Uganda’s HIV success story has become increasingly focused around the idea of ‘ABC’ (Abstain, Be faithful or use Condoms). During the George W. Bush administration, the US Government has promoted one specific ABC model for its development agencies, with a particular emphasis on abstinence. Yet other actors have contested this view. The survey grew out of a concern about the impact of rapid social change on life and health in Albania and in particular its possible consequences for HIV/AIDS. The survey used the Knowledge, Attitudes, Beliefs and Practices (KABP) approach developed by Dr Manuel Carballo and colleagues in the WHO Global Programme on AIDS in 1988. The report presents understanding of Namibia's HIV/AIDS epidemic as well as future trends. The projections indicate that a substantial amount of work is needed in responding to the HIV epidemic. The results of the models suggest that estimated adult (ages 15-49) HIV prevalence in 2007/08 was 15.4 percent. Despite stabilizing HIV prevalence, the number of people living with HIV will continue to increase as the total population size in that age range grows. In 2007/08 approximately 204,000 people were living with HIV while in 2012/13 this value is predicted to be 247,000 people.
