The Technical Secretary of the National Qualifications and Vocational Training System is going thru a process of reorganization in which the National Qualifications and Vocational Training System (Sistema Nacional de Cualificaciones y Capacitación... <show more> The Technical Secretary of the National Qualifications and Vocational Training System is going thru a process of reorganization in which the National Qualifications and Vocational Training System (Sistema Nacional de Cualificaciones y Capacitación Profesional, SNCCP, in spanish) is being executed. This Secretary will be in charge of updating and polishing the National Catalogue of Qualifications. Additionally, the implementation of policy and development of networks within the private and public sectors of economy is a priority and one of the very first tasks in this new period of operation.

Complementary, to boost the economic and social inclusion for priority groups through the strengthening of their capabilities and knowledge, as a mean for social and economic development. / To be an autonomous and technical body which constantly leads the development of an education culture in Ecuador, focusing on the human resources and the growth of productivity through qualifications, as a role model for Latin America.

To reduce the gap of people who can’t get vocational education and training, to support the employability of Ecuadorian labor and promote the growth of productivity and competitiveness for contributing to the improvement of the productive and energetic matrix in Ecuador.
To increase the quality and relevance of the training processes throughout life to contribute to the productive diversification, increase the access to technology, and improve exports and selectiveness of imports.
To promote the development of human resources.
To improve the use of economic resources.
To increase the operational efficiency of industries.

| 1 January 1970Chile Joven - Reducing Youth Unemployment through short-term training programmes in Latin AmericaThis Promising Practice describes a programme in Chile targeted at the young, low-income, poorly educated population (hence why the name Joven – ‘young’ is used in countries such as Argentina, Peru, Colombia, Uruguay and the Dominican Republic). In most cases, the programmes introduce targeting tools or eligibility criteria that limit service provision to the more disadvantaged youth, including age, being unemployed or underemployed, and not being enrolled in the formal school system.
