The project addresses the erasure and omission of LGBTIQ (Lesbian, Gay, Bisexual, Transgender, Intersex and Queer) stories and experiences from public institutions such as official archives in (South) Africa.

The revised white paper policy on arts, culture and heritage priorities are: Support for arts, culture and heritage based on diversity and social, gender, disability and youth inclusion. • Creating conditions for South Africa’s diverse culture to flourish and interact freely. • Harnessing linguistic diversity, including sign language, as a resource for empowering all South Africans to participate in the country’s cultural, educational, social, political and economic life. • Equitable protection, development and preservation of the country’s diverse artistic practices, cultures and heritage traditions. • Providing quality basic and tertiary education and skills training in arts, culture and heritage. • Incorporating arts, culture and heritage in diplomacy and international cooperation. • Developing local, regional and global audiences and markets for South African art, culture and heritage. • Promoting the social status and economic rights of arts, culture and heritage practitioners. • Establishing multiple public sources for funding for promoting and preserving arts, culture and heritage diversity. • The protection and promotion of the diversity of cultural expressions. This presupposes the recognition of equal dignity of and respect for all cultures, including the cultures of persons belonging to minorities and of indigenous peoples. • All cultures in every country in the world, balanced by national and local needs and priorities, are in principle open to and act upon each other. • Sustainable development: Art, culture and heritage are critical mainsprings of innovation and social and economic development based on modes that conserve, renew and expand resources for present and future generations. • Applying new digital technologies for the production, preservation and dissemination of diverse arts, culture and heritage produced and practices.

The project will address the LGBTIQ (Lesbian, Gay, Bisexual, Transgender, Intersex and Queer) who are often marginalised.

The project will highlight the issues of LGBTIQ (Lesbian, Gay, Bisexual, Transgender, Intersex and Queer)..Their daily experiences will be highlighted.
5. Faisabilité de la proposition de projet présélectionnée
5.1. Quels éléments démontrent la capacité organisationnelle du demandeur et sa compétence pour mettre en œuvre le plan de travail et gérer le budget ?: 
GALA board of Trustees fulfils their duties by overseeing all GALA’s activities and is required to approve all financial decisions
5.2. Quels types de procédures ont été prévus par le demandeur pour assurer la responsabilité financière ?: 
GALA undergoes an annual audit and a financial officer oversees all accounting functions and prepares financial information for the auditors. The financial officer is also responsible for reporting to funders about on income and expenditure. Together with the Programmes Manager, the financial officer is responsible for drawing up and monitoring budgets. Payments are authorised by the director and the board of Trustees. The Trustees approve and sign off on audited financial statements.The Trust Deed states that Trustees are obliged to declare any conflict of interest that may arise at the organisation. An annual general meeting (AGM) is convened within four months of the end of each financial year.

This project will produce creative resources by diverse young people that address the ways in which gender inequality, gendered social expectations, sexual orientation, gender identity and expression affect their lives, identities, and opportunities. These resources will provide powerful tools through which young people, especially those from marginalised social groups, will be able to communicate their realities, challenges, and lived experiences to policy makers whose decisions have direct bearing on their lives and opportunities.

Reasons for non-eligibility: 
The proposed project falls outside the relevant areas of intervention for the IFCD. In accordance with paragraph 7.1 of the Operational Guidelines for the IFCD, “Funds will be allocated for projects that: introduce and/or develop policies and strategies that have a direct effect on the creation, production, distribution, and access to a diversity of cultural goods, services and activities; and strengthen corresponding institutional infrastructure, including professional capacities and organizational structures, deemed necessary to support viable local and regional cultural industries and markets in developing countries”. The funding request does not comply with the required length of project implementation period, which is between 12 and 24 months as stipulated in paragraph 11.2 of the Operational Guidelines for the IFCD.
