In recent years the cultural industries in Bulgaria are increasingly being perceived as a sector with an important contribution to local, regional and national development and having a positive impact on the local labour market.

The Ministry of Culture implemented policies and measures promoting creativity and cultural expression through the following programmes:

• "National Culture Fund";

• "Film Art";

• "Performing Arts";

• "Festivals, competitions, events and celebrations";

• "Ensuring the protection of intellectual property";

• "Supporting the development of Bulgarian culture and art of the Bulgarian book sector, libraries and community centres";

• "Promotion of Bulgarian culture abroad";

• "Training of professionals  in the field of art and culture"

The Ministry of Culture has developed and implemented a programme to assist the libraries and community centres (3,635) that are a well-developed network for access to information, arts and culture across the country.

In the direction of promoting the diversity of cultural stage product and develop new audiences the Ministry of Culture held competitive sessions and sessions targeted programme to support festivals in the field of theatre, music and dance. With these programmes the Ministry of Culture gives its support and participates in the development of audiences and attracts new audiences to the performing arts and the expansion of the access of the public to higher quality artistic product.

National film industry relies on state subsidies, support from foundations, international organizations and private sponsors. Executive Agency "National Film Centre" at the Ministry of Culture manages the distribution of state subsidies on a competitive basis. Support for co-productions was also received from the European fund "Eurimages", of which Bulgaria has been a member since 1992.

The implementation of the financing programmes of the Ministry of Culture creates conditions for the full use of the potential of cultural and creative industries for sustainable development of the Bulgarian economy by creating new jobs, expanded internal market with quality goods and services, increased exports and increased  tax receipts, as well as through the promotion of Bulgarian culture and cultural diversity.

At the same time they help the  integration processes, create conditions for formal and informal lifelong learning , for equal access to human knowledge, communication and awareness, to promote cultural diversity, to tackle discrimination, racism and intolerance, to preserve the continuity between generations.

The activities with children and youth-oriented projects, the protection of intangible cultural heritage, the development of amateur art, the cultural integration of ethnic communities and people with disabilities, the Active Ageing policies, the strategy for equal participation of women and men in cultural life, etc. promote the diversity of cultural expressions.

Supporting festivals in the fields of theatre, music and dance creates conditions for the development of audiences and creating of new audiences in the performing arts.

BILATERAL AND MULTILATERAL CULTURAL COOPERATION

The International Cultural Policy of Bulgaria is being implemented through the membership in or in cooperation with international organizations such as the EU, Council of Europe, UNESCO, WIPO, ASEM, SEECP, OIF etc., through the implementation of bilateral and multilateral intergovernmental and interministerial agreements, programmes and action plans  and through the participation in various international cooperation platforms. In the period 2012-2016, Bulgaria signed more than 80 agreements, memoranda and cultural cooperation programmes.

Bulgaria has 11 cultural institutes abroad that are created as a result of bilateral agreements (Berlin, Bratislava, Budapest, Prague, Moscow, Skopje, Warsaw, Vienna (Wittgenstein House), Paris, London and Rome. Bulgarian cultural institutes abroad actively participate in the network of cultural institutions of the member states of the European Union – EUNIC. State Cultural Institute of the Ministry of Foreign Affairs, established in 2006 as a tool of cultural diplomacy. Among the main objectives of the institute are to participate in creating a positive image of contemporary Bulgaria with rich cultural heritage and dynamic modern culture, which contributes to the processes of intercultural dialogue and international cultural cooperation.

Bulgaria is active in all forms of regional cooperation initiatives such as the Council of Ministers of Culture of South-East Europe, established in March 2005.

Active cooperation takes place within the Forum of Slavic Cultures, which is a successful example of partnership between government and non-governmental cultural institutions.

Cultural cooperation is part of the existing grant programmes of the EU with all neighbouring countries. The most successful of these programmes are those in the field of cultural heritage, traditional arts and crafts, as well as youth exchange.

Bulgaria participates actively in the formulation of EU policy in the Black Sea region and European Neighbourhood Policy (ENP), which also have a  cultural dimension.

International cooperation is implemented in accordance with the policy of the Bulgarian state in the field of international relations, priorities for the development of Bulgarian culture and on the basis of existing legal regulations. It includes:

- Increase the Bulgarian presence and the position of Bulgarian culture.

- Building a positive image of Bulgaria as a stable partner in the international cultural policy and international relations by consistently led policy of actively developing relations in the field of culture, based on mutually beneficial  contractual relations.

- Promoting the achievements of Bulgarian art and culture abroad and foreign culture in our country.

- Affirmation of the values of cultural diversity.

- Participation of Bulgarian artists in the world art market , facilitating the free movement of artists, of cultural property and cultural products.

- Strengthening the role and mission of culture as a means of preventing and overcoming crisis situations and conflicts.

- Organizing international bilateral events in Bulgaria and abroad.

- Explore opportunities for promotion and dissemination of Bulgarian culture abroad through participation in various international events, competitions, festivals, exhibitions and other appropriate forms, as well as international events taking place in Bulgaria.

- Planning, coordinating and controlling the activities of the Bulgarian cultural institutes abroad. Creation of new cultural institutions based on bilateral treaties.

The participation in international organizations and cooperation platforms and the implementation of bilateral and multilateral agreements for the promotion of Bulgarian culture and of the positive image of the country is expected to establish a dialogue between cultures and to promote the development of friendly and mutually beneficial relations with other countries around the world.

Funding from the budget of the Ministry of Culture through the Programme for Promotion and Presentation of Bulgarian Art and Culture Abroad. The funds envisaged for 2013 amounted to BGN 3,815,900, for 2014 – BGN 4,104,900, and for 2015 – BGN 3,959,402.

Through project subsidies granted by the government through the Ministry of Foreign Affairs, public and private organizations could participate in initiatives aimed at promoting Bulgarian culture and civilization in Europe and spreading European values among the Bulgarian population.

NATIONAL CULTURE FUND

b. Objectifs clefs de la mesure: 

National and international mobility programmes facilitate the contacts between cultural operators and artists from Bulgaria and abroad, participation in international cultural exchanges, as well as foreign artists who would like to work in Bulgaria for a short period of time, thus contributing to the strengthening of cultural diversity.

The main source of national support is the programme for cultural contacts – "Mobility" – of the National Culture Fund, which began in 2003. The main objectives of this programme are:

• dissemination of Bulgarian culture and art in the country and abroad;

• support for the integration of Bulgarian authors and artefacts in the European and global cultural exchange;

• acquiring and adopting successful foreign practices and models related to the development of art and culture;

• supporting training and development of Bulgarian authors and experts in the field of culture; and

• promoting cultural cooperation and participation of Bulgarian artists in international cultural networks and initiatives.

The National Culture Fund is a Bulgarian organization that supports national creation, development and distribution of Bulgarian art and culture at home and abroad.

To achieve these objectives, the "Mobility" programme supports participation in international, national and local cultural forums of representatives of Bulgarian culture and art; visits of foreign managers and producers in the field of culture and arts in Bulgaria.

For the period 2014-2016 the programme has supported a total of 360 projects amounting to  BGN 486, 724.

In 2008, the Fund declared the session entitled "Bulgarian crafts - ancient and modern." Support was received by projects that offer sustainable programme that provides training of young people in traditional Bulgarian crafts practiced by prominent masters in their field. The submitted projects were for the preservation and promotion of crafts blacksmithing, weaving, woodcarving, pottery, embroidering, etc. A total of 43 projects applied in the competition, out of which 17 projects totalling BGN 43,632 were supported.

Besides the Programme for Cultural Contacts "Mobility", the Fund also supports (on a competitive basis) projects aimed at both young artists, new names and/or formations and at established artists and/or cultural institutions under its other programmes, namely under the programmes "Debuts", "Translations", "Audiences", "Critical Literature" and "Short Films".

In 2014 under the "Mobility" Programme 57 out of 104 proposals were successful and the financing was in the amount of BGN 69,964. In 2015 104 proposals were submitted and the successful projects received financing in the amount of BGN 59,991. In 2016 the three sessions of the "Mobility" Programme for cultural contacts and creative participation received 210 applications, out of which 111 projects in the total amount of BGN 155,003 were approved for financing. In 2016 the other Programmes of the Fund supported projects as follows: Programme "Debut" / received 16 applications of which 12 were funded totalling 48,600 BGN. / "Translations" / 4 projects were received and 4 were financed the total value of financing was 15,700 BGN/ "Audiences" / 45 projects received of which 18 were funded totalling 39,996 BGN. / "Critical Literature" / 31 projects received of which 18 were funded totalling 30,000 BGN. / and "Short Films" / 25 received, 8 funded totalling 50,000 BGN /.

NATIONAL STRATEGY FOR BULGARIAN CITIZENS AND HISTORICAL COMMUNITIES ABROAD

b. Objectifs clefs de la mesure: 

State policy towards Bulgarians abroad is the result of the presence of  Bulgarian communities outside the state borders of the Republic of Bulgaria. Bulgarian communities have a recognized status of national minorities in eight countries. Five of them are member states of the European Union – the Czech Republic, Slovakia, Romania, Croatia and Hungary, and the others are Serbia, Moldova and Ukraine.

The cultural policy of the Bulgarian state contributes to the preservation of national identity, ethno-cultural and spiritual identity of Bulgarian citizens and Bulgarian communities abroad. The Ministry of Culture has a pivotal role in this policy.

The specific nature of the cultural sphere defines specific and consistent steps in the work of the Ministry, such as:

- Establishment of a National Programme for Dissemination of Bulgarian Culture Abroad;

- Promoting a positive image of the Republic of Bulgaria by promoting the achievements of Bulgarian culture;

- Reinforcing the place of Bulgarian culture in global cultural processes;

- Creating a positive environment for building lasting links and friendly relations between the Republic of Bulgaria and the host country in the field of culture;

- Actively supporting the development of creative industries and the competitiveness of Bulgarian art;

- Creating a media and information environment in the host country that accurately depicts Bulgarian culture in all its aspects;

- Bulgarian cultural and information centres abroad help the organizations and clubs of our compatriots in their cultural activities.

The activities of the Bulgarian cultural institutes abroad, which are methodologically and financially managed by the Ministry of Culture, support the preservation of the Bulgarian national cultural identity and its integration in the cultural diversity of Europe and the world; the preservation of the Bulgarian national cultural characteristics; broadening and deepening the connections and contacts of Bulgarian culture abroad, etc.

Bulgaria supports the commitment of the EU and Member States to strengthen international cooperation in the field of culture, expressed in the Communication on a European agenda for culture in a globalizing world COM (2007) 242.

The measures that Bulgaria is taking to promote cultural exchanges with developing countries are on a bilateral level. Within the framework of the signed agreements and programmes of cultural cooperation provisions regulating the exchange of artists and cultural professionals are envisaged, through this exchange experience is transmitted and capacity is built among them. Under the provisions of a number of bilateral agreements  visa facilitation is envisaged for the participation of foreign citizens in cultural and artistic activities in Bulgaria.

Foreign citizens, including from developing countries can apply for support under the "Mobility" Programme of the National Culture Fund.

Bulgaria adopted a National Strategy for the Integration of Beneficiaries of International Protection in the Republic of Bulgaria (2014-2020). The national strategy aims to successfully integrate into Bulgarian society the beneficiaries of international protection or asylum seekers .Integration of beneficiaries of international protection is implemented through concrete measures and services in several priority areas: access to education and training in Bulgarian language, employment, recognition of qualifications, health care, social assistance, housing and integration into the social, cultural and civic life of the community, while ensuring synergy between them. The strategy is underlined by the understanding that the integration process is complex and lengthy, and involves various interrelated legal, economic, social and cultural dimensions, all of which are important to achieve a successful social inclusion.

b. Objectifs clefs de la mesure: 

The National Development Programme: Bulgaria 2020 (NDP BG2020) is the leading strategic and programme document, which specifies the objectives of development policies of the country by 2020. The formulated objectives of the government policies will ensure the achievement  of  accelerated economic growth and will raise the living standards of Bulgarian citizens in the medium and long term.

Culture and cultural heritage is viewed as a leading resource/development potential in 2 of the 8 strategic priorities: "Priority 1. Improving access and raising the quality of education and training and  the quality of the labour force" and "Priority 3. Achieving sustainable integrated regional development and development of the local potential".

Culture as a driver of sustainable growth is included in the sub-priority 1.5 Development of culture and arts, cultural and creative industries, expanding access to art and raising the culture of the population. It  aims at enhancing cultural outlook of people unleash their creative potential and encourage them to actively participate in public cultural life. The sub-priority includes provisions of accessibility and equal opportunities for consumption of cultural products for all ages and social groups in society in order to support human capital formation and socialization of the individual. In this sub-priority a key role is assigned to the artist as a leading figure in the spiritual growth of the nation, as a driver of innovation processes and exponent of smart growth of society as a bearer of the spiritual memory and  achievements of Bulgarian culture.

The National Development Programme is a framework long-term document which, based on an analysis of the situation in the country and on the development trends, sets the overall strategic objectives of national policies by 2020 for all sectors of government. The main vision of the programme is that by 2020 Bulgaria should be a country with a competitive economy that provides conditions for full social, creative and professional development of the individual through smart, sustainable, inclusive and regionally balanced economic growth. Culture is increasingly perceived as an important resource for achieving these goals.

Through the implementation of the objectives the programme  favourable conditions for equal access to culture and promotion of intercultural dialogue will be created.

The national legislation provides measures for the conservation of cultural heritage by integrating it into nationwide policies for sustainable development, including measures to protect the environment and specifically the National Ecological Network (protected areas and Natura 2000 sites).

 

The immovable cultural values, within the boundaries of protected areas and areas under the Protected Areas Act and Biological Diversity Act (BDA, 2002) maintain their conservation and exploitation mode, regulated by relevant regulations on presentation and management. Representatives of the Ministry of Culture and the regional museums participate in committees, which designate new protected areas through which to ensure harmonization and coordination of measures to protect both the natural and the cultural heritage. It could be said that protected areas designated under the national legislation – the Protected Areas Act, and the protected areas under Natura 2000 declared under the Biological Diversity Act (BDA,2002) provide additional protection for the cultural monuments and thus ensure their protection in the long term. The Cultural Heritage Act (CHA, 2009) regulates protected areas for preservation of immovable cultural heritage, for which protection regimes are determined with a territorial coverage and prescriptions for protection.

The effective protection and presentation of cultural values is achieved through conducting preliminary, current and subsequent control over the implementation of regulations in this area, including the coordination of all interventions in protected areas for the conservation of cultural heritage with the MC. An ordinance on the scope, structure, content and methodology for development of plans for conservation and management of immovable cultural values was adopted. The preservation of cultural heritage is provided  by the implementation of management plans for protected areas and zones in preparation procedures, which involve representatives of the MC. Activities related to the conservation and presentation of cultural heritage  within the boundaries of protected areas designated under the Protected Areas Act, subject to coordination regimes to ensure conservation of biological diversity in ecosystems and natural processes occurring in them, as well as typical or remarkable natural values and remarkable landscapes - subject to protection in their respective protected areas. In the course of the procedures for environmental assessment and environmental impact, to which investment proposals, plans and programmes (IP PP) under the Environmental Protection Act (EPA, 2002) are subjected, consultations are made under the Cultural Heritage Act (CHA, 2009). When these investment proposals, plans and programs affect territories with immovable cultural values, in the assessment of the environmental impact a part concerning “Cultural heritage” is included.  On the other hand, representatives of the MEW and its regional divisions participate working groups of the MC to discuss territorial coverage and prescriptions for protection of cultural values in order to ensure the protection of both natural habitats and habitats of species that are subject to protection within the protected areas, as well as cultural heritage. A WG has been tasked with drafting an Ordinance for establishing maps and registers of the immovable cultural heritage.

Through the presentation of immovable cultural heritage the exposure of its scientific and cultural value is assured in suitable conditions after conservation and restoration and the inclusion in the contemporary environment as a factor for sustainable development of the territory. What is needed is more practical coordination and coherence in the policies for protection of valuable natural habitats and species habitats on the one hand and cultural heritage on the other hand.

INNOVATION STRATEGY FOR SMART SPECIALIZATION 2014-2020 (ISSS)

b. Objectifs clefs de la mesure: 

An Innovation Strategy for Smart Specialization 2014-2020 (ISSS) was adopted with Decree 857 dd. 03.11.2015 of the Council of Ministers. The strategy identifies four main thematic areas for development on which it will focus its efforts in the coming years to develop the innovation potential of Bulgaria: mechatronics and clean technologies, ICT, biotechnology, nanotechnology, creative industries, pharmaceuticals and food industries. ISSS is the basis for the implementation of the Operational Programme "Innovation and Competitiveness" 2014-2020 (OPIC). OPIC is providing opportunities for accelerating the transition to a knowledge-based economy by promoting investment potential in thematic areas for intensive innovation development and innovation horizontal policies in accordance with the ISSS. Priority Axis 1  "Technological Development and Innovation" envisages interventions based on the ISSS, therefore projects that fall within specific thematic areas of the strategy, among which are the creative industries, will be supported. Priority Axis 2 "Entrepreneurship and capacity for growth of SMEs”, investment priority 2.1 "Access to financing in support of entrepreneurship" will encourage entrepreneurship in certain specific areas related to European and regional challenges, including creative and cultural industries. Under Priority Axis 2, investment priority 2.2 "Capacity growth of SMEs" also provides a sectoral approach, namely it is targeted at enterprises of low, medium and high-tech sectors and intense knowledge and service sectors (which include film production and TV productions, sound, information services, publishing, research and development, printing industry and recorded media, etc.). For the period of the scope of the report on the implementation of the Convention no procedure has been completed under PA 1, PA 2 (IP2.2) and no procedure has  started under PA2 (IP2.1), therefore no financial contribution of OPIC  for the creative and cultural industries can be reported.

MID-TERM PROGRAMME FOR DEVELOPMENT ASSISTANCE AND HUMANITARIAN AID OF THE REPUBLIC OF BULGARIA FOR THE PERIOD 2016-2019

Development assistance and humanitarian aid are an integral part of the foreign policy of the Republic of Bulgaria and contribute to achieving its goals. The Official Development Assistance /ODA/ is an important tool for promoting sustainable growth in developing countries, supporting integration into the global economy and build a more just and democratic societies. The objective of the granted humanitarian aid is to save lives, alleviate suffering and protect human dignity during and resulting from crises, as well as to prevent similar situations and strengthen preparedness upon their occurrence. By joining the EU Bulgaria has pledged to assist less-developed countries designated as recipients of such aid. According to arrangements achieved within the EU , member states that that joined the EU after 2002,  will aim to reach the goal of providing ODA amounting to  0.33% of their  gross national income /GNI/. In the context of  the overall ODA commitments and fully respecting the individual priorities of Member States, the EU is committed to assist the least developed countries by collectively allocating between 0.15% and 0.2% of GNI.

The objectives and areas of development assistance, identified in the mid-term programme, are mainly oriented towards sharing experience with the Western Balkan countries and the Eastern Partnership countries. The protection of cultural diversity is one of the thematic priorities of the Bulgarian development policy. Bulgaria aims to impart its experience in building working representative institutions and in the process of integration into the EU, including in the field of cultural policies for promotion of cultural diversity. In 2015 the Ministry of Culture of Bulgaria organised a seminar on “Culture and development” with the participation of experts in cultural heritage from the SEE countries and Black Sea region countries.

POLICIES FOR DIGITIZATION OF CULTURAL HERITAGE

One of the priorities of our country for the promotion of cultural heritage is to digitize valuable collections owned by libraries and presenting them in an open information space. This is one of the main approaches for intensification of the information functions of libraries. The digitization of the assets aims at protection, long-term storage and provision of wider access to the cultural content stored in libraries.

The practical side leads to the provision of access to cultural heritage through the national resources of libraries, presented in full text electronically, making information more accessible and more attractive to use, and provides access to citizens – users of web space – to information sources that are in special custody in libraries.

The St. St. Cyril and Methodius National Library has one of the richest and most valuable collections of different types of materials – books, manuscripts, periodicals, graphic and other publications presenting Bulgarian cultural heritage. The established center for digitization to the library also makes it a natural center for coordination and partnership with other cultural institutions.

At present the Regional Library in Varna is recognized by Europeana as the largest multidisciplinary data aggregator for Bulgaria.

The process of digitization of materials in libraries and archives in Bulgaria continues to be significantly more active than that of movable and immovable cultural property.

The MC is a Programme Operator for BG08 Programme "Cultural Heritage and Contemporary Arts", financed by the Financial Mechanism of the European Economic Area and to be provided with grants for projects under the measure "Documentation of Cultural History" with a budget of EUR 2,935,000. The measure is aimed at project ideas for converting objects of cultural value in digital format for the first time, creating digital cultural heritage centres in institutes in the field of culture or universities. Specific activities are already being carried out under this programme.

So far the National Library has digitized and submitted to the Europeana site approximately 3,850 documents. It strictly follows the implementation of the Public Domain Charter of Europeana. In the long term the main mission of the digital library is the digitization of all library documents that are publicly available and are not subject to protection by the Copyright and Related Rights Act (CRRA,1993). In accordance with the Recommendation and the Manifesto of IFLA/UNESCO for digital libraries dd. December 2010, the National Library provides permanent accessibility to their digital copies. The policy adopted upon the establishment of the direction aims to promote the reuse of digital objects.The library offers unlimited access to all digitized material in the public domain. The digital library of the National Library promotes reuse of digitized materials that are available to the public by providing free access to all digitized materials through the website of the library and through other digital libraries and portals.

In 2008 the Pencho Slaveykov Regional Library in Varna launched its collaboration with Europeana as a partner in the Europeana Local project. Initially recognized as a data creator (provider), later the library officially launched a OAI-PMH repository and began actual work on aggregating data for a limited number of libraries and museums. Currently it is the largest data provider with more than 53,880 entries in the database of Europeana and at the same time acts as an aggregator for other regional libraries that actively digitize their valuable collections. During the period from 2012 to 2014 the library was a partner of Europeana for Bulgaria in the broad media campaign to promote the services provided by the largest digital library of Europe. From 2013 until 2016 the library in Varna was focused on content stored in small community center libraries and in private collectors. Thanks to this initiative a number of small collections stored in community centers in Varna Region have been digitized and presented in Europeana.

NATIONAL STRATEGY TO PROMOTE EQUALITY BETWEEN WOMEN AND MEN FOR THE PERIOD 2016-2020, INCLUDING MEASURES TO PROMOTE THE CREATION OF CULTURE, CULTURAL EXPRESSION AND PARTICIPATION IN CULTURAL LIFE WITHOUT GENDER DISTINCTION.

The Republic of Bulgaria pursues a consistent policy on equality between women and men, which is consistent with the national specifics and the commitments under international treaties to which it is party, including as a member state of the European Union.

The Ministry of Culture is actively involved in developing the national strategy for promoting equality between women and men for the period 2016-2020 and implements programmes that aim to create conditions to promote the access of women and men to cultural product and support creativity and cultural expression of gifted children irrespective of their gender, and changing the gender stereotypes existing in society in the field of education and culture. Two objectives of the strategy relate to the activities of the Ministry of Culture: Objective 5. Change the gender stereotypes existing in society in the field of education, culture and media and labour by eliminating gender stereotypes in the field of education, culture, labour market and the media; Objective 6. Promoting gender equality in the neighbourhood policy and development policies by supporting political, economic and social reforms in partner countries, including in view of observing human rights and promoting gender equality in the media and at the workplace.

The strategy is implemented through annual national action plans for promotion of the equality between women and men as per years, which are to be adopted by the Council of Ministers. The results are presented in an annual report on the equality between women and men, taking into account the implementation of the measures and the progress in the implemented policy.

An inter-institutional action plan to implement the final recommendations to Bulgaria made by the UN Committee on the Elimination of Discrimination against Women (CEDAW), said plan adopted by the Council of Ministers in 2013, is currently being implemented as well.

The policy on equality between women and men is horizontal and combines the activities of the executive branch at all levels. It is carried out by combined application of integrated (mainstreaming) approach and temporary promotion (targeted) measures, which require effective national institutional mechanism.

A strategic objective of the measure is to promote equality between women and men prevent and eliminate discrimination based on sex. The policy on equality between women and men is based on the following principles: equal opportunities for women and men in all spheres of social, economic, cultural and political life. Legal guarantees of equality and equal treatment of men and women are contained in the current Bulgarian legislation – the Constitution of the Republic of Bulgaria, Labour Code, Social Security Code, Protection against Discrimination Act, Social Assistance Act, Employment Promotion Act, Protection against Domestic Violence Act, Civil Servants Act and a number of other specific and sectoral laws. The national strategy complies with the corresponding European strategic documents.

- MLSP, through the People with Disabilities, Equal Opportunities and Social Benefits Directorate, is the contact point for directions "Gender Equality" and "Anti-discrimination" to "Programme for Employment and Social Solidarity – PROGRESS 2007-2013" and under the objective for "promotion of gender equality and gender mainstreaming"  of the programme "Rights, equality and Citizenship 2014-2020" of the European Commission.

- In 2016 the Ministry of Economy started work on developing a strategy for the promotion of women entrepreneurship in Bulgaria from 2016 to 2023, which provides for the following priorities: Encouraging the development and establishment of small and medium-sized enterprises (SMEs) owned and run by women in the sectors of manufacturing intensive knowledge services; Promoting the internationalization of SMEs owned and run by women; Improving entrepreneurial and managerial knowledge and skills of women entrepreneurs; Improving access to financing for SMEs owned and run by women; Improving the awareness and institutional support for women entrepreneurs.

- the Ministry of Culture supports creative projects related to the expression and development of the creative potential of talented young artists and the participation in the cultural life without discrimination based on gender.

"STARTS2 – TRAINING IN ENTREPRENEURSHIP AND ESTABLISHMENT OF PRACTICE COMPANIES IN ART SCHOOLS AND SPORTS SCHOOLS"

b. Objectifs clefs de la mesure: 

On an annual basis the Ministry of Economy carries out the project "stARTs", which is aimed at creating practice companies in art schools and sports schools. The aim of the project "stARTs" is the development of entrepreneurial abilities of students in art schools and sports schools, so that gradually entrepreneurship education becomes an integral part of the curriculum of these schools. The training project is carried out through the establishment of practice companies. Students undergo training and mentoring in entrepreneurship and protection of intellectual property and participate in the exhibition of practice companies nationally. The national competition "Brandico", which is aimed at protecting intellectual property, is included within the project "stARTs". The competition aims to encourage the students from the practice companies to understand the nature and importance of the development and protection of industrial property, trademarks in particular. The students are trained to register a Community trade mark. This approach was chosen because of the fact that with a Community trade mark a company can protect its trademark on the territory of the EU single market.

5 schools were selected to participate in the project: National Vocational High School in Printing and photography (Sofia), National High School of Applied Arts "St. Luka" (Sofia), National Art High School "Tsanko Lavrenov" (Plovdiv), Sports High School "Vasil Levski" (Plovdiv) and National High School for Performing and Screen Arts (Plovdiv).

PROMOTION OF THE CREATIVE DEVELOPMENT OF YOUNG PEOPLE

The Ministry of Culture works to promote the creative development of young people, including children and students from ethnic communities trough scolarships to gifted children and students, the organization of festivals, competitions, exhibitions, performances and other events, the provision of modern conditions for the implementation of quality educational process and training of highly qualified personnel in the field of arts and culture.

The acquisition of democratic and intercultural competences is bound to and begins to be perceived as an integral part of the policies for cultural diversity. Significant contribution to the development of intercultural education in Bulgaria are state government institutions (ministries and agencies), through the development of strategies, plans, programmes, legislation, financing of major projects and their management. State educational requirements for educational content and curricula provide an opportunity to learn about human rights, the laws of a democratic state; the structure and functions of civil society, human values and global problems of the modern world.

Cultural and linguistic diversity is an important factor for equity and quality in education. Turkish, Roma, Armenian and Hebrew are studied as a mother tongue in Bulgaria within the framework of mandatory elective subjects and free elective subjects, with training being provided with state educational standards and curricula; Targeted training in mother tongue is carried out in mandatory elective and/or free elective training as per curricula that take into account the cultural and educational needs of Roma and expand the intercultural aspect of the curricula for mandatory training;

Mandatory training in a foreign language in Bulgaria starts from the second grade, but it is possible to study a foreign language as early as kindergarten and first grade. Learning two foreign languages until completion of secondary education in Bulgaria is compulsory; 24 languages are studied in the Bulgarian high schools – both widespread and more rarely used.

For the expression and the development of young talents the organization of festivals, competitions, exhibitions, performances and other events that enable the expression and development of young talents is regularly supported institutionally and financially. The events are supported through competitive sessions of the Ministry of Culture in the field of theatre, music and dance. Part of the coherent policy on the promotion, protection and popularization of cultural diversity is the annual selection and presentation as genre accents in the national cultural calendar, prepared by the Ministry of Culture, of major events and festivals of the Roma community in Bulgaria.

Another area of this policy is the provision of modern conditions for the implementation of quality educational process and training of highly qualified personnel in the field of arts and culture, support career development, individual learning and access to human knowledge.

Museums also create conditions for partnerships with NGOs, individuals and legal entities to stimulate amateur art of young talents in the field of art, providing exhibition space and technical assistance for the implementation of individual or temporary exhibitions. Club forms such as "Young Friends of the Museum" allow for the inclusion of young people who are interested in the theme of the museum to participate in various museum activities and events, as well as to work as volunteers. This model is used by the National Polytechnic Museum. In order to ensure broad access to cultural heritage and, museums in the country have provided one day a week with free entry and exemption from payment of an entry ticket or payment of reduced prices for children, students and people with disabilities. The National History Museum provides children and young people from different minority groups (as well as children with special educational needs) with the opportunity not only to have free access to visit the museum but also to participate in a variety of initiatives.

During the period from 2005 to 2016 scholarships and lump-sum financial support were provided annually by the Ministry of Culture, the Ministry of Education and Science, the Ministry of Agriculture and Food, the Ministry of Youth and Sports and the municipalities. Under these programmes funds were granted each calendar year from the central budget for scholarships and lump-sum assistance to nearly 1,000 children and gifted students.

The programme "Training of Professionals in the Field of Art and Culture" provides support and methodological guidance to 23 schools of arts and culture. Schools conduct training on strategic professions and specialties involving the preservation of national identity, traditions and culture, the professionalization of artistic and creative potential, the development of Bulgarian culture and arts and the implementation of the cultural policy of Bulgaria.

The Ministry of Culture to supported 74 projects for publication of books in the field of Bulgarian and translated fiction, Bulgarian and translated humanities, literature for children and adolescents, cultural and historical heritage and contemporary culture were supported just in 2014 under the Programme "Help the Book".

In recent years the cultural industries in Bulgaria are increasingly being perceived as a sector with an important contribution to local, regional and national development and having a positive impact on the local labour market.

The Ministry of Culture implemented policies and measures promoting creativity and cultural expression through the following programmes:

• "National Culture Fund";

• "Film Art";

• "Performing Arts";

• "Festivals, competitions, events and celebrations";

• "Ensuring the protection of intellectual property";

• "Supporting the development of Bulgarian culture and art of the Bulgarian book sector, libraries and community centres";

• "Promotion of Bulgarian culture abroad";

• "Training of professionals  in the field of art and culture"

The Ministry of Culture has developed and implemented a programme to assist the libraries and community centres (3,635) that are a well-developed network for access to information, arts and culture across the country.

In the direction of promoting the diversity of cultural stage product and develop new audiences the Ministry of Culture held competitive sessions and sessions targeted programme to support festivals in the field of theatre, music and dance. With these programmes the Ministry of Culture gives its support and participates in the development of audiences and attracts new audiences to the performing arts and the expansion of the access of the public to higher quality artistic product.

National film industry relies on state subsidies, support from foundations, international organizations and private sponsors. Executive Agency "National Film Centre" at the Ministry of Culture manages the distribution of state subsidies on a competitive basis. Support for co-productions was also received from the European fund "Eurimages", of which Bulgaria has been a member since 1992.

The implementation of the financing programmes of the Ministry of Culture creates conditions for the full use of the potential of cultural and creative industries for sustainable development of the Bulgarian economy by creating new jobs, expanded internal market with quality goods and services, increased exports and increased  tax receipts, as well as through the promotion of Bulgarian culture and cultural diversity.

At the same time they help the  integration processes, create conditions for formal and informal lifelong learning , for equal access to human knowledge, communication and awareness, to promote cultural diversity, to tackle discrimination, racism and intolerance, to preserve the continuity between generations.

The activities with children and youth-oriented projects, the protection of intangible cultural heritage, the development of amateur art, the cultural integration of ethnic communities and people with disabilities, the Active Ageing policies, the strategy for equal participation of women and men in cultural life, etc. promote the diversity of cultural expressions.

Supporting festivals in the fields of theatre, music and dance creates conditions for the development of audiences and creating of new audiences in the performing arts.

BILATERAL AND MULTILATERAL CULTURAL COOPERATION

The International Cultural Policy of Bulgaria is being implemented through the membership in or in cooperation with international organizations such as the EU, Council of Europe, UNESCO, WIPO, ASEM, SEECP, OIF etc., through the implementation of bilateral and multilateral intergovernmental and interministerial agreements, programmes and action plans  and through the participation in various international cooperation platforms. In the period 2012-2016, Bulgaria signed more than 80 agreements, memoranda and cultural cooperation programmes.

Bulgaria has 11 cultural institutes abroad that are created as a result of bilateral agreements (Berlin, Bratislava, Budapest, Prague, Moscow, Skopje, Warsaw, Vienna (Wittgenstein House), Paris, London and Rome. Bulgarian cultural institutes abroad actively participate in the network of cultural institutions of the member states of the European Union – EUNIC. State Cultural Institute of the Ministry of Foreign Affairs, established in 2006 as a tool of cultural diplomacy. Among the main objectives of the institute are to participate in creating a positive image of contemporary Bulgaria with rich cultural heritage and dynamic modern culture, which contributes to the processes of intercultural dialogue and international cultural cooperation.

Bulgaria is active in all forms of regional cooperation initiatives such as the Council of Ministers of Culture of South-East Europe, established in March 2005.

Active cooperation takes place within the Forum of Slavic Cultures, which is a successful example of partnership between government and non-governmental cultural institutions.

Cultural cooperation is part of the existing grant programmes of the EU with all neighbouring countries. The most successful of these programmes are those in the field of cultural heritage, traditional arts and crafts, as well as youth exchange.

Bulgaria participates actively in the formulation of EU policy in the Black Sea region and European Neighbourhood Policy (ENP), which also have a  cultural dimension.

International cooperation is implemented in accordance with the policy of the Bulgarian state in the field of international relations, priorities for the development of Bulgarian culture and on the basis of existing legal regulations. It includes:

- Increase the Bulgarian presence and the position of Bulgarian culture.

- Building a positive image of Bulgaria as a stable partner in the international cultural policy and international relations by consistently led policy of actively developing relations in the field of culture, based on mutually beneficial  contractual relations.

- Promoting the achievements of Bulgarian art and culture abroad and foreign culture in our country.

- Participation of Bulgarian artists in the world art market , facilitating the free movement of artists, of cultural property and cultural products.

National and international mobility programmes facilitate the contacts between cultural operators and artists from Bulgaria and abroad, participation in international cultural exchanges, as well as foreign artists who would like to work in Bulgaria for a short period of time, thus contributing to the strengthening of cultural diversity.

The main source of national support is the programme for cultural contacts – "Mobility" – of the National Culture Fund, which began in 2003. The main objectives of this programme are:

• dissemination of Bulgarian culture and art in the country and abroad;

• support for the integration of Bulgarian authors and artefacts in the European and global cultural exchange;

• acquiring and adopting successful foreign practices and models related to the development of art and culture;

• supporting training and development of Bulgarian authors and experts in the field of culture; and

• promoting cultural cooperation and participation of Bulgarian artists in international cultural networks and initiatives.

The National Culture Fund is a Bulgarian organization that supports national creation, development and distribution of Bulgarian art and culture at home and abroad.

To achieve these objectives, the "Mobility" programme supports participation in international, national and local cultural forums of representatives of Bulgarian culture and art; visits of foreign managers and producers in the field of culture and arts in Bulgaria.

For the period 2014-2016 the programme has supported a total of 360 projects amounting to  BGN 486, 724.

In 2008, the Fund declared the session entitled "Bulgarian crafts - ancient and modern." Support was received by projects that offer sustainable programme that provides training of young people in traditional Bulgarian crafts practiced by prominent masters in their field. The submitted projects were for the preservation and promotion of crafts blacksmithing, weaving, woodcarving, pottery, embroidering, etc. A total of 43 projects applied in the competition, out of which 17 projects totalling BGN 43,632 were supported.

Besides the Programme for Cultural Contacts "Mobility", the Fund also supports (on a competitive basis) projects aimed at both young artists, new names and/or formations and at established artists and/or cultural institutions under its other programmes, namely under the programmes "Debuts", "Translations", "Audiences", "Critical Literature" and "Short Films".

In 2014 under the "Mobility" Programme 57 out of 104 proposals were successful and the financing was in the amount of BGN 69,964. In 2015 104 proposals were submitted and the successful projects received financing in the amount of BGN 59,991. In 2016 the three sessions of the "Mobility" Programme for cultural contacts and creative participation received 210 applications, out of which 111 projects in the total amount of BGN 155,003 were approved for financing. In 2016 the other Programmes of the Fund supported projects as follows: Programme "Debut" / received 16 applications of which 12 were funded totalling 48,600 BGN. / "Translations" / 4 projects were received and 4 were financed the total value of financing was 15,700 BGN/ "Audiences" / 45 projects received of which 18 were funded totalling 39,996 BGN. / "Critical Literature" / 31 projects received of which 18 were funded totalling 30,000 BGN. / and "Short Films" / 25 received, 8 funded totalling 50,000 BGN /.

NATIONAL STRATEGY FOR BULGARIAN CITIZENS AND HISTORICAL COMMUNITIES ABROAD

State policy towards Bulgarians abroad is the result of the presence of  Bulgarian communities outside the state borders of the Republic of Bulgaria. Bulgarian communities have a recognized status of national minorities in eight countries. Five of them are member states of the European Union – the Czech Republic, Slovakia, Romania, Croatia and Hungary, and the others are Serbia, Moldova and Ukraine.

The cultural policy of the Bulgarian state contributes to the preservation of national identity, ethno-cultural and spiritual identity of Bulgarian citizens and Bulgarian communities abroad. The Ministry of Culture has a pivotal role in this policy.

The specific nature of the cultural sphere defines specific and consistent steps in the work of the Ministry, such as:

- Establishment of a National Programme for Dissemination of Bulgarian Culture Abroad;

- Promoting a positive image of the Republic of Bulgaria by promoting the achievements of Bulgarian culture;

- Reinforcing the place of Bulgarian culture in global cultural processes;

- Creating a positive environment for building lasting links and friendly relations between the Republic of Bulgaria and the host country in the field of culture;

- Actively supporting the development of creative industries and the competitiveness of Bulgarian art;

- Creating a media and information environment in the host country that accurately depicts Bulgarian culture in all its aspects;

- Bulgarian cultural and information centres abroad help the organizations and clubs of our compatriots in their cultural activities.

The activities of the Bulgarian cultural institutes abroad, which are methodologically and financially managed by the Ministry of Culture, support the preservation of the Bulgarian national cultural identity and its integration in the cultural diversity of Europe and the world; the preservation of the Bulgarian national cultural characteristics; broadening and deepening the connections and contacts of Bulgarian culture abroad, etc.

Bulgaria supports the commitment of the EU and Member States to strengthen international cooperation in the field of culture, expressed in the Communication on a European agenda for culture in a globalizing world COM (2007) 242.

The measures that Bulgaria is taking to promote cultural exchanges with developing countries are on a bilateral level. Within the framework of the signed agreements and programmes of cultural cooperation provisions regulating the exchange of artists and cultural professionals are envisaged, through this exchange experience is transmitted and capacity is built among them. Under the provisions of a number of bilateral agreements  visa facilitation is envisaged for the participation of foreign citizens in cultural and artistic activities in Bulgaria.

Foreign citizens, including from developing countries can apply for support under the "Mobility" Programme of the National Culture Fund.

Bulgaria adopted a National Strategy for the Integration of Beneficiaries of International Protection in the Republic of Bulgaria (2014-2020). The national strategy aims to successfully integrate into Bulgarian society the beneficiaries of international protection or asylum seekers .Integration of beneficiaries of international protection is implemented through concrete measures and services in several priority areas: access to education and training in Bulgarian language, employment, recognition of qualifications, health care, social assistance, housing and integration into the social, cultural and civic life of the community, while ensuring synergy between them. The strategy is underlined by the understanding that the integration process is complex and lengthy, and involves various interrelated legal, economic, social and cultural dimensions, all of which are important to achieve a successful social inclusion.

The National Development Programme: Bulgaria 2020 (NDP BG2020) is the leading strategic and programme document, which specifies the objectives of development policies of the country by 2020. The formulated objectives of the government policies will ensure the achievement  of  accelerated economic growth and will raise the living standards of Bulgarian citizens in the medium and long term.

Culture and cultural heritage is viewed as a leading resource/development potential in 2 of the 8 strategic priorities: "Priority 1. Improving access and raising the quality of education and training and  the quality of the labour force" and "Priority 3. Achieving sustainable integrated regional development and development of the local potential".

Culture as a driver of sustainable growth is included in the sub-priority 1.5 Development of culture and arts, cultural and creative industries, expanding access to art and raising the culture of the population. It  aims at enhancing cultural outlook of people unleash their creative potential and encourage them to actively participate in public cultural life. The sub-priority includes provisions of accessibility and equal opportunities for consumption of cultural products for all ages and social groups in society in order to support human capital formation and socialization of the individual. In this sub-priority a key role is assigned to the artist as a leading figure in the spiritual growth of the nation, as a driver of innovation processes and exponent of smart growth of society as a bearer of the spiritual memory and  achievements of Bulgarian culture.

The National Development Programme is a framework long-term document which, based on an analysis of the situation in the country and on the development trends, sets the overall strategic objectives of national policies by 2020 for all sectors of government. The national legislation provides measures for the conservation of cultural heritage by integrating it into nationwide policies for sustainable development, including measures to protect the environment and specifically the National Ecological Network (protected areas and Natura 2000 sites).

 

The immovable cultural values, within the boundaries of protected areas and areas under the Protected Areas Act and Biological Diversity Act (BDA, 2002) maintain their conservation and exploitation mode, regulated by relevant regulations on presentation and management. Representatives of the Ministry of Culture and the regional museums participate in committees, which designate new protected areas through which to ensure harmonization and coordination of measures to protect both the natural and the cultural heritage. It could be said that protected areas designated under the national legislation – the Protected Areas Act, and the protected areas under Natura 2000 declared under the Biological Diversity Act (BDA,2002) provide additional protection for the cultural monuments and thus ensure their protection in the long term. The Cultural Heritage Act (CHA, 2009) regulates protected areas for preservation of immovable cultural heritage, for which protection regimes are determined with a territorial coverage and prescriptions for protection.

The effective protection and presentation of cultural values is achieved through conducting preliminary, current and subsequent control over the implementation of regulations in this area, including the coordination of all interventions in protected areas for the conservation of cultural heritage with the MC. An ordinance on the scope, structure, content and methodology for development of plans for conservation and management of immovable cultural values was adopted. The preservation of cultural heritage is provided  by the implementation of management plans for protected areas and zones in preparation procedures, which involve representatives of the MC. Activities related to the conservation and presentation of cultural heritage  within the boundaries of protected areas designated under the Protected Areas Act, subject to coordination regimes to ensure conservation of biological diversity in ecosystems and natural processes occurring in them, as well as typical or remarkable natural values and remarkable landscapes - subject to protection in their respective protected areas. In the course of the procedures for environmental assessment and environmental impact, to which investment proposals, plans and programmes (IP PP) under the Environmental Protection Act (EPA, 2002) are subjected, consultations are made under the Cultural Heritage Act (CHA, 2009). When these investment proposals, plans and programs affect territories with immovable cultural values, in the assessment of the environmental impact a part concerning “Cultural heritage” is included.  On the other hand, representatives of the MEW and its regional divisions participate working groups of the MC to discuss territorial coverage and prescriptions for protection of cultural values in order to ensure the protection of both natural habitats and habitats of species that are subject to protection within the protected areas, as well as cultural heritage. A WG has been tasked with drafting an Ordinance for establishing maps and registers of the immovable cultural heritage.

Through the presentation of immovable cultural heritage the exposure of its scientific and cultural value is assured in suitable conditions after conservation and restoration and the inclusion in the contemporary environment as a factor for sustainable development of the territory. What is needed is more practical coordination and coherence in the policies for protection of valuable natural habitats and species habitats on the one hand and cultural heritage on the other hand.

INNOVATION STRATEGY FOR SMART SPECIALIZATION 2014-2020 (ISSS)

b. Objectifs clefs de la mesure: 

An Innovation Strategy for Smart Specialization 2014-2020 (ISSS) was adopted with Decree 857 dd. 03.11.2015 of the Council of Ministers. The strategy identifies four main thematic areas for development on which it will focus its efforts in the coming years to develop the innovation potential of Bulgaria: mechatronics and clean technologies, ICT, biotechnology, nanotechnology, creative industries, pharmaceuticals and food industries. ISSS is the basis for the implementation of the Operational Programme "Innovation and Competitiveness" 2014-2020 (OPIC). OPIC is providing opportunities for accelerating the transition to a knowledge-based economy by promoting investment potential in thematic areas for intensive innovation development and innovation horizontal policies in accordance with the ISSS. Priority Axis 1  "Technological Development and Innovation" envisages interventions based on the ISSS, therefore projects that fall within specific thematic areas of the strategy, among which are the creative industries, will be supported. Priority Axis 2 "Entrepreneurship and capacity for growth of SMEs”, investment priority 2.1 "Access to financing in support of entrepreneurship" will encourage entrepreneurship in certain specific areas related to European and regional challenges, including creative and cultural industries. Under Priority Axis 2, investment priority 2.2 "Capacity growth of SMEs" also provides a sectoral approach, namely it is targeted at enterprises of low, medium and high-tech sectors and intense knowledge and service sectors (which include film production and TV productions, sound, information services, publishing, research and development, printing industry and recorded media, etc.). For the period of the scope of the report on the implementation of the Convention no procedure has been completed under PA 1, PA 2 (IP2.2) and no procedure has  started under PA2 (IP2.1), therefore no financial contribution of OPIC  for the creative and cultural industries can be reported.

MID-TERM PROGRAMME FOR DEVELOPMENT ASSISTANCE AND HUMANITARIAN AID OF THE REPUBLIC OF BULGARIA FOR THE PERIOD 2016-2019

Development assistance and humanitarian aid are an integral part of the foreign policy of the Republic of Bulgaria and contribute to achieving its goals. The Official Development Assistance /ODA/ is an important tool for promoting sustainable growth in developing countries, supporting integration into the global economy and build a more just and democratic societies. The objective of the granted humanitarian aid is to save lives, alleviate suffering and protect human dignity during and resulting from crises, as well as to prevent similar situations and strengthen preparedness upon their occurrence. By joining the EU Bulgaria has pledged to assist less-developed countries designated as recipients of such aid. According to arrangements achieved within the EU , member states that that joined the EU after 2002,  will aim to reach the goal of providing ODA amounting to  0.33% of their  gross national income /GNI/. In the context of  the overall ODA commitments and fully respecting the individual priorities of Member States, the EU is committed to assist the least developed countries by collectively allocating between 0.15% and 0.2% of GNI.

The objectives and areas of development assistance, identified in the mid-term programme, are mainly oriented towards sharing experience with the Western Balkan countries and the Eastern Partnership countries. The protection of cultural diversity is one of the thematic priorities of the Bulgarian development policy. Bulgaria aims to impart its experience in building working representative institutions and in the process of integration into the EU, including in the field of cultural policies for promotion of cultural diversity. In 2015 the Ministry of Culture of Bulgaria organised a seminar on “Culture and development” with the participation of experts in cultural heritage from the SEE countries and Black Sea region countries.

POLICIES FOR DIGITIZATION OF CULTURAL HERITAGE

One of the priorities of our country for the promotion of cultural heritage is to digitize valuable collections owned by libraries and presenting them in an open information space. This is one of the main approaches for intensification of the information functions of libraries. The digitization of the assets aims at protection, long-term storage and provision of wider access to the cultural content stored in libraries.

The practical side leads to the provision of access to cultural heritage through the national resources of libraries, presented in full text electronically, making information more accessible and more attractive to use, and provides access to citizens – users of web space – to information sources that are in special custody in libraries.

The St. St. Cyril and Methodius National Library has one of the richest and most valuable collections of different types of materials – books, manuscripts, periodicals, graphic and other publications presenting Bulgarian cultural heritage. The established center for digitization to the library also makes it a natural center for coordination and partnership with other cultural institutions.

At present the Regional Library in Varna is recognized by Europeana as the largest multidisciplinary data aggregator for Bulgaria.

The process of digitization of materials in libraries and archives in Bulgaria continues to be significantly more active than that of movable and immovable cultural property.

The MC is a Programme Operator for BG08 Programme "Cultural Heritage and Contemporary Arts", financed by the Financial Mechanism of the European Economic Area and to be provided with grants for projects under the measure "Documentation of Cultural History" with a budget of EUR 2,935,000. The measure is aimed at project ideas for converting objects of cultural value in digital format for the first time, creating digital cultural heritage centres in institutes in the field of culture or universities. Specific activities are already being carried out under this programme.

So far the National Library has digitized and submitted to the Europeana site approximately 3,850 documents. It strictly follows the implementation of the Public Domain Charter of Europeana. In the long term the main mission of the digital library is the digitization of all library documents that are publicly available and are not subject to protection by the Copyright and Related Rights Act (CRRA,1993). In accordance with the Recommendation and the Manifesto of IFLA/UNESCO for digital libraries dd. December 2010, the National Library provides permanent accessibility to their digital copies. The policy adopted upon the establishment of the direction aims to promote the reuse of digital objects.The library offers unlimited access to all digitized material in the public domain. The digital library of the National Library promotes reuse of digitized materials that are available to the public by providing free access to all digitized materials through the website of the library and through other digital libraries and portals.

In 2008 the Pencho Slaveykov Regional Library in Varna launched its collaboration with Europeana as a partner in the Europeana Local project. Initially recognized as a data creator (provider), later the library officially launched a OAI-PMH repository and began actual work on aggregating data for a limited number of libraries and museums. Currently it is the largest data provider with more than 53,880 entries in the database of Europeana and at the same time acts as an aggregator for other regional libraries that actively digitize their valuable collections. During the period from 2012 to 2014 the library was a partner of Europeana for Bulgaria in the broad media campaign to promote the services provided by the largest digital library of Europe. From 2013 until 2016 the library in Varna was focused on content stored in small community center libraries and in private collectors. Thanks to this initiative a number of small collections stored in community centers in Varna Region have been digitized and presented in Europeana.

NATIONAL STRATEGY TO PROMOTE EQUALITY BETWEEN WOMEN AND MEN FOR THE PERIOD 2016-2020, INCLUDING MEASURES TO PROMOTE THE CREATION OF CULTURE, CULTURAL EXPRESSION AND PARTICIPATION IN CULTURAL LIFE WITHOUT GENDER DISTINCTION.

The Republic of Bulgaria pursues a consistent policy on equality between women and men, which is consistent with the national specifics and the commitments under international treaties to which it is party, including as a member state of the European Union.

The Ministry of Culture is actively involved in developing the national strategy for promoting equality between women and men for the period 2016-2020 and implements programmes that aim to create conditions to promote the access of women and men to cultural product and support creativity and cultural expression of gifted children irrespective of their gender, and changing the gender stereotypes existing in society in the field of education and culture. Two objectives of the strategy relate to the activities of the Ministry of Culture: Objective 5. Change the gender stereotypes existing in society in the field of education, culture and media and labour by eliminating gender stereotypes in the field of education, culture, labour market and the media; Objective 6. Promoting gender equality in the neighbourhood policy and development policies by supporting political, economic and social reforms in partner countries, including in view of observing human rights and promoting gender equality in the media and at the workplace.

The strategy is implemented through annual national action plans for promotion of the equality between women and men as per years, which are to be adopted by the Council of Ministers. The results are presented in an annual report on the equality between women and men, taking into account the implementation of the measures and the progress in the implemented policy.

An inter-institutional action plan to implement the final recommendations to Bulgaria made by the UN Committee on the Elimination of Discrimination against Women (CEDAW), said plan adopted by the Council of Ministers in 2013, is currently being implemented as well.

The policy on equality between women and men is horizontal and combines the activities of the executive branch at all levels. It is carried out by combined application of integrated (mainstreaming) approach and temporary promotion (targeted) measures, which require effective national institutional mechanism.

A strategic objective of the measure is to promote equality between women and men prevent and eliminate discrimination based on sex. The policy on equality between women and men is based on the following principles: equal opportunities for women and men in all spheres of social, economic, cultural and political life. Legal guarantees of equality and equal treatment of men and women are contained in the current Bulgarian legislation – the Constitution of the Republic of Bulgaria, Labour Code, Social Security Code, Protection against Discrimination Act, Social Assistance Act, Employment Promotion Act, Protection against Domestic Violence Act, Civil Servants Act and a number of other specific and sectoral laws. The national strategy complies with the corresponding European strategic documents.

- MLSP, through the People with Disabilities, Equal Opportunities and Social Benefits Directorate, is the contact point for directions "Gender Equality" and "Anti-discrimination" to "Programme for Employment and Social Solidarity – PROGRESS 2007-2013" and under the objective for "promotion of gender equality and gender mainstreaming"  of the programme "Rights, equality and Citizenship 2014-2020" of the European Commission.

- In 2016 the Ministry of Economy started work on developing a strategy for the promotion of women entrepreneurship in Bulgaria from 2016 to 2023, which provides for the following priorities: Encouraging the development and establishment of small and medium-sized enterprises (SMEs) owned and run by women in the sectors of manufacturing intensive knowledge services; Promoting the internationalization of SMEs owned and run by women; Improving entrepreneurial and managerial knowledge and skills of women entrepreneurs; Improving access to financing for SMEs owned and run by women; Improving the awareness and institutional support for women entrepreneurs.

- the Ministry of Culture supports creative projects related to the expression and development of the creative potential of talented young artists and the participation in the cultural life without discrimination based on gender.

"STARTS2 – TRAINING IN ENTREPRENEURSHIP AND ESTABLISHMENT OF PRACTICE COMPANIES IN ART SCHOOLS AND SPORTS SCHOOLS"

b. Objectifs clefs de la mesure: 

On an annual basis the Ministry of Economy carries out the project "stARTs", which is aimed at creating practice companies in art schools and sports schools. The aim of the project "stARTs" is the development of entrepreneurial abilities of students in art schools and sports schools, so that gradually entrepreneurship education becomes an integral part of the curriculum of these schools. The training project is carried out through the establishment of practice companies. Students undergo training and mentoring in entrepreneurship and protection of intellectual property and participate in the exhibition of practice companies nationally. The national competition "Brandico", which is aimed at protecting intellectual property, is included within the project "stARTs". The competition aims to encourage the students from the practice companies to understand the nature and importance of the development and protection of industrial property, trademarks in particular. The students are trained to register a Community trade mark. This approach was chosen because of the fact that with a Community trade mark a company can protect its trademark on the territory of the EU single market.

5 schools were selected to participate in the project: National Vocational High School in Printing and photography (Sofia), National High School of Applied Arts "St. Luka" (Sofia), National Art High School "Tsanko Lavrenov" (Plovdiv), Sports High School "Vasil Levski" (Plovdiv) and National High School for Performing and Screen Arts (Plovdiv).

PROMOTION OF THE CREATIVE DEVELOPMENT OF YOUNG PEOPLE

The Ministry of Culture works to promote the creative development of young people, including children and students from ethnic communities trough scolarships to gifted children and students, the organization of festivals, competitions, exhibitions, performances and other events, the provision of modern conditions for the implementation of quality educational process and training of highly qualified personnel in the field of arts and culture.

The acquisition of democratic and intercultural competences is bound to and begins to be perceived as an integral part of the policies for cultural diversity. Significant contribution to the development of intercultural education in Bulgaria are state government institutions (ministries and agencies), through the development of strategies, plans, programmes, legislation, financing of major projects and their management. State educational requirements for educational content and curricula provide an opportunity to learn about human rights, the laws of a democratic state; the structure and functions of civil society, human values and global problems of the modern world.

Cultural and linguistic diversity is an important factor for equity and quality in education. Turkish, Roma, Armenian and Hebrew are studied as a mother tongue in Bulgaria within the framework of mandatory elective subjects and free elective subjects, with training being provided with state educational standards and curricula; Targeted training in mother tongue is carried out in mandatory elective and/or free elective training as per curricula that take into account the cultural and educational needs of Roma and expand the intercultural aspect of the curricula for mandatory training;

Mandatory training in a foreign language in Bulgaria starts from the second grade, but it is possible to study a foreign language as early as kindergarten and first grade. Learning two foreign languages until completion of secondary education in Bulgaria is compulsory; 24 languages are studied in the Bulgarian high schools – both widespread and more rarely used.

c.3. La principale caractéristique de la mesure: 

For the expression and the development of young talents the organization of festivals, competitions, exhibitions, performances and other events that enable the expression and development of young talents is regularly supported institutionally and financially. The events are supported through competitive sessions of the Ministry of Culture in the field of theatre, music and dance. Part of the coherent policy on the promotion, protection and popularization of cultural diversity is the annual selection and presentation as genre accents in the national cultural calendar, prepared by the Ministry of Culture, of major events and festivals of the Roma community in Bulgaria.

Another area of this policy is the provision of modern conditions for the implementation of quality educational process and training of highly qualified personnel in the field of arts and culture, support career development, individual learning and access to human knowledge.

Museums also create conditions for partnerships with NGOs, individuals and legal entities to stimulate amateur art of young talents in the field of art, providing exhibition space and technical assistance for the implementation of individual or temporary exhibitions. Club forms such as "Young Friends of the Museum" allow for the inclusion of young people who are interested in the theme of the museum to participate in various museum activities and events, as well as to work as volunteers. This model is used by the National Polytechnic Museum. In order to ensure broad access to cultural heritage and, museums in the country have provided one day a week with free entry and exemption from payment of an entry ticket or payment of reduced prices for children, students and people with disabilities. The National History Museum provides children and young people from different minority groups (as well as children with special educational needs) with the opportunity not only to have free access to visit the museum but also to participate in a variety of initiatives.

During the period from 2005 to 2016 scholarships and lump-sum financial support were provided annually by the Ministry of Culture, the Ministry of Education and Science, the Ministry of Agriculture and Food, the Ministry of Youth and Sports and the municipalities. Under these programmes funds were granted each calendar year from the central budget for scholarships and lump-sum assistance to nearly 1,000 children and gifted students.

The programme "Training of Professionals in the Field of Art and Culture" provides support and methodological guidance to 23 schools of arts and culture. Schools conduct training on strategic professions and specialties involving the preservation of national identity, traditions and culture, the professionalization of artistic and creative potential, the development of Bulgarian culture and arts and the implementation of the cultural policy of Bulgaria.

The Ministry of Culture to supported 74 projects for publication of books in the field of Bulgarian and translated fiction, Bulgarian and translated humanities, literature for children and adolescents, cultural and historical heritage and contemporary culture were supported just in 2014 under the Programme "Help the Book".
