Canadian Coalition of Municipalities against Racism and Discrimination (CCMARD)
The Canadian Commission for UNESCO invites municipalities from across Canada to join the Canadian Coalition of Municipalities against Racism and Discrimination and be part of the larger International Coalition of Inclusive and Sustainable Cities − ICCAR, promoted by UNESCO.
In close cooperation with the Canadian Association of Statutory Human Rights Agencies (CASHRA), the Canadian Race Relations Foundation (CRRF) and numerous partners at the national, provincial and local levels, CCMARD continues to extend across Canada.
As of April 2015, 63 municipalities across Canada have joined the network.

Since its inception, CCMARD has received the support of the Federation of Canadian Municipalities, the Union of Municipalities of Quebec, the Alberta Urban Municipalities Association, the Union of Nova Scotia Municipalities and the National Association of Friendship Centres. It also partners with the City for All Women Initiative to advance issues of common interest.
Many regional and local organizations as well as numerous engaged citizens are contributing actively to achieve CCMARD’s objectives and implement its values in communities across Canada.
Signatory municipalities of the Canadian Coalition of Municipalities against Racism and Discrimination rely on the 10 Common Commitments to inform and guide their work. A municipality may choose to focus on a few priority areas and address other Commitments as its work progresses. Also, a municipality may find that its current programming already meets the objectives of a plan of action. These initiatives should be recognized and identified alongside any newer strategies designed to meet the defined Commitments.
Te 10 Common Commitments relate to three primary areas of municipal responsibility:
- the municipality as a guardian of public interest;
- the municipality as an organization in the fulfillment of human rights; and
- the municipality as a community sharing responsibility for respecting and promoting human rights and diversity.
In 2015, to commemorate the CCMARD’s 10th Anniversary, the Canadian Commission for UNESCO has commissioned the publication of a special edition of Canadian Diversity entitled “The Fight is Ours: The Potential of Municipalities to Eliminate Discrimination”. The issue draws together contributions of a broad range of stakeholders to reflect on the work, challenges and successes of municipalities in the field of antidiscrimination and look forward to the next decade of CCMARD in Canada. Canadian Diversity is published by the Association for Canadian Studies (ACS).
