Upcoming Events of the Global Alliance to Monitor Learning

The Global Alliance to Monitor Learning (GAML) is designed to improve learning outcomes by supporting national strategies for learning assessments and developing internationally-comparable indicators and methodological tools to measure progress towards key targets of SDG 4.

The UNESCO Institute for Statistics, which established GAML and serves as the secretariat, is organizing three upcoming meetings that will bring together a broad range of experts and decisionmakers in national and cross-national learning assessment initiatives, as well as donors and civil society organizations advocating for education.

Expert Meeting on SDG Indicator 4.2.1
27 October 2017, Washington, DC, United States

The expert group on Indicator 4.2.1 is meeting to discuss an interim measurement strategy before the new Early Childhood Development Indicator is finalised and data are available to monitor progress. The strategy is to include a conceptual framework, methodological framework and reporting framework for interim reporting on children who are developmentally on track in learning.

Expert Meeting on SDG Indicator 4.6.1
7-8 November 2017, Paris, France

In support of GAML, the UIS is convening experts on functional literacy and numeracy to address measurement issues in producing data for Indicator 4.6.1. In particular, the goal is to produce a conceptual framework to enable comparison of results across countries and a concrete definition of “proficiency levels”. Experts will thus present perspectives from low- and middle-income countries on adult literacy assessments.

As part of the meeting objectives, participants will:

• Reach agreement on a conceptual framework for Indicator 4.6.1 (including reading, writing and numeracy);
• Explore existing frameworks and propose the inclusion of alternate ways of measuring;
• Define a minimum or fixed level of proficiency in literacy and numeracy for Indicator 4.6.1.

Fourth Meeting of the Global Alliance to Monitor Learning
28-29 November 2017, Madrid, Spain

The fourth GAML meeting will:

• Receive updates on UN and Education 2030 processes regarding development indicators, as well as recommendations regarding reporting and capacity development with identification of the action items that have implication for GAML work programme;
• Discuss and endorse GAML governance and priorities in organization and communication;
• Review and endorse measurement strategies for each of the learning- and skills-related indicators under the responsibility of GAML;
• Discuss and approve the conceptual, methodological and reporting frameworks for indicator 4.1.1; and
• Finalise the learning outcomes and skills-related inputs to be integrated in the report that will be prepared by the Technical Cooperation Group on SDG 4–Education 2030 Indicators (TCG) to the Education 2030 Steering Committee with a detailed “work plan for each target together with an assessment of resources needed to fund the finalisation of the conceptual, methodological and operational work on the global indicators”.
