Key objectives of the measure:
Strengthening local capacities for cultural management.
Consolidate the National Culture System (Sistema Nacional de Cultura), through technical advice and assistance to territorial public entities and the citizenry in issues related to cultural management, such as: sources of funding for culture, planning, institutional strengthening and dynamization of spaces for cultural participation. Likewise, it seeks to promote the articulation between the territorial entities and the Ministry of Culture.

- Qualification of local cultural agents in strategic project formulation

Creation and strengthening of local capacities for cultural management and consolidation of the National System of Culture.
