The overall goal of the strategy is to reduce the HIV incidence by at least 30 percent based on 2009 baseline. This will result into 40 percent reduction of the projected number of new HIV infections by 2015, in line with the HIV prevention targets in the National Development Plan and avert about 180,000 new infections over five years. Over the past fifteen years, the HIV/AIDS epidemic in Papua New Guinea (PNG) reached significant heights calling for renewed energies and directions to contain a fast spreading epidemic. PNG has recently been declared the fourth country in the Asia-Pacific region with a generalised epidemic. The National Strategic Plan places priority on seven focus areas : 1. Treatment, counselling, care and support; 2. Education and prevention; 3. …

  7. HIV and health-care reform in Phayao : from crisis to opportunity

The Phayao province's progress in battling HIV/AIDS provides a good example of the need to rethink health-care management. People, not institutions, decide whether to change their sexual, economic and social behaviour. Hence, the single most important role of government and nongovernmental organizations is to strengthen the capacity of people to assess how HIV/AIDS affects their lives, what action is required, and what can be learned from their actions. …
