The Student Partnership Worldwide (SPW) South Africa Trust in partnership with the United Nations Population Fund (UNFPA) leads the Safe Guard Young People (SYP) Programme in three districts in the Eastern Cape. The goal of the SYP programme is to contribute towards the improvement of the Sexual Reproductive Health and Rights (SRHR) status of young people aged 10 – 24, with a special focus on HIV prevention. This paper demonstrates a comprehensive and thorough application of an education cost-effectiveness analysis. Two interventions implemented in Western Kenya aimed to reduce the incidence of HIV/AIDS contraction in middle school girls. The cost-effectiveness of each intervention is assessed, ex post facto, by combining the results of the two programs’ evaluations with their costs. As few education evaluations consider cost, this article highlights a sound and disciplined method to use when detailed cost information is both readily available and unavailable. …
A key strategy of the South African national response to HIV is the scale-up of HIV counselling and testing (HCT) in the 15–49 years age group. The integrated school health policy aims to guide the roll out of youth-friendly health services including the provision of HCT in schools. Using a discrete choice experiment to examine preferences regarding the attributes of HCT service packages, this study identifies barriers to and facilitators of HCT among high school learners. …
The purpose of the study was to determine the relationship between teachers’ attitude towards teaching HIV/AIDS education and students’ knowledge and attitude towards sexual behaviour in secondary schools in the Coast Region of Kenya. The study used descriptive survey research design. The samples comprised 421 respondents of which 33 were teachers and 388 students in 13 secondary schools. Questionnaires and interview schedule were used to collect the data. The validity of the instruments was checked by the supervisors and other experts in the field of research. …
Fidelity of program implementation under real-world conditions is a critical issue in the dissemination of evidence-based school substance use prevention curricula. Program effects are diminished when programs are implemented with poor fidelity. The authors assessed five domains of fidelity—adherence, exposure (dosage), quality of delivery, participant responsiveness and program differentiation (lack of contamination from other programs)—in a subset of respondents (N = 342) from a national random sample of public schools with middle school grades (N = 1721). …
An emerging model for sexuality education is the rights-based approach, which unifies discussions of sexuality, gender norms, and sexual rights to promote the healthy sexual development of adolescents. A rigorous evaluation of a rights-based intervention for a broad population of adolescents in the U.S. has not previously been published. This paper evaluates the immediate effects of the Sexuality Education Initiative (SEI) on hypothesized psychosocial determinants of sexual behavior.
This sexual and reproductive health (SRH) peer education programme was developed as part of the Department of Basic Education’s (DBE) Leveraging Partnerships to Achieve the Goals of South Africa’s HIV & AIDS and STI National Strategic Plan 2012–16, otherwise known as Keeping Girls in School. The aim of this component of the programme is to shift social norms and change sexual behaviour by reinforcing and supporting the SRH messages received via the curriculum in order to increase retention and reduce the risk of HIV infection and teenage pregnancy.
Health and Family Life Education (HFLE) was introduced into the curriculum of Primary Schools in 1998. The programme in schools was guided by the Health and Family Life Education Scope and Sequence for Grades 1-6, published in June, 1998. The programme achieved important successes. However, it has been argued that, given the challenges that children face in their daily lives, a more definitive “life skills” focus is required to help students manage the situations they encounter. In fact, advocates argue that a “life skills” approach should be adopted in the teaching of HFLE. …
