5th Conference of Parties – 2015

UNESCO Paris, France, 29-30 October 2015

On 29 and 30 October 2015, the fifth session of the Conference of Parties (COP) to the International Convention against Doping in Sport took place at UNESCO Headquarters under the Convention’s banner “win for real”. Gathering more than 350 participants from over 115 countries, COP5 boasts the highest participation of public authorities, in particular Sport Ministers, since its first session held in 2005.

In addition to the 182 countries that had ratified the Convention as of 31 July 2015, all Member States of UNESCO were invited to participate in this fifth session.

The World Anti-Doping Agency (WADA) participated in an advisory capacity, with the presence of key partners attending as observers, including the International Olympic Committee (IOC), the Council of Europe (CoE), the European Commission, and various international, regional and national sports organizations and federations.

Responding to identified challenges and national needs in the fight against doping, Conference participants endorsed a number of actions which will provide reinforced support and technical backstopping to States Parties.

To reinforce compliance with the Convention and strengthen UNESCO monitoring of States Parties obligations, it was also agreed that non-compliant States Parties will be formally notified and requested to report back to the Conference of Parties on progress made. The Conference of Parties also agreed to the proposals regarding the development and improvement of the web-based Anti-Doping Logic, in order for it to be in line with the World Anti-Doping Code and reflect current challenges.

Moreover, the mandate of the Bureau of the Conference of Parties was consolidated and the rules of procedure were revised. Mr Saleh Konbaz Mohammed (Kingdom of Saudi Arabia) and Mr Graham Arthur (United Kingdom of Great Britain and Northern Ireland) were re-elected as Chairperson and Rapporteur of the Conference of Parties. The newly elected Bureau also comprises Romania, Colombia, the Republic of Korea and Kenya as Vice-Chairpersons and has already adopted a provisional timetable of their meetings for 2016-2017.

Participants also welcomed the presentation on the project assessing anti-doping public policies and measures adopted by the Conference in 2013, implemented in seven States Parties and coordinated by an international consultant. The study highlighted that there are systemic issues in terms of harmonizing/translating international anti-doping rules into national legislation, making it difficult to measure the success of anti-doping policies.

In terms of the visibility and branding of the Convention, a dedicated Convention logo was endorsed by participants – recognizing at the same time its 10th anniversary.

The Conference also welcomed an update on the Fund for the Elimination of Doping in Sport. With 59 projects approved in this biennium alone, the Fund has achieved a new milestone with 100 States Parties benefitting from 179 small grants since 2008. That is a global investment of more than 3.4 Million USD. Noteworthy trends for 2014-2015 include an increase in the number of applications from the Asia-Pacific and Eastern European regions. What is more, this past biennium has seen an explosion of values-based initiatives and e-learning tools. COP participants were also presented the Fund’s new communication and information tools, including the second edition of the Good practice examples for project leaders and the revamped Fund’s website. To inspire new applications, all projects approved by the Fund are available in a customized map, where users can choose activities according to priorities, scope or country.

Finland and the Russian Federation were re-elected as members of the Fund’s Approval Committee, together with the Bahamas, China, Oman, and South Africa.

Doping is more than a sport matter, it is a societal problem.
