Executive Summary

Please summarize in max 3500 characters the main achievements and challenges in implementing the Convention and the outlook for the future. Please note this is not an introduction to the report or an annotated table of contents.

The commitment of Nigeria as a state party to the Convention on ‘The Protection and Promotion of the Diversity of Cultural Expressions’ has been demonstrated in implementing the Convention by providing necessary administrative, legal frameworks and conducive environment for achieving the aims of the Convention both by the government agencies and non-governmental organisations (NGOs). Invariably, Nigeria has put in place a Cultural Policy/mechanism that aims at protecting and promoting the diversity of the nation’s cultural expressions.

Administratively, Nigeria has 7 government agencies under the supervision of the Federal Ministry of Information & Culture, each with statutory responsibilities covering the different aspects of protection, preservation and promotion of cultural diversity. They are involved in the creation, production, distribution/dissemination and management of the diverse Nigerian culture.

There are several non-governmental agencies, guilds and associations for the various groups of cultural workers and these bodies are given government recognition and assistance to a large extent.

Internally, government policies are tilted towards the promotion of the people’s culture. The Culture Sector is working in collaboration with Tourism, Information and Education Sectors to actualize these policies, although there are needs to work in harmony with other stakeholders in order to be more effective.

The implementation of this Convention is also hampered by poor funding. The government is taking frantic steps towards the establishment of the Endowment for the Arts. In the last few years, a 3 billion naira grant for the construction of a film village was given as it is expected that this endowment fund will help solve some financial problems being encountered in the Culture sector.

The establishment of Cultural Industries in the states of the Federation is expected to go a long way in encouraging the preservation and promotion of craft production and some other indigenous trade.

The effect of globalization/westernisation on the Nigerian youth needs not be overemphasised. The rapacious effect of globalisation is impacting on the dress culture, language, culinary habit and even modern day mannerism and fads of the burgeoning population of Nigerian youths. These are the great challenges which the country must pay attention to i.e. the youths deserve more attention if the diversity of her culture is to be protected and promoted

Describe the multi-stakeholder consultation process established for the preparation of this report

The Ministry have engaged in a continous inter agency policy dialogue with stakeholders which includes:NATCOM,Federal Ministry of Education, National Council for Arts and Culture, National Gallery of Arts,Nigeria Institute of Cultural Orientation, Institute for African Culture and International Understanding,Association of Nigerian Authors and other relevant agencies.The Ministry organized a National Summit on Culture and Tourism on 27-29, April, 2016 in Abuja.The summit provided a platform for the stakeholders and government to dialogue on ways to move the sectors forward, especially making them economically viable now that calls for diversification of the economy through tourism and culture are increasing daily.

Overview of Cultural Policy Context

Parties shall describe the key objectives and priorities of their current cultural policy and the impact the Convention has had in their formulation or reformulation. They will also report on the opportunities and challenges to promote the diversity of cultural expressions in a digital environment.:

Owing to the position and significance of Nigeria as the largest nation of black people in the world, it is paramount that the bedrock of its value system is properly articulated to be modeled among the community of black nations in the world. In view of this, Nigeria is guided by a national philosophy of progressive and participatory democracy and a political system characterized by economic self-reliance and egalitarism founded on equity and social justice. Nigeria envisions good governance as basic equipment for peace, security and sustainable political, cultural and socio-economic development.

However, the stakeholders of the Culture sector in Nigeria as well as guidance from international organizations have had tremendous contribution to the development of Nigeria Cultural Policy. These policies which have evolved over the years have uniquely addressed the needs of the Nigerian people.

The National Policy on Culture for Nigeria aims to provide guidelines and general directions through which the Federal Republic of Nigeria will seek to meet the current and future culture needs of the people of Nigeria

How?

In view of the Convention,the Federal government in 2013 mandated the National Bureau of Statistics(NBS) and Society of Nigeria Theatre Artists (SONTA) conducted a pilot nationwide mapping of Creative Industries in Nigeria.And as part of a means to promote policy discussion,it was agreed in the April 2016 Summit on Culture and Tourism for the Ministry to supervise the conclusion of the project.This will provide the necessary data for the policy development process.

How?

As part of the ongoing policy development and considering the urgent need to regulate the Culture sector and maintain ethical standards,the Ministry is taking frantic steps to harmonize the Motion Picture Council of Nigeria(MOPICON) and Theatre Arts Regulatory Council bills into one bill,which will then be presented to the National Assembly for timely legislative action.Also,there are considerations for more stringent legislations to be put in place to protect national monuments ,and cultural sites from the growing cases of wilful destruction across the country.It is also worthy of note that,the Federal government is also considering a law to compel Local Government Councils to establish and maintain community museums and craft centres and fund atleast one community festival yearly.Intrestingly, the implementation of the private Copy Levy Scheme has already been passed into law in the revised Nigerian Copyright Commission law.

To facilitate national integration and evolve a language of popular communication that will build bridges across ethno-linguistic communities.This will create a sense of unity in engagement and enhance intercultural dialogue and conflict resolution.

To promote Nigerian Literature and sensitize Nigerians on the need to change Nigerian reading culture.This will further deepen the understanding of Nigerian history and a good platform for discovering more litterary talents especially amongs the younger generation;

To preserve Nigerian Cultural Heritage and history.Some oral traditions of intangible cultural heritage are taught,while some are passed to the other generations through Literary Arts.To preserve them,a conscious implementation of thid measure will help preserve our Cultural Heritage.
