History

The Director of the IIIC, sometimes called Director-General, was nominated by the Governing Body of the IIIC. The tenure was seven years and reelection was possible for one additional term [article VII of the internal regulations of the IIIC].

The Director’s job was to ensure the execution of the program designed by the Governing Body and specified by the Committee of Directors. The Director was, within the limits of their powers, entitled to propose to the Committee of Directors and execute any projects that they considered useful for the activities of the IIIC [article XV of the internal regulations of the IIIC].

The Director was to ensure the unity and coordination of the IIIC’s work, and was in charge of all Sections and services between which he divided up the work. He signed the IIIC’s correspondence or could delegate this right [article XV of the internal regulations of the IIIC]. The heads of individual Sections proposed their projects to the Director and put them into practice, according to their competencies [article XXVII of the internal regulations of the IIIC].

The Director attended the sessions of the Governing Body and Committee of Directors in an advisory capacity [article VIII of the statutes of the IIIC].

Article VII of the internal regulations of the IIIC suggested that successive Directors should be of different nationalities than their predecessor, in order to ensure the international character of the IIIC. However, the IIIC was directed by three French directors throughout its existence: Julien Luchaire (1924–1930), Henri Bonnet (1931–1941/1945) et Jean-Jacques Mayoux (1945–46).
