Mitigating HIV and AIDS among youth has been a major policy agenda both internationally and nationally, within Tanzania. Two concerns associated with mitigation efforts are increasing sexual activity at young ages and a burgeoning population of out-of-school youth whom poverty, lack of supervision, and unemployment seem to push into alternative life patterns that present risks to their health. This situation poses a serious challenge for Tanzania, where half the population is categorised as young.

Young people are leading the prevention revolution by taking definitive action to protect themselves from HIV. A change is happening among young people across the world, especially in parts of sub-Saharan Africa. Waiting longer to become sexually active, young people have fewer multiple partners and there is an increased use of condoms among those with multiple partners. And HIV prevalence among young people is dropping in many key countries. The impact - HIV prevalence among young people is falling in 16 of the 21 countries most affected by HIV. …

This report reviews the documents on behaviour and the epidemic in Swaziland in an attempt to establish what is driving the epidemic. It asks 'What is driving the HIV/AIDS epidemic in Swaziland? What more can we do about it?' Our conclusion is that the epidemic in Swaziland is very serious, but we know what is going on. There are some gaps in the research that need to be addressed but there is enough information available now to act. The workshop we held confirmed this. The biggest issues are around poverty and culture. …

It begins with an epidemiological overview and then analyses the factors that contribute to young people's vulnerability, including lack of information and access to youth-friendly health services, the needs of special target groups, and the links between drug use and HIV/AIDS.
