The European Training Foundation is a European Union agency that helps transition and developing countries harness the potential of their human capital through the reform of education, training and labour market systems, and in the context of the EU's external relations policy. Based in Turin, Italy, the ETF has been operational since 1994.

Strategic Projects

  • Skills and VET governance

    Reforming VET governance systems leads to more effective, efficient and relevant policy outcomes. The ETF follows the principles of good and multilevel governance, subsidiarity and territorial cohesion.

  • EU external programmes and projects support

    Providing expertise and technical advice in the field of education, training and labour under the EU’s Instrument for Pre-Accession, the European Neighbourhood Instrument and Development Cooperation.

  • Torino Process

    Inspired by the Copenhagen process and the 2010 Bruges Communiqué, the Torino Process is a biennial review of VET systems and policies. Evidence based, the process is participatory with partner countries actively engaged throughout.

  • Entrepreneurial learning and enterprise skills

    Supporting entrepreneurs to start and grow businesses can have a positive impact on a country’s economy and society.

  • Employment, Employability and Mobility

    Supporting countries develop effective employment and labour mobility policies, with a particular focus on skills, leads to better functioning and more inclusive labour markets.

  • VET provision and quality

    Improving the quality and availability of VET provides people with skills that meet employers’ and society’s needs.

  • Qualifications and qualification system

    Increasing geographical and occupational mobility means people need a clear and trusted way to demonstrate their competences. The ETF is helping partner countries to address this through qualification system reform.
