Design

Supporting the production and promotion of Portuguese handicrafts

Context of the measure: 
CULTURAL POLICIES AND MEASURES
b. Key objectives of the measure: 

The Institute for Employment and Professional Training organises the biennial “National Handicrafts Prize”, that aims to distinguish Portuguese artisans, by highlighting their technical and professional skills, thus encouraging artisanal production in its traditional and contemporary dimensions, and appealing to quality and innovation as indispensable factors for the development and affirmation of the Portuguese arts and crafts sector. The IEFP also fosters the certification of traditional artisanal products, thus enabling them to be safeguarded and protected, and contributing to the affirmation and valorization of these works in diversified and differentiated markets, together with higher employment in these areas. The IEFP is responsible for implementation of the Artisans Statute and the Artisanal Production Unit, through which it provides official recognition for artisans and issues artisan cards and artisanal production unit cards; up until 23 February 2012, 1,800 artisanal production unit cards were issued, corresponding to 1,980 membership cards. In the framework of this specific legislation, the National Handicraft Register (RNA) has also been drawn up, which is a publicly available database13 that lists the officially recognized artisans and artisanal production unit, and thus constitutes an updated public inventory and instrument that supports promotion and internationalization of Portuguese handicrafts.

Mesure à caractère économique et commercial, l’AGOA accorde un accès en franchise du droit de douanes et le libre accès au marché américain sans contingent aux vêtements et textiles originaires assemblés ou confectionnés au Niger par les stylistes et les acteurs de cette chaîne de valeur dans les conditions stipulées par les dispositions de la section 112 de la loi 2000 sur le Commerce et le Développement.

Un Bureau Permanent est créé au Ministère du Commerce en vue d’instruire les demandes et de délivrer des visas d’origine AGOA, et d’assurer le suivi des entreprise agréées. Le Niger a mis en place un système de visa fixant les conditions d’expédition sous le régime préférentiel  de l’AFRICAN GROWTH AND OPPORTUNITY ACT (AGOA) d’articles vestimentaires et textiles aux Etats Unis d’Amérique dénommé système du visa AGOA du Niger.

Regulation of Law No. 29073: Craftsman's Law and the Development of Artisan Activity

Context of the measure: 
CULTURAL POLICIES AND MEASURES
b. Key objectives of the measure: 

Law for Artisan and Development of Craft Activity has main objective to regulate the sustainable development, protection and promotion of the craft, preserving craftsmanship tradition in all its expressions of each place, disseminating and promoting techniques and procedures including quality, representativeness, tradition, cultural value and utility. Promoting awareness among the population about its economic, social and cultural importance, and recognize mainly the craftsman as developer of identity and cultural traditions.
This regulation was promulgated on March 17, 2010.

This regulation is in process of implementation by the Ministry of Foreign Trade and Tourism of Peru (MINCETUR), in accordance with paragraph 8, Article 118 of the Constitution of Peru and the Law Nº 27790 - Law on Organization and Functions of the Ministry of Commerce and Tourism, lead agency for tourism and craftwork; promotion, guidance and regulation of craft activity.

The Law N º 29073, Law for Artisan and Development of Craft Activity was promulgated first. Later through the Supreme Decree 001-2008-MINCETUR, the Regulations of the National Register of Artisan and the National Council for the Artisan Promotion, created by Articles 12º and 30º of the Law No. 29073, which allowed to collect experience regarding these issues. In this context, there is necessity to standardize various aspects of craft activity regulated by Law No. 29073, so we proceeded to its regulation.

Currently MINCETUR has developed a Website about Information System for the Promotion and Development of the artisan to share all necessary information on artisan aspects from commercial perspective. Furthermore, this system works with the National Directory of Artisans which has information of all Peruvian artisans registered on the National Register of Artisan either as individual artisans, craft enterprises or artisan associations.

3. Establishing Strategic Partnership between Japan and the Lao PDR for cultural and creative industries in Lao PDR

A Joint Statement was signed between the two Prime Ministers in 2015 to mark the 60th anniversary of the establishment of diplomatic relations between Japan and Laos. The Joint Statement covers several areas including political and security area, economic cooperation, trade and investment and people-to-people and cultural exchange. Arts and culture collaboration have already benefited a programme of exchanges for approximately 1,500 participants up until 2017, and will benefit approximately 1,500 more until 2020.

Lao-Japan Research Centre was established in the National University including languages, cultural exchanges covering several domains i.e. literatures, performing arts.

Annual cultural exchange programme to showcase each country cultural products including cuisine, traditional dress, handicrafts, traditional souvenirs since 2007.

The Productive Identities Network

Context of the measure:

b. Key objectives of the measure: 

It was created in 2002 with the purpose of boosting regional economies, fostering social inclusion, supporting and strengthening productive projects, redefining the significance of cultural diversity and facilitating citizen networking.

c.3. the main feature of the measure: 

It was implemented in association with the Universidad Nacional de Mar del Plata, jointly with provincial and municipal governments. Currently, the territorial representation of this governmental partner network is located in the provinces of La Pampa, Chubut, Santa Cruz, San Juan, Formosa, Jujuy, Santiago del Estero, Chaco, Mendoza, Río Negro, Tierra del Fuego and Corrientes.  It is divided into three stages. In the first stage, craftsmen collectively generate an Object and Clothing Collection with strong local significance and impact. Each Provincial Collection represents different aspects  of the provincial identity reflecting each people's origin, landscape and urban life. 
In the second stage, since 2009, the programme offers the space and pedagogical tools for planning productive experience and Provincial Collection sales in a participate fashion among provincial groups. 
This process gave rise to the PRODUCTIVE IDENTITY (IDENTIDADES PRODUCTIVAS) network, key collective actor of the programme's third stage, currently made up of 750 artisans from different cultural communities articulated by 12 provincial groups engaged in creating, producing and selling as partners these provincial and interprovincial Collections of collective design.  

Challenges identified in the implementation of this measure: The idea of the programme comes up during the 2001 Argentine crisis, and the first challenges encountered were to achieve political will to develop the programme, create the tools to facilitate the articulation among parties interested in this concept, get people to be willing to create networks to generate a creative and productive project articulating individual projects.

Support for international presentation of Czech professional and non-professional arts, cultural heritage and culture, opening up the Czech market to foreign cultural goods and services

Context of the measure: 
INTERNATIONAL CULTURAL COOPERATION
b. Key objectives of the measure: 

Each year the Ministry of Culture of the Czech Republic announces grant tender proceedings to promote international contacts in the area of non-professional artistic activities. Groups are sent to participate in prestigious international festivals, shows and workshops. Groups from the Czech Republic are greatly appreciated and are invited to participate in future years. They contribute to disseminating awareness of Czech national and regional culture, establish contacts and gain experience of new environments.

Active support is granted to several types of art and activities associated with the arts through various state-funded organisations reporting to the MC CR, such as: 

The Prague National Information and Consulting Centre for Culture, which organises a series of national and international conferences, facilitating the presentation of Czech arts. It also contributes to the implementation process by announcing tenders each year to support selected international contacts in the area of non-professional artistic activities, which focus on sending and receiving individuals (observers, seminarists, contestants, lecturers and jurors, conference attendees, delegates to NGO international congresses, etc.)

Support for the Czech Philharmonic Orchestra tours: the Czech Philharmony is the main cultural representative of the Czech Republic abroad. It has the widest territorial range and performs in the most beautiful venues. Most of the European countries, as well as Asian and American States, support cultural exports

An important aspect of the face of culture abroad is the presentation of Czech cinematic output. This currently takes place through a number of entities (distributors, embassies, Czech Centres, the Czech Film Centre/National Film Archives).

Contemporary Czech literature is presented abroad first through the establishment of national stands at the most important international book fairs (in particular the Leipziger Buchmesse, Bologna Book Fair, London Book Fair and Frankfurter Buchmesse), and also through successful cooperation with Czech Centres

This measure has resulted in the creation of a number of new projects, which would never have existed without concentrated support.  The establishment of a new grant programme focusing on support for the most important sectoral shows (State Support Programme for Professional Art Festivals), which not only targets the domestic audience, but also visitors from abroad (both professionals and laymen).

e. What are the results expected through the implementation of the measure?: 

In 2016, a state-funded organisation reporting to the MC CR – the Arts and Theatre Institute launched a pilot project to prepare for the establishment of the Czech Music Office, which began operations, with the support of the MC, in 2017. The SoundCzech – Connect programme has been opened for exchange concerts between Czech and foreign bands. In addition, the CMO supports strategic projects based on a decision by the dramaturgy board. This project was implemented and consulted with support from the civil society. The CMO promotes the presentation of Czech art at musical trade fairs: WOMEX, MIDEM, Eurosonic.

Presentation of Czech dramatic art: PAMS – Soul (2015, 2017), CINARS – Montreal (2016), Tanzmesse – Düsseldorf (2016), Fira Tárrega, Spain.

The Arts and Theatre Institute participated in the European Route of Historical Theatres international project (EU Culture Programme, 2012-2016). Preparation of international projects to map the development of theatre architecture: TTLA – Theatre architecture in Latin America and EUTA 3.0 (European theatre architecture – cooperation with technical universities in Europe).

Participation in the activities of the international ENICPA network (network of European institutions documenting and promoting the performing arts). Mobility Programme – increase in funding. Residency Programme.

The portal is primarily a platform for NGOs and their cultural and educational activities, focusing on the theme of intercultural dialogue, which contributes to achieving the goals of migration and integration policy in the Czech Republic.

The portal is run by Theather instute in English for foreigners and contains up-to-date information on Czech theatres, including a quarterly newsletter in English, a database of productions heading abroad, a directory of festivals, schools, theatres, institutions and periodicals and a number of other links.

f.2 Financial resources allocated to implement the measure: 

Funds to support presentations at international trade fairs are drawn from the Ministry of Culture budget and this cooperation takes place between the Institute of Art and the Ministry of Culture Department of International Relations.  In 2015 the total amount was CZK 1,480,000, in 2016 CZK 1,500,000 and in 2017 CZK 1,420,000. During the period from 2018-2020, the MC CR plans to expand its presence in trade fairs in other territories (Africa, Australia).

Cultural Activities - Support for Art- Grant tender proceedings (Call for proposals), Department of Art

Context of the measure:

b. Key objectives of the measure: 

The promotion of culture is defined by the state cultural policy, which comes out from the Concept for more effective promotion of art during the period from 2007–2013. In 2014, the Department of Literary Studies and Libraries began work on the Strategy of Support for the Arts in the Czech Republic 2015–2020, which was approved by the Government in its Resolution No. 1009 from 47 December 2015. The Call for proposal comes out from this Strategy.

The support of Art is organized via Department of  Arts (hereinafter referred to as “DA“) of the Ministry of Culture  and it carries out the tasks of the Ministry as the central government body responsible for the professional arts in the fields of theatre, music, the visual arts, architecture and applied arts.

During the past few years there has been an increase in funding for the arts.  This increase has been reflected in the increased numbers of projects supported. The diversity of projects and the participation of the civil society have increased during the period under review as compared to the previous period.

The purpose of the measure is:

a) monitoring and evaluating the situation of the professional arts in the areas of theatre, music, visual arts, architecture and applied arts,

b) supporting important events in the areas of theatre, music, visual arts, architecture and applied arts and implementing aid programmes for projects in these areas,

c) official presentations of the Czech professional arts abroad, primarily through published project support programmes,

d) creating conditions for the development and support of professional artistic activities in collaboration with universities and colleges,

e) cooperating with the separate Department of the European Union to carry out the Ministry’s tasks arising from the Czech Republic’s membership of the European Union and with the Department of International Relations to carry out the Ministry’s tasks arising from the Czech Republic’s

f) carrying out selection procedures for contributions from the State budget for creative or study purposes (referred to as “creative and study scholarships”) in the area of the professional arts – visual arts, architecture, design, applied arts, music, literature, theatre and dance.

e. What are the results expected through the implementation of the measure?: 

During the period from 2014-2016 the Ministry of Culture supported projects in the areas of music, theatre and dance through scholarships. Support for individual projects was allocated on the basis of relevant assessment criteria. Grant beneficiaries also included entities engaged in the exchange of cultural goods and services and representatives of the civil society.  The list of projects receiving support is shown below:

f.2 Financial resources allocated to implement the measure: 

Ministry of Culture of the Czech Republic through the Department of Art of the Ministry of Culture (DA). The DA has managed to increase the budget covering grant programmes for the so-called “live arts” in recent years. Whereas around CZK 185 million was distributed in support of projects in the professional arts in 2014 (theatre, dance, music and the visual arts), in 2017 this rose to CZK 290 million. A new grant programme was opened in 2016 for major festivals and sectoral shows, with a budget of CZK 100 million. Support for year-round activities of regional theatres and musical ensembles has also grown considerably: from CZK 84 million in 2014 to CZK 160 million in 2017.

Tax exemptions for a category of cultural workers in Azerbaijan

Context of the measure:

b. Key objectives of the measure: 

The measure, introduced in 2001, aims to stimulate artistic production by exempting artists from income and property taxes. This resulted in number of intra-governmental consultations, with participation of the Ministry of Culture and Ministry of Taxes, together with the Parlimanent of the Republic of Azerbaijan.

According to Tax Code, exemptions and privileges are defined for income tax of physical persons (article 102), profit tax of legal persons (article 106), property tax (article 199) and tax on land (article 207). Article 102.1.12 of the code  foresees that income of physical persons from craft production of copper, tin and pottery products, house appliances, gardening instruments, national music instruments, toys, souvenirs, house appliances made of reeds and cane, involved in embroidery and production of house appliances from wood shall not be subject to income tax. Similarly, Article 199.2. of the same code establishes that buildings of art workshops or parts of buildings where such workshops are located that belong to natural persons involved in entrepreneurial activity without establishing the legal entity on craft production of copper, tin and pottery products, house appliances, gardening instruments, national music instruments, toys, souvenirs, house appliances made of reeds and cane, involved in embroidery and production of house appliances from wood shall not be subject to property tax. 

e. What are the results expected through the implementation of the measure?: 

The current measures has already brought a number of positive results, which is testified by increase of artists making use of the tax exemptions between 2001 and 2017, as well as more interest from young artists to get involved in production and cultural industries. The measure enabled its main beneficiaries and creators to sustain their living through artistic production, which was particularly important for young creators, and created an enabling environment for diversification of creative products. 

It is also important to note that the demand for artistic products has increased in the meantime, with the greater development of incoming tourism in parallel, especailly since 2014 with more tourists coming from Arab countries, but also Asia and Europe. Combined with increased opportunities the crafts market started to offer locally, this measure proved to be crucial in satisfying the demand for cultural goods and services and resulted in income increase for local and national economy.

The local departments of Ministry of Taxes and Ministry of Culture have played huge role in the implementation of the measure by raising awareness of local artists and providing regular monitorying of its efficiency. The measure proved to be most efficient in the regions and cities with large concentration of craftsmen and artists falling under the beneficiary category of the measure, such as Baku, Ganja, Sheki, Lahij and Ismayilli.

25 000 AZN, coming from the state budget. The measure did not involve huges costs, since the decisions was purely regulatory.

Establishing a Marketing Center for Cultural Industries

Context of the measure: 
INTEGRATION OF CULTURE IN SUSTAINABLE DEVELOPMENT - AT NATIONAL LEVEL
b. Key objectives of the measure: 

1. Marketing handicrafts products of the Institute of Arts and People Crafts of the Folklore Directorate.

2. Identifying the products of craftsmen and the students of institute with heritage industries and handicrafts.

3. Obtaining additional financial returns for the Ministry of Culture that contributing to support  the creative persons working in field of cultural and handicraft industries products.

4. Contribute to build up capacities of craftsmen and students of  Institute of Arts and People Crafts in field of cultural industries in order to preserve heritage identity of the country.

The Ministry of Culture, Tourism and Antiquities has adopted within its cultural policies and measures establishing (Marketing Center for Cultural Industries) in order to support Iraqi cultural industries and  stimulate workers on production and  marketing their cultural products to public for obtaining  necessary funds. The center undertakes necessary publicity to attract clients from local communities. The center was already established by the efforts of creators and those who act in the field of cultural crafts and industries of professors, craftsmen and the students of Institute of Arts and people Crafts in Ministry of Culture

e. What are the results expected through the implementation of the measure?: 

1. An increase in the proportion of producers and creators of students and craftsmen doubly in principle before the establishment of this center.

2. The opening of this center encouraged  other governorates to market their handicrafts products through it.

3. The center is actually considered as a marketing and media outlet for introducing Iraqi cultural industries and handicrafts.

This center was established with self-efforts by number of the creators working in Folklore Directorate, students and professors of Institute of Arts and People Crafts without any funds allocation from Ministry of Culture.

Promotion of exchange visual arts of popular tradition, Ruraq Maki

Context of the measure:

b. Key objectives of the measure: 

The Ruraq Maki brings Traditional Folk Art produced in various rural villages of Peru for generating alternative marketing channels through sell-exhibition spaces. The Ruraq Maki is one of the most important exhibitions promoted by the Ministry of Culture. The Ruraq Maki is a Quechua term that stands for "handmade”. It is developed since 2008.

Challenges identified in the implementation of this measure:

Finding the balance of promoting marketing spaces and preservation of all knowledge and creation and production techniques of all these valuable handicrafts. Find appropriate ways for development without impacting the natural development of the artistic collective identities.

c.3. the main feature of the measure: 

The sale-exhibition of Ruraq Maki Traditional Folk Art has become one of the most important exhibitions promoted by the Directorate of Contemporary Intangible Heritage of the Ministry of Culture of Peru.
Ruraq Maki brings together twice a year to leading master craftsmen from around the country to expose first, the tangible skills and traditional subjects and, secondly, to demonstrate the performance of creativity is parallel according with sociocultural and economic changes.
There have been 9 contests since 2007 (July), having the participation of 270 communities (For communities means: families of artisans, craft associations and craft villages)
