The study reviews the laws, policies and related frameworks in 23 countries in East and Southern Africa (ESA) that create either impediments to, or an enabling environment for, adolescent sexual and reproductive health and rights. The assessment resulted in the development of a harmonized regional legal framework, which translates international and regional legal provisions into useful strategies. It gives recommendations based on applicable core legal values and principles gleaned from a range of conventions, charters, political commitments, guidelines and declarations. …
This is the first policy brief produced by the Young Marriage and Parenthood Study (YMAPS), looking at research findings from Young Lives (Ethiopia, Peru, Vietnam and the Indian states of Andhra Pradesh and Telangana) and Child Frontiers (Zambia).
Across public junior high schools in 21 Colombian cities, we conducted a randomized evaluation of a mandatory six-month internet-based sexual education course. Six months after finishing the course, we find a 0.4 standard deviation improvement in knowledge, a 0.2 standard deviation improvement in attitudes, and a 55% increase in the likelihood of redeeming vouchers for condoms as a result of taking the course. …
For young girls in developing countries, not knowing how to manage their periods can hinder access to education. Research from the School of Oriental and African Studies (SOAS), University of London demonstrates that in rural Uganda, providing free sanitary products and lessons about puberty to girls may increase their attendance at school.
Child marriage in West and Central Africa is one of the biggest challenges in the region and has enormous adverse effects on education, health, including sexual and reproductive health, and on the overall development of adolescents and youth. This brochure provides recent data and analysis of child marriage in the region.
This position paper presents several strong arguments about why it is imperative to address child marriage and adolescent pregnancy, if we want to succeed in harnessing the demographic dividend in West and Central Africa. It also provides recommendations on the key actions different stakeholder groups can take to make this a reality.
Sexual health policies explicitly aim to encourage young people to take responsibility for their sexuality to prevent adverse outcomes such as unintended pregnancies, STIs and sexual assault. In Europe and North America, ‘choice’ has become a central concept in sexual and reproductive health policy making. However, the concept of choice is not unproblematic, not least because the cultural emphasis on individual responsibility obscures structural limitations and inequalities, and mutual responsibility between partners. …
In January 2018, UNESCO, together with UNAIDS, UNFPA, UNICEF, UN Women, and the WHO, completed the substantial technical and political process of updating the International Technical Guidance on Sexuality Education, thereby unifying a UN position on rationale, evidence, and guidance on designing and delivering comprehensive sexuality education (CSE).
Girls are subject to child marriage, female genital mutilation and limited education and as such, are denied equality of opportunities. At the beginning of 2016, the African Union Heads of State and Government underlined a commitment to put young people and women first by agreeing to focus on “Harnessing the demographic dividend through investments in youth” throughout 2017 and beyond. UNFPA in West and Central Africa recognizes the critical importance of investing in adolescents and youth, particularly adolescent girls. …
The Regional Comprehensive Sexuality Education Resource Package for Out of School Young People was developed to age and developmentally relevant international standards as a comprehensive set of teaching and learning materials for flexible use in settings outside the formal classrooms of the education sector. Several countries of East and Southern Africa have adapted this regional set of materials for nationally endorsed implementation. …

China boasts one of the largest adolescent populations in the world, with 165 million in total (United Nations, 2017). In recent decades, Chinese adolescents have reached sexual maturity at increasingly early ages, and more and more young people in China are open to premarital sex while at the same time they generally lack sexual and reproductive health knowledge and awareness of safe sex. …
This policy brief is Part 2 of a three-part series entitled “Status of Sexual and Reproductive Health and Rights in Zambia,” reporting on progress, gaps, and existing challenges in SRH&R; related to achieving Sustainable Development Goals (SDGs).
The persistently high rate of adolescent pregnancy, particularly among poor girls and in rural areas, is one of the reasons that universal secondary school completion remains elusive in Zambia. We used a mixed methods approach to explore how Zambia’s re-entry policy is related to young mothers’ outcomes beyond re-enrollment in school. We found that girls with knowledge of the policy were less likely to be forced out of school while pregnant and perceived less stigma after delivery. …
This report presents findings from a qualitative sub-study exploring adolescent girls and young couples’ experiences of marital and fertility decision-making in two southern Indian states (Andhra Pradesh and Telangana). Andhra Pradesh and Telangana are among the top states reporting high adolescent fertility: 12 and 11 per cent of young women age 15-19 in Andhra Pradesh and Telangana, respectively, were already mothers or pregnant when surveyed in 2015/16. …
