Cultural Promotion in Regions

The department of Cultural Promotion in Regions is responsible for accompanying cultural organizations so they can self-manage processes related to the appreciation and promotion of their sociocultural life.  This is achieved through the participation of local forces and persons involved in community leadership and management so that they, as insiders, can create spaces and opportunities that may contribute to human development within their own communities.  To support this effort, cultural centers, houses of culture, and offices have been established throughout the country, as well as the Cultural Management Training Unit.
 
This Department also works with the indigenous territories, in activities such as:
- Maleku Festival
- Cabécar Encounter
- Revitalization of the Boruca language
-Workshop on ancestral knowledge exchange
- Investigation on indigenous struggles
- Ancestral knowledge in Cabagra
- Cultural Management Workshop in indigenous territories

Cultural promotion

b. Objectifs clefs de la mesure: 
Cultural promotion stimulates the work of people in the field of culture through scholarships, declarations, awards, technological platforms and socio-educational processes that lead to the recognition and promotion of diverse cultural expressions in Costa Rica.  This Department is responsible for the Scholarships-Workshop, which foster and preserve plurality and cultural diversity and facilitate the participation of all social sectors in processes related to cultural, artistic and recreational development without difference as to gender, ethnicity or geographic location by opening spaces and opportunities that propitiate the revitalization of traditions and cultural expressions, as well as the artistic creation and appreciation in its different manifestations.  The Department is also responsible for the National Cultural Awards (12 overall), which are an annual incentive to excellence, development and contribution to the cultural development of Costa Rica.
"Puntos de Cultura" is a new program destined to encourage cultural organizations to play a stronger role in the promotion of cultural diversity.

National Cultural Right Policy (PNDC), Draft Law on Cultural Rights (LGDC) and beginning of process to develop the Plan of Action for the PNDC of Costa Rica.

The National Cultural Rights Policy was approved in December 2013 through Executive Decree No. 38120-C, published in the official journal La Gaceta on 9 January 2014. This approval represents the first time the country has a road map to guide culture-related actions for the next ten years.  The PNDC is a fundamental step towards endowing the State of Costa Rica with a tool to clearly and consistently guide government plans and strategic actions in culture nationally, regionally and locally.
The PNDC was drafted after a broad participatory process and a consultation and validation process covering three thousand persons from the institutional and cultural sectors, ethnic groups including indigenous peoples , in strict compliance with ILO Convention 169.  A detailed description of this process can be found in the PNDC publication.  As part of the consultation process, copies of both Conventions were distributed: The Convention on the Protection and Promotion of Cultural Diversity and the Convention to Safeguard Intangible Cultural Heritage.
The general objective of the PNDC is to promote the effective exercise of cultural human rights and the effective participation of individuals, groups and communities in the national cultural life so they may openly express their cultural diversity and strengthen the contribution of culture to sustainable development at the local, regional and national levels in the period between 2014 and 2023.

In order to reach this objective, the PNDC begins with the framework set out in international conventions, particularly those mentioned above, and defines a group of principles, approaches and guidelines identified in the consultation as priority to encourage the open and effective participation of population diversity in cultural life.  Five strategic lines of action are defined:
1.  Effective participation and enjoyment of Cultural Rights in diversity
2. Economic revitalization of culture  
3. Protection and management of cultural heritage, material and intangible
4. Institutional strengthening for the protection and promotion of Cultural Rights
5. Strengthening and assertion of Cultural Rights of indigenous peoples.

Creation of the Unit of Culture and Economics

As part of the strategies under Theme 2: Creative Economics, the National Policy on Cultural Rights (PNDC) 2014-2023 provided for the establishment of a Unit of Culture and Economics (UCE) at the Ministry of Culture and Youth.  The general objective of the UCE, which started to operate in May 2014, was to lay the groundwork for and enable Costa Rican creative and cultural industries and undertakings through the coordination and articulation of efforts at the institutional and interinstitutional levels with the private sector and civil society, focused on the growth of the sector and on local and national sustainable development.

The UCE undertook three micro-processes, namely information, training and financing through five components: Culture Satellite Account, National Culture Survey, Cultural Information System, Caribbean Cultural Corridor and Creative Economics.
Additionally, the Cultural Information System (Sicultura), part of this same Unit, contains a Cultural Directory which provides an overview of "cultural resources"(individuals and groups related to the cultural/artistic sector, physical spaces used for cultural purposes and elements of the material and intangible heritage) throughout the country. The Directory is based on the collective construction of knowledge, betting on the creation of a network of collaborators, called "Sicultura editors", who voluntarily develop informative fact sheets about the range of cultural resources (their own or those of others, duly authorized).
The Cultural Agenda of Sicultura aims to promote events to share Costa Rican cultural expressions.  The Agenda contains a broad list of cultural offerings not only centered around the Metropolitan Area, where Directory registrants can freely promote their activities.
Lastly, the Ministry of Culture and Youth organized a participatory workshop on June 29-30, 2011 focused on capacity building in line with the Convention on the Protection and Promotion of Diversity of Cultural Expressions, aimed at officers from programs and entities under the Ministry of Culture.  The workshop was facilitated by Ms. María Gabriela Núñez Mora, Project Officer of CLT UNESCO San José, Multicountry Office for Central America and Mexico.

International Cooperation Department

COOPÉRATION CULTURELLE INTERNATIONALE
b. Objectifs clefs de la mesure: 

To promote training and advice in matters of cultural development, through experts, promote artists abroad and vice-versa, manage artistic-cultural activities, and participate in high-level meetings (Conferences, Forums, Meetings and Encounters, among others).  This policy was submitted in May 2010.

Priorities are at the following levels:

individual: human resource development, including programmes to facilitate the mobility and exchange of artists and professionals in culture, and to jointly strengthen knowledge.

Institutional or organisational: foster the capacity of cultural business and organisations on the promotion of sectoral economic and commercial dimensions, including support plans and distribution agreements.

Industry: broader systemic relationships established through bilateral, regional and multilateral commercial agreements, culture policy and other frameworks.

The Ministry of Culture and Youth, as the governing body of culture and youth affairs in Costa Rica, is responsible for fostering and preserving cultural diversity and plurality and for facilitating overall engagement in cultural and artistic development, regardless of sex, ethnicity and geographic location.  This is achieved by offering spaces and opportunities to propitiate the revitalization of traditions and cultural manifestations.  The Ministry has strived to promote and encourage cooperation with international entities and friendly governments, particularly by mobilizing technical resources to provide assistance in programs and projects aimed at capacity building which lead to the social and economic wellbeing of communities at social risk, and by promoting local artists internationally and hosting international artists locally, participating in international book fairs, encounters and festivals, among others, working with developing nations to enter into cooperation agreements and programs that lead to actions, especially in the area of cultural exchanges.

During the process, we detected that a more strategic approach is required for international cooperation.  In view of the fact that we are now considered an middle-income country, it is necessary to promote regional, trilateral and bilateral initiatives and promote cooperation in corporate social responsibility. 
Our Embassies must be our allies to share cultural diversity, so we must better utilize those spaces to promote our culture and undertake related projects.

Creative Economics

b. Objectifs clefs de la mesure: 
The National Policy on Cultural Rights (PNDC) 2014-2023 contains a series of strategic lines of action.  Action number 2 "Economic Revitalization of Culture" includes the subject of "Creative Economics" to encourage creativity and cultural production locally, nationally and regionally in connection with social and economic development processes.  This concept is understood as the economic sector involved in the generation of ideas and knowledge, as well as creative goods and services in a context of technological innovation and change.  Creative economics focuses on stimuli that include the promotion and development of creativity in its most diverse forms, facilitating new spaces for cultural creation.
In this sense the PNDC seeks to stimulate cultural creativity, including heritage, both material and intangible, cultural sites, and traditional cultural expressions, art in all its manifestations, media including audiovisuals and printed media and the design of new technologies and functional creations including creative services in a framework of inclusion, diversity, innovation, solidarity and defense of Cultural Rights. 
The strategy used by the Ministry of Culture and Youth meant created the Unit of Culture and Economics (UCE), which began operating in 2014 with the general objective of generating the conditions to create and enable Costa Rican creative and cultural industries and undertakings through coordinated and articulated efforts at the institutional and interinstitutional levels, with the private sector and civil society,aimed at sectorial growth and local and national sustainable development.

Through national and international workshops, the Creative Economics component of the Ministry of Culture and Youth has promoted  the creation of  public-private Working Groups (academia, businesses, government) to strengthen cultural sectors, beginning with the Audiovisuals and Music sectors.  In a participatory process, the two latter developed Strategic Competitiveness Plans to promote a greater participation of audiovisual and music companies and their outputs in the national and international markets, with quality and profitability.
The Caribbean Cultural Corridor of the UCE has been working on the creation of cultural undertakings and community culture management to strengthen and highlight the cultural potential of residents in Cahuita, Tortuguero and Downtown Limón, along the Caribbean coastline.  These actions are aimed at exponents and bearers of traditions including music bands, calypsonians, dressmakers, artisans, painters, specialists in traditional gastronomy and dance of the region.

The National Culture Survey (ENC) 2013, another component of the Unit of Culture and Economics was a milestone in the generation of cultural statistics, interviewing 7,242 residents (over the age of five years) in 2,792 households throughout the country.  The survey provides valid and timely statistical information on the uses and preferences of the population concerning products, activities and cultural spaces, technological devices and Internet, traditions, cultural formation, cultural practices and access to the cultural offer available in Costa Rica.

The Culture Satellite Account of the UCE is an information system that describes Costa Rican culture in economic terms and shows its contribution to the economic growth and comprehensive development of the country.  The areas measured to date are: Editorial, Audiovisual, Advertising, Design, and Artistic and Cultural Education, producing indicators on value added (cultural GDP), employment, production, foreign trade, among others.

The Cultural GDP Indicator.
The Performing Arts and Music sectors are currently being measured (2015).   The value added of culture to the national economy in 2012, considering all five sectors, was slightly over 452.09 billion colones (US$898 million), 2% of the total GDP.  This is equivalent to the four principal crops (coffee growing and processing, and banana, pineapple and sugar cane growing) , and very close to the 2.1% contributed by power generation and distribution in 2012.  For that same year, cultural production from the five sectors practically doubled to 851.56 billion colones and cultural employment generated 31.407 jobs, representing 1.6% of the overall formal workforce.

National Cultural Right Policy (PNDC), Draft Law on Cultural Rights (LGDC) and beginning of process to develop the Plan of Action for the PNDC of Costa Rica.

The National Cultural Rights Policy was approved in December 2013 through Executive Decree No. 38120-C, published in the official journal La Gaceta on 9 January 2014. This approval represents the first time the country has a road map to guide culture-related actions for the next ten years.  The PNDC is a fundamental step towards endowing the State of Costa Rica with a tool to clearly and consistently guide government plans and strategic actions in culture nationally, regionally and locally.
The PNDC was drafted after a broad participatory process and a consultation and validation process covering three thousand persons from the institutional and cultural sectors, ethnic groups including indigenous peoples , in strict compliance with ILO Convention 169.  A detailed description of this process can be found in the PNDC publication.  As part of the consultation process, copies of both Conventions were distributed: The Convention on the Protection and Promotion of Cultural Diversity and the Convention to Safeguard Intangible Cultural Heritage.
The general objective of the PNDC is to promote the effective exercise of cultural human rights and the effective participation of individuals, groups and communities in the national cultural life so they may openly express their cultural diversity and strengthen the contribution of culture to sustainable development at the local, regional and national levels in the period between 2014 and 2023.

Creation of the Unit of Culture and Economics

As part of the strategies under Theme 2: Creative Economics, the National Policy on Cultural Rights (PNDC) 2014-2023 provided for the establishment of a Unit of Culture and Economics (UCE) at the Ministry of Culture and Youth.  The general objective of the UCE, which started to operate in May 2014, was to lay the groundwork for and enable Costa Rican creative and cultural industries and undertakings through the coordination and articulation of efforts at the institutional and interinstitutional levels with the private sector and civil society, focused on the growth of the sector and on local and national sustainable development.

The UCE undertook three micro-processes, namely information, training and financing through five components: Culture Satellite Account, National Culture Survey, Cultural Information System, Caribbean Cultural Corridor and Creative Economics.
Additionally, the Cultural Information System (Sicultura), part of this same Unit, contains a Cultural Directory which provides an overview of "cultural resources"(individuals and groups related to the cultural/artistic sector, physical spaces used for cultural purposes and elements of the material and intangible heritage) throughout the country. The Directory is based on the collective construction of knowledge, betting on the creation of a network of collaborators, called "Sicultura editors", who voluntarily develop informative fact sheets about the range of cultural resources (their own or those of others, duly authorized).
The Cultural Agenda of Sicultura aims to promote events to share Costa Rican cultural expressions.  The Agenda contains a broad list of cultural offerings not only centered around the Metropolitan Area, where Directory registrants can freely promote their activities.
Lastly, the Ministry of Culture and Youth organized a participatory workshop on June 29-30, 2011 focused on capacity building in line with the Convention on the Protection and Promotion of Diversity of Cultural Expressions, aimed at officers from programs and entities under the Ministry of Culture.  The workshop was facilitated by Ms. María Gabriela Núñez Mora, Project Officer of CLT UNESCO San José, Multicountry Office for Central America and Mexico.

To promote training and advice in matters of cultural development, through experts, promote artists abroad and vice-versa, manage artistic-cultural activities, and participate in high-level meetings (Conferences, Forums, Meetings and Encounters, among others).  This policy was submitted in May 2010.

Priorities are at the following levels:

individual: human resource development, including programmes to facilitate the mobility and exchange of artists and professionals in culture, and to jointly strengthen knowledge.

Institutional or organisational: foster the capacity of cultural business and organisations on the promotion of sectoral economic and commercial dimensions, including support plans and distribution agreements.

Industry: broader systemic relationships established through bilateral, regional and multilateral commercial agreements, culture policy and other frameworks.

The Ministry of Culture and Youth, as the governing body of culture and youth affairs in Costa Rica, is responsible for fostering and preserving cultural diversity and plurality and for facilitating overall engagement in cultural and artistic development, regardless of sex, ethnicity and geographic location.  This is achieved by offering spaces and opportunities to propitiate the revitalization of traditions and cultural manifestations.  The Ministry has strived to promote and encourage cooperation with international entities and friendly governments, particularly by mobilizing technical resources to provide assistance in programs and projects aimed at capacity building which lead to the social and economic wellbeing of communities at social risk, and by promoting local artists internationally and hosting international artists locally, participating in international book fairs, encounters and festivals, among others, working with developing nations to enter into cooperation agreements and programs that lead to actions, especially in the area of cultural exchanges.

Our Embassies must be our allies to share cultural diversity, so we must better utilize those spaces to promote our culture and undertake related projects.

Creative Economics

The National Policy on Cultural Rights (PNDC) 2014-2023 contains a series of strategic lines of action.  Action number 2 "Economic Revitalization of Culture" includes the subject of "Creative Economics" to encourage creativity and cultural production locally, nationally and regionally in connection with social and economic development processes.  This concept is understood as the economic sector involved in the generation of ideas and knowledge, as well as creative goods and services in a context of technological innovation and change.  Creative economics focuses on stimuli that include the promotion and development of creativity in its most diverse forms, facilitating new spaces for cultural creation.
In this sense the PNDC seeks to stimulate cultural creativity, including heritage, both material and intangible, cultural sites, and traditional cultural expressions, art in all its manifestations, media including audiovisuals and printed media and the design of new technologies and functional creations including creative services in a framework of inclusion, diversity, innovation, solidarity and defense of Cultural Rights. 
The strategy used by the Ministry of Culture and Youth meant created the Unit of Culture and Economics (UCE), which began operating in 2014 with the general objective of generating the conditions to create and enable Costa Rican creative and cultural industries and undertakings through coordinated and articulated efforts at the institutional and interinstitutional levels, with the private sector and civil society,aimed at sectorial growth and local and national sustainable development.

Through national and international workshops, the Creative Economics component of the Ministry of Culture and Youth has promoted  the creation of  public-private Working Groups (academia, businesses, government) to strengthen cultural sectors, beginning with the Audiovisuals and Music sectors.  In a participatory process, the two latter developed Strategic Competitiveness Plans to promote a greater participation of audiovisual and music companies and their outputs in the national and international markets, with quality and profitability.
The Caribbean Cultural Corridor of the UCE has been working on the creation of cultural undertakings and community culture management to strengthen and highlight the cultural potential of residents in Cahuita, Tortuguero and Downtown Limón, along the Caribbean coastline.  These actions are aimed at exponents and bearers of traditions including music bands, calypsonians, dressmakers, artisans, painters, specialists in traditional gastronomy and dance of the region.

The National Culture Survey (ENC) 2013, another component of the Unit of Culture and Economics was a milestone in the generation of cultural statistics, interviewing 7,242 residents (over the age of five years) in 2,792 households throughout the country.  The survey provides valid and timely statistical information on the uses and preferences of the population concerning products, activities and cultural spaces, technological devices and Internet, traditions, cultural formation, cultural practices and access to the cultural offer available in Costa Rica.

The Culture Satellite Account of the UCE is an information system that describes Costa Rican culture in economic terms and shows its contribution to the economic growth and comprehensive development of the country.  The areas measured to date are: Editorial, Audiovisual, Advertising, Design, and Artistic and Cultural Education, producing indicators on value added (cultural GDP), employment, production, foreign trade, among others.

The Cultural GDP Indicator.
The Performing Arts and Music sectors are currently being measured (2015).   The value added of culture to the national economy in 2012, considering all five sectors, was slightly over 452.09 billion colones (US$898 million), 2% of the total GDP.  This is equivalent to the four principal crops (coffee growing and processing, and banana, pineapple and sugar cane growing) , and very close to the 2.1% contributed by power generation and distribution in 2012.  For that same year, cultural production from the five sectors practically doubled to 851.56 billion colones and cultural employment generated 31.407 jobs, representing 1.6% of the overall formal workforce.
