UIL Fellowship Programme for Adult Learning and Education

UNESCO Member States have pledged to improve their adult learning and education (ALE) policies and practices. The CONFINTEA Fellowship Programme, run by the UNESCO Institute for Lifelong Learning (UIL), supports countries in putting their ALE commitments into practice. It recognizes the important role of ALE in achieving the Sustainable Development Goals (SDGs) and targets of the Education 2030 Framework for Action. Since 2011, UIL has awarded fellowships to 38 government officials and civil society representatives, from 32 countries.

What do CONFINTEA Fellows do?

Fellows participate in an intense one-month training programme, hosted by UIL in Hamburg, Germany.

During their stay, which generally takes place in October/November, they:

  • draft a national strategy on ALE, designed for presentation to the responsible government minister upon their return;
  • present the draft strategy to UIL staff for comment;
  • participate in presentations and workshops, sharing knowledge with peers, ALE experts and UIL staff;
  • learn about international frameworks for ALE, such as the 2009 Belém Framework for Action and Recommendation for Adult Learning and Education (2015);
  • have access to a UIL workstation and the specialized UIL library.

Once the programme has ended, fellows are expected to provide regular reports on the implementation of their strategy and other follow-up activities.

Who can apply for a Fellowship?

CONFINTEA Fellowships are offered to government officials or representatives of civil society organizations working in key positions in the field of ALE in UNESCO Member States, particularly those in the global South. UIL seeks geographical (regional and national) and gender balance when awarding CONFINTEA Fellowships.

Candidates for CONFINTEA Fellowships should:

  • have extensive experience – whether in government or civil society, or as a researcher – in adult learning and education;
  • be involved in policy formulation or in planning and implementing programmes at national level; in addition, involvement in national activities related to the preparations for, implementation of, or follow-up to CONFINTEA VI would be an asset; and
  • have fluent spoken and written English and, ideally, a working knowledge of another United Nations language.

How to apply for a Fellowship

Interested candidates should submit:

  • a written proposal
  • an up-to-date curriculum vitae
  • a covering letter
