful to get more clues about the nature of findings expected from the survey.

The nationwide survey about the conditions of young women in the digital creative industries carries the potential of long term impact. Especially if beyond mapping and exploring it is done creatively enough to bring forward important suggestions for change, and they are communicated successfully to decision makers and main actors in the business.
4.4 To what extent does the project demonstrate potential for structural change (for example: changes in the policy environment; far-reaching changes in public and professional organizational structures; and changes in the way government and regulatory authorities do business)?: 
The potential for structural changes elicited by the findings of the survey is there.

5.1 To what extent are contractors and partners involved in the implementation of the project’s activities? Has the role of each contractor and/or partner been clearly described?: 
As the contributors’ list is broken down into 69 lines in the budget the actual number of contributors and the distribution of tasks are difficult to find out. The exact composition of the staff of the observatory is not entirely clear, what they would carry out and what is planned to be outsourced to “contractors”.

We learn from the proposal that the creative economy fields are prioritized in Chile as the 9º strategic sector for development and there is a National Plan of Creative Economy. This suggests opportunities to connect to national executive and legislative bodies when advocating for improving the conditions of involving young women into the creative industries.
5.3 Quelles mesures/démarches sont proposées afin d’assurer une réponse aux impacts/bénéfices à long terme du projet?: 
The intention is there to find sponsors for the continuation of the activities and the consolidation of the observatory.
5.4 Quelles mesures/démarches sont proposées pour le suivi du projet avec ses bénéficiaires après son achèvement ? : 
The observatory is supposed to be established with the aim of going forward towards longitudinal surveying but no milestones or exact aims are given at this stage.

Évaluation globale: 
The phases of conducting a national exploratory survey about the role of women in the creative economy – with the ambition of stating a multiyear longitudinal process – are designed with care on the basis of an institution that possesses the necessary competence for managing projects like this. The distribution of tasks and competences, including their financial sides requires further clarification – maybe correction – and some more light should be shed on the content and expected outcome of the survey.

1. PERTINENCE ET ADÉQUATION DU PROJET AUX OBJECTIFS STRATÉGIQUES ET DOMAINES D'INTERVENTION DU FIDC
1.1 Veuillez décrire comment les objectifs et impacts/ bénéfices à long terme du projet correspondent à, au moins, l’un des objectifs stratégiques du FIDC et ses effets escomptés associés. : 
ER 4.2. Specific policy measures and /or funding mechanisms are introduced to encourage and improve equitable access to cultural activities, goods and services: The project will produce a baseline of statistical information, disaggregated by sex and differentiated geographically by the cities in which the digital creative Industry is developed (Santiago, Valparaíso y Concepción), that will allow a deeper understanding of the causes of the participation gap of women in digital creative industries and, consequently, design and implement more appropriate policy measures to reduce this gap. That objective is also one that can be considered for financing by the U40 Empowered fund.
1.2 Comment les objectifs de cette proposition répondent-ils aux besoins et priorités actuels du pays/ de la région en termes de politiques culturelles et/ou d’industries culturelles ? : 
The proponent presents two identical letters of support, one from the Center for Women's Studies (CEM) and the National Development Corporation (CORFO) and refers to the creation of the Digital Agenda 2020, which seeks to make Chile a digitally. Competitive country. Also, the proponent mentions a series of initiatives of the private sector, which require better data and information, in order to have a better understanding of the causes of the lack of presence of women in the digital creative industry. Although it is mentioned in the text, the applicant does not elaborate on the National Plan for Creative Economy and how the project could complement previously existing information (for example, the Ministry of Cultures has published many statistical reports on the economic impact of the creative economy in Chile, a creative industries mapping, etc.) or the specific policies derived from that already approved national plan.

2. FAISABILITÉ DU PROJET, AINSI QUE LA PERTINENCE ET L'EFFICACITÉ DE SES MODALITÉS D'EXÉCUTION
2.1 Quels éléments démontrent la capacité organisationnelle du demandeur (principales activités de l’institution/organisation) et sa compétence (qualifications et expérience du personnel) à mettre en œuvre le plan de travail et à gérer le budget ?: 
Arcos Art and Culture Corporation Institute, is an educational institution in the areas of film, photography, music, acting, design, multimedia and stage production, with 30 years of experience and with campuses in the cities of Santiago and Vina del Mar. The project will be directly executed by the staff of the "Observatory of Education, Creativity and Culture", with the collaboration of external professionals, and the support of the Center for Women's Studies (CEM) and the National Development Corporation (CORFO). Although the team that will be in charge of the project has professionals from the social areas (journalism, anthropology, political science, psychology and sociology), it is considered that there would be a need to collaborate with professionals from the areas directly related to the design of surveys, its implementation and statistical analysis, such as actuarial, economics and applied mathematics.
2.2 Dans quelle mesure les activités répondent-elles aux questions pertinentes ? Veuillez expliquer comment la méthodologie est appropriée à la réalisation des objectifs ? : 
Mainly all the activities address relevant issues with the exception of those included into project´s Objective #1, related with the office enabling for project´s team, office-furniture purchase, informatic equipment purchase and the development and maintenance of the Education, Creativity and Culture Observatory Web platform, for a total amount of $ 16,400, because there are not sufficiently justified as necessary for the project´s main objective implementation. Project´s Objective #2 is where a direct starting point for the survey appears, consisting in the review and analysis of studies and secondary databases, in order to identify areas, problems and variables that may explain gender inequality in the creative industries. The subsequent actions consist of a series of validation processes of the results of the first investigation, by users and experts, to finally conclude with the elaboration and socialization of a report that shows the areas, problems and variables that have been selected to be the basis for the development and implementation of the survey, which will be carried out only as part of the actions of objective 3. Therefore, it seems that the survey is not the product of previous research and diagnosis, but that the survey´s contents and scope begin to be identified and defined only from the project itself. Based on this methodology, is difficult to understand how the office enabling, and the furniture and equipment purchase are related to the objective of developing a survey. Even is possible to think about the possibility that at the end of the process of validating the survey´s contents and scope, it could be concluded that a new survey is not necessary or is that is not the most appropriate mechanism to deepen the information on the causes of gender inequality in the digital creative industries of Chile.
2.3 Dans quelle mesure le calendrier est-il réaliste et cohérent avec les activités ?: 
Many of the activities present very short execution times. Especially those related to the application of the survey, the capture of data to the software, the processing of data, its systematization and analysis, which cover a total of three months only.
2.4 Les bénéficiaires directs et indirects du projet ont-ils été clairement identifiés ? Dans quelle mesure les activités sont-elles pertinentes pour les bénéficiaires ciblés et répondent-elles à leurs besoins ? : 
The project refers primarily to the Observatory of Education, Creativity and Culture (ARCOS) as the direct beneficiary. The Center for Women's Studies, the National Development Corporation and the Ministry of Culture -among others- are referred to as indirect beneficiaries. The outputs and main activities address the Arco´s Institute Observatory of Education, Creativity and Culture needs and will be helpful for CORFO and MEC work, as stated into their support letters.

As part of project´s Objective 1, it has been included the acquisition of a very powerful computer equipment (expenditure numbers 1.1.5.1, 1.1.6.1 and 1.1.7.1), for a total amount of $10,900 dollars. It´s noted that the equipment purchase is planned and concluded before having defined the survey´s content and questionnaire, the size of the sample that will be necessary to develop a representative and reliable statistical methodology, nor the volume of data that will be processed.
3.2 What proportion of the budget is allocated to project activities versus overhead costs? Does the budget seem adequate and overhead costs estimated in compliance with the limit to a maximum of 30% of the total project budget?: 
The budget includes a specified overhead amount that represent 7% of the total requested amount for overhead costs, which is in compliance with the maximum of 30%of the total project budget.

The project proposal indicates in cash contributions from ARCOS Corporation.

Arcos has an adequate pre-defined administrative process and a staff of professionals with experience in projects implementation with external financing. For the equipment acquisition, the Corporation has a Logistics Unit focused on transparency and competitive processes. In the case of consultancies hiring, the procedure requires a public announcement, selection by the ad-hoc internal committee. The contracts entered into comply with the World Bank process standard. Based on the foregoing, it is not clear to the evaluator if the procedures for equipment acquisition and contracting of consultants has been done previously to the project or will be done once this has started, because the equipment to be purchased and the participant consultants are already specified in the application format.

The main activities, with the above-mentioned exceptions, are appropriate to achieve the outputs.

Is not possible to properly understand if the project will have an impact on the country´s cultural or creative industry´s policies, because the content and scope of the survey will be defined as part of the project´s implementation. If the process is as planned, a technical team will be formed in each of the three participating cities and the survey will provide a relevant and useful database for understanding the causes that are behind the gender equality gap in the creative industries of the cities of Santiago, Valparaíso and Concepción, facilitating the design of public policies that support the reduction of such gap.
4.4 To what extent does the project demonstrate potential for structural change (for example: changes in the policy environment; far-reaching changes in public and professional organizational structures; and changes in the way government and regulatory authorities do business)?: 
If some methodological adjustments are made, the project could have a potential to produce changes into the available base line information about women participation into the digital creative industries of Santiago, Valparaiso and Concepción.

Évaluation globale: 
The project is designed to address the existing need for solid and sufficient information to know the causes of the gap in the participation of women in Chile's digital creative industries, Unfortunately it abounds in descriptions about the context, but it is not very clear in defining how each one of the actions will be carried out, what will be the role of the consultants and what concrete and measurable results will be obtained in each stage. Since the definition of the content and the scope of the survey are part of the same project, it is not possible to evaluate more accurately the relevance and usefulness of the survey or its impact into cultural or creative industries policies, and to evaluate if there´s the need to develop a new survey or if other institutions already have some information (for example, the Ministry of Cultures) that only need to be updated and/or organized in a different way. It is suggested that the applicant carefully assess if it is really needed to set up an office, buy furniture and computer equipment, such as the initial actions of the project; or if it is better address in first place the survey´s design and the best way to implement it. It is also suggested to review all the costs involved in these expense items. Due to the above-mentioned, the project can only be considered for financing if it is presented in a subsequent call of the IFCD / U40 Empower, having already made the necessary adjustments.
