Third Session - 2011
The third session of the Conference of Parties was held at UNESCO headquarters in Paris from 14 to 15 November 2011. It was attended by representatives of more than 85 countries (including 78 of the 162 States Parties at that time). CIGEPS, the Council of Europe, the European Commission and WADA as well as representatives of the sports movement (IOC and IPC) participated in the Conference.
Mr Chunderpal Singh (South Africa) was elected as the Chairperson of the Conference. Mr Tomas Johansson (Sweden), Mr Sergei Nered (Belarus), Mr Daniel Jacubovich (Argentina), Mr Jiang Zhixue (China), and Ms Lina Fassi (Morocco) were elected as Vice-Chairpersons. Mr Johansson also acted as Rapporteur.
The Conference studied the results of the electronic compliance monitoring system established by UNESCO. This on-line system is used to assess the anti-doping programmes implemented by governments. To-date 99 governments have completed this questionnaire. Of this number 74% were deemed to be compliant with the Convention. The monitoring system looks, in particular, at the measures implemented by governments to control production, movement, importation, distribution and sale of performance enhancing drugs; anti-doping education and training programmes; and national testing programmes.
The Conference also decided that those governments which have not submitted compliance reports would be ineligible to receive financial assistance from UNESCO under the Fund for the Elimination of Doping in Sport. Since 2008, over one million US dollars has been invested from the Fund in 63 national and international anti-doping projects spanning all regions of the world. With a balance of three million US dollars, the goal of the Fund is to help all governments around the world to implement effective anti-doping programmes. During the Conference, an exhibition was held of the projects in Africa, the Americas, Asia, Europe and the Pacific Region which have UNESCO funding.
The Conference unanimously adopted the 2012 Prohibited List (Annex I of the Convention) ensuring that both governments and the sports movement apply the same list of prohibited substances and methods.
The Conference will meet again in ordinary session in 2013. It is hoped that all Member States of UNESCO will have ratified the Convention by this time.
