The ANQ is a Public institute, indirectly administered by the State under the authority of the Ministry of Labour and Social Solidarity and the Ministry of Education.

Attributions: - Coordinate and promote the provision of dual certification education and vocational training for young people and adults, participating in defining the guidelines for funding models and for allocating resources required to provide qualification for young pople and adults; - Consolidate a diverse supply of education and training for young people and adults bearing in mind the need to reduce exclusion, school drop-out and too early a start to working life; - Give an opinion in the definition of mechanisms for integrated assessment and encouragement in achieving quality in providing education and training for young pople and adults; - Take part in defining the strategic guideline, political options and legal regime in providing education and training for young people and adults and for the system for the recognition, validation and certification of competences; - Develop and manageing the system for the recognition, validation and certification of school and vocational competences, ensuring coordination of the network of New Opportunities Centres; - Design and regularly revise the National Catalogue of Qualifications, with the support of the Sector Councils for Qualification, ensuring the design of education and training approaches for young people and adults that will be flexible and modular, and that can be capitalised; - Mobilise the discovery of new lifelong learning opportunities with the other players involved; - Promote innovation in curricular planning, methodologies and teaching resources; - As part of the mission, establishing relations for cooperation or association with other public or private agents, whether national or foreign;
