When serious crisis or conflict hits a country, schools are often abandoned or reduced to rubble. On a larger scale, the whole education system is shaken, if not destroyed. Urgent measures must be taken to ensure that teaching and learning continue, whatever the circumstances. Access to education is essential to provide protection for children and to allow them to return to normalcy as soon as possible. The Guidebook for planning education in emergencies and reconstruction aims to support educational authorities in providing equal access to quality education for children affected by conflict or disaster. Intended primarily for ministry of education staff, the Guidebook will also serve educational planners and practitioners at all levels, as well as UN staff, NGOs and donor agencies. Each chapter offers strategies or policy options that have already proven successful in different contexts. This revised edition of the Guidebook reflects some of the positive developments in terms of engagement of the international community in education in emergencies. Chapters on Ethnicity/political affiliation/religion, Children with disabilities, Learning spaces and school facilities, Early childhood development, and Coordination and communication have all been updated. New chapters on Prevention of conflict and preparedness for disaster and Technology have also been added.The five individual volumes will also be available as a set, which will include a CD-ROM containing the entire Guidebook. The tools and links provided in this CD-ROM allow for easy browsing and keyword searches.
