Second Session - 2009
The second session of the Conference of the Parties was held at UNESCO headquarters in Paris from 26 to 28 October 2009. It was attended by representatives of more than 90 countries (including 82 of the 124 States Parties at that time). ANADO, CONFEJES, Council of Europe, European Commission and WADA as well as representatives of the sports movement (IOC and IPC) participated in the Conference.
Gennady ALESHIN (Russian Federation), Mr Daniel JACUBOVICH (Argentina), Mr JIANG Zhixue (China), Mr Robert NDJANA (Cameroon) and Mr Moncef BELKHAYAT (Morocco) were elected Vice-Chairpersons. Mr Jacubovich also acted as Rapporteur.
The Conference decided to substantially increase the amount of funds available to governments to help them implement the Convention under the Fund for the Elimination of Doping in Sport. It also reaffirmed the three priority areas for investment of the Fund: (1) education projects focusing on youth and sports organizations; (2) policy advice; and (3) mentoring or capacity development programmes.
The Conference also endorsed the electronic system to monitor the Convention and called upon all States Parties to complete the on-line questionnaire by 31 December 2009. The Conference unanimously adopted the 2010 Prohibited List (Annex I of the Convention, PDF, 91 KB) ensuring that both governments and the sports movement apply the same list of prohibited substances and methods.
The Conference will meet again in ordinary session in 2011. It is hoped that all 193 Member States of UNESCO will have ratified the Convention by this time.
