The Lifelong Learning Policies and Strategies programme advocates and advances lifelong learning as the conceptual framework and organizing principle for education reforms in the twenty-first century. The programme has three main fields of intervention for Member States:
- Conducting policy research and analysis
- Providing technical assistance and capacity-building activities
- Supporting policy dialogue and networking on national, regional and international levels
The programme focuses on the following areas:
- Lifelong learning policy analysis
- Recognition, validation and accreditation (RVA) of non-formal and informal learning
- National qualifications frameworks
- Learning cities

- The Collection of Lifelong Learning Policies and Strategies
- The UIL Global Observatory of Recognition, Validation and Accreditation of the Outcomes of Non-formal and Informal Learning
- The Global Inventory of Regional and National Qualifications Frameworks
- The UNESCO Global Network of Learning Cities
