This study takes stock of recent developments in a number of South and South-east Asian countries in relation to the issue of sexual orientation and gender identity. It provides a welcome update of positive initiatives from various national human rights institutions, in addressing the discrimination, stigmatization and violations facing individuals and groups who simply wish “to be” what they actually are. These initiatives include research, advocacy, education, public mobilization, and contributions to judicial decisions, laws, policies and other processes to protect human rights.
In view of the high prevalence of HIV and AIDS in South Africa, particularly among adolescents, the Departments of Health and Education have proposed a school-based HIV counselling and testing (HCT) campaign to reduce HIV infections and sexual risk behaviour. Through the use of semi-structured interviews, our qualitative study explored perceptions of parents regarding the ethico-legal and social implications of the proposed campaign. The Code’s primary objective is to set out guidelines for employers and trade unions to implement so as to ensure individuals with HIV infection are not unfairly discriminated against in the workplace. This includes provisions regarding: creating a non-discriminatory work environment; dealing with HIV testing, confidentiality and disclosure; providing equitable employee benefits; dealing with dismissals; and managing grievance procedures.

This report presents the summary of the costs of Cambodia’s National Strategic Plan for a Comprehensive and Multisectoral Response to HIV/AIDS (NSP III) for the period 2011-2015 as well as an estimation of the resources that will be available and an analysis of the forecasted financing gap. The report also explains how data was collected on the resources available and summarizes the methodology used in the estimation of the resources needed as well as its main limitations.

With the global AIDS response becoming increasingly hampered by the criminalization of key populations, this study aims to encourage and assist parliamentary scrutiny of legislation that impedes effective HIV interventions. It highlights the various processes in selected parliaments that led to the adoption of laws with a positive impact on the AIDS response. Although such outcomes were not always easy to achieve, they were mainly the result of inspired leadership by parliamentarians able to overcome the moral obstacles that had stifled socially sensitive issues in political debate.
