The workshop on inventorying with the participation of communities under the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage builds on the results of the workshop on the implementation of the 2003 Convention held in February 2019 aims to equip participants with knowledge and skills to design and facilitate an inventory approach based on the collective commitment and adapted to the particular situation of the communities. Facilitated by two members of the UNESCO’s facilitators’ network, the workshop will cover the themes of participatory inventory work under the 2003 Convention, possible frameworks for participatory inventory work, ethics and responsibilities, methods and techniques of inventorying, as well as a field practicum. The workshop is organized within the framework of the project “Strengthening capacities for the effective implementation of the 2003 Convention of the Safeguarding of the Intangible Cultural Heritage in Lebanon”, generously funded by the Japan Funds-in-Trust.

The South-East European Experts Network on Intangible Cultural Heritage (ICH) was established in 2007 by UNESCO, through its Regional Bureau for Science and Culture in Europe, in order to support the implementation of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage in the region. Annual meetings of the network took place so far in Arbanasi, Bulgaria (2007); Safranbolu, Turkey (2008); Zagreb, Croatia (2009); Râmnicu-Vâlcea, Romania (2010); Belgrade, Serbia (2011); Athens, Greece (2012); Sofia, Bulgaria (2013); Limassol, Cyprus (2014); Venice, Italy (2015); Supetar, Croatia (2016); Sarajevo, Bosnia and Herzegovina (2017); and Ljubljana, Slovenia (2018).
These meetings contributed to enhance a common understanding of opportunities and challenges linked to the safeguarding of the ICH as a key asset of South-East European cultural diversity, promoting the sharing of knowledge and good practices on national measures to implement the Convention, and serving as a platform to develop regional and cross-border cooperation.
The 13th annual meeting is hosted by the City of Cremona, Italy, and organized by UNESCO (Regional Bureau for Science and Culture in Europe, in cooperation with the Living Heritage Entity), thanks to the generous support of the Italian Ministry for Cultural Heritage and Activities and of the Regional Centre for the Safeguarding of Intangible Cultural Heritage in South-East Europe (Category 2 Centre operating under the auspices of UNESCO, based in Sofia, Bulgaria).

The Solomon Islands joined the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage last year. The Ministry of Culture and Tourism will organise a Capacity Building Workshop on the Implementation of the ICH Convention in the Solomon Islands in Honiara from 29 April to 3 May 2019.
The Workshop will bring together some 40 participants, including the government officials, ICH holders and practitioners, community leaders, NGOs, and representatives of the Women and Youth Councils in order to build capacity for the implementation of the ICH Convention at the national level.

With some 70 local languages, the ICH in the Solomon Islands reflects its diversity. Their living heritage is under development pressure and threats from urbanization, natural disasters, and climate change. The Workshop intends to address specific challenges and opportunities facing the ICH safeguarding in the Solomon Islands. The Workshop will also provide the opportunity to discuss the role and significance of the Community-based ICH inventorying in East Rennel, World Heritage site in the Solomon Islands.

Vingt-et-un experts internationaux se sont réunis les 21 et 22 mai 2019 au Siège de l’UNESCO à la demande du Comité intergouvernemental de sauvegarde du patrimoine culturel immatériel voir la décision pour discuter des modalités opérationnelles d’action pour la sauvegarde du patrimoine culturel immatériel dans les situations d’urgence.
La double dimension de la relation entre les situation d’urgences et le patrimoine vivant a été mentionnée au cours de cette réunion : d’une part, les menaces sur la viabilité du patrimoine vivant en de pareilles situations et d’autre part, le rôle du patrimoine vivant en tant que ressource de préparation, de relèvement, de résilience et de réconciliation. Les experts ont insisté sur la complexité et l’ampleur des urgences et de leur impact sur le patrimoine vivant. Le patrimoine vivant étant indissociable de ses détenteurs, ils ont aussi souligné que le premier pas vers sa sauvegarde consistait à sauver les populations. À cet égard, la coopération avec les acteurs humanitaires et les autres parties prenantes concernées est fondamentale.
Les experts ont également mis l’accent sur le principe d’actions basées sur la participation des communautés, qui est au centre de la Convention de 2003 pour la sauvegarde du patrimoine culturel immatériel.
Il sera fait rapport des résultats de cette réunion à la quatorzième session du Comité intergouvernemental à Bogota en Colombie du 9 au 14 décembre 2019, afin d’éclairer les débats sur cette question.

The capacity building workshop on the Intangible Cultural Heritage (ICH) safeguarding plan and International Assistance Requests (IAR) development in the Pacific island states took place in Nadi, Fiji, from 13 to 17 May 2019. The workshop was organized by the International Training Centre for Intangible Cultural Heritage (ICH) in the Asia-Pacific Region under the auspices of UNESCO (CRIHAP), a UNESCO’s Category II Center in China and hosted by the Fijian Ministry of Education (Department of Heritage, Arts and Culture).

Le 22 avril 2019, l’Entité du patrimoine vivant a organisé une table ronde en marge de l’Instance permanente des Nations Unies sur les questions autochtones (UNPFII), réunie pour discuter de « La Convention pour la sauvegarde du patrimoine culturel immatériel : opportunités pour les peuples autochtones »
L’UNPFII est un organe consultatif du Conseil économique et social (ECOSOC) fondé en 2000. Il reçut alors le mandat de discuter des questions autochtones sur le développement économique et social, l’environnement, la culture, l’éducation, la santé et les droits de l’homme. La session de cette année se concentrait plus particulièrement sur le thème spécial « Connaissance traditionnelle : développement, transmission et protection ».
Le Secrétaire de la Convention de 2003, M. Tim Curtis, donna un aperçu de la Convention et démontra dans quelle mesure il était pertinent que les peoples autochtones soutiennent la mise en œuvre de la Déclaration des Nations Unies sur les droits des peuples autochtones (UNDRIP).

« Il existe des alignements inhérents entre certains des concepts clés présents à la fois dans la Convention de 2003 et dans l’UNDRIP. Bien que la Convention pour le patrimoine culturel immatériel ne soit pas particulièrement adressée aux peoples autochtones, elle appréhende un bon nombre des mêmes préoccupations, surtout en ce qui concerne le rôle des communautés en tant que dépositaire ».

L’ambassadeur Rubén Escalante Hasbún, Représentant permanent de l’El Salavdor auprès des Nations Unies, partagea de récentes expériences vécues à El Salvador dans le cadre d’un projet d’Assistance internationale visant à sauvegarder les traditions orales des locuteurs náhuat dans la municipalité de Santo Domingo de Guzmán. Le projet visait surtout à engager les jeunes dans le processus d’inventaire. Cette initiative renforça l’estime de soi au sein de la communauté et le sentiment de fierté à l’égard de leur culture. « Nous devons inclure les jeunes, en veillant à ce que la jeunesse puisse acquérir une meilleure compréhension de son identité. »
L’Ambassadeur Hasbún a souligné qu’il était important d’exploiter les synergies entre les différents mécanismes internationaux afin d’optimiser les droits autochtones.
C’est un point également soulevé par M. Elifuraha Laltaika, membre de l’UNPFII et fondateur de l’Association pour le droit et la défense des éleveurs en Tanzanie.
« L’importance de la Convention de 2003 ne peut être surestimée puisqu’elle offre des espaces où les peuples autochtones sont à même de continuer la transmission et d’agir en matière de promotion de leur identité. »
M. Laltaika mentionna le potentiel qu’ont les instruments internationaux à renforcer les droits culturels des peuples autochtones, droits historiquement menacés par le passé global du colonialisme et la dépossession.
« La Convention est un élément central contribuant à favoriser ou amplifier les efforts historiques et continus des peuples autochtones pour affirmer leurs identités et préserver leurs langues, cultures et traditions. »
Mme Hindou Ibrahim, coprésidente de l’Instance internationale des peuples autochtones sur le changement climatique et fondatrice de l’Association pour les femmes autochtones et peuples du Chad, insista sur le fait que la Convention corresponde aux préoccupations autochtones en matière de sauvegarde du patrimoine culturel et que sa pertinence se maintienne auprès des générations futures. Elle salua également l’approche basée sur la participation des communautés, exigeant le consentement libre, préalable et éclairé des communautés pour toutes les activités de sauvegarde.
«  Cette Convention représente beaucoup pour moi et peut également représenter beaucoup pour les peuples autochtones. Si elle peut nous guider vers la meilleure approche, avec un consentement libre, préalable et éclairé, et sauvegarder tout ce qui nous fait office de culture, de savoir et de futur. En effet, nous parlons de futur technologique mais notre savoir autochtone est notre futur. »

D’autres questions ont été discutées, incluant les liens entre éducation et patrimoine culturel immatériel, le rôle important des femmes autochtones en tant que porteuses de leurs cultures et des défis face à l’assurance de la mise en œuvre et du respect des conventions internationales protégeant les droits des peuples autochtones au niveau des pays.

L’événement suscita de l’intérêt pour la Convention parmi les participants, enclenchant une dynamique propice à l’Année internationale des langues autochtones. L’UNESCO continuera son travail concernant cette question majeure, par l’organisation d’événements parallèles lors de la prochaine session du Comité intergouvernemental de sauvegarde du patrimoine culturel immatériel, à Bogota en Colombie, afin de se pencher sur le rôle des langues autochtones et la sauvegarde du patrimoine vivant.

A five-day workshop will be organized for the platform members and trainers who received training on inventory making within the framework of the project “Strengthening national capacities for safeguarding Intangible Cultural Heritage in Egypt for sustainable development”, generously funded by Abu Dhabi Culture and Tourism Authority. It will aim to provide technical and educational tools to participants for the development of safeguard plans particularly from inventory making. The training will be jointly led by two Arabic-speaking facilitators and the coordinator of the project from the UNESCO Office in Cairo. The two facilitators will use the UNESCO educational materials and will work on adapting them to the country context.

La République des Comores a ratifié la convention 2003 le 20/11/2013. Les Comores n’ont pas encore d’éléments inscrits sur les listes du PCI. Les autorités nationales des Comores et d’autres parties prenantes sont déterminées à la sauvegarde du patrimoine vivant dans le pays. 2015 dans le cadre d’une mission d’évaluation des besoins du pays en matière de renforcement des capacités différentes parties impliquées dans la mise en œuvre de la convention 2003 un doucement de projet de Renforcement des capacités a été élaboré et un comité national du patrimoine culturel immatériel ce qui a constitué un signe encourageant de la volonté du pays de mettre en œuvre la convention du PCI

This workshop is part and parcel of an ongoing 24-month project with the aim of strengthening capacities to safeguard ICH in Egypt for sustainable development. The project is the result a of needs assessment in the field of intangible cultural heritage that was made possible thanks to the financial contribution of the Abu Dhabi Tourism and Culture Authority (ADTCA).
Funded also by ADTCA, this project intends to support Egypt in its efforts to safeguard its living heritage, in accordance with the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage. In partnership with the Ministry of Culture of Egypt, UNESCO Cairo has already provided policy advisory services and capacity-building activities based on needs previously identified in consultation with national partners through the sector assessment, conducted in April-August 2015.

Le Secrétariat de la Convention organise le vendredi 1 mars 2019 une session d’information et d’échange sur le dialogue provisoire en amont concernant les candidatures qui seront examinées en 2019 par le Comité intergouvernemental. Within the framework of the project “Strengthening national capacities for safeguarding intangible cultural heritage in Sudan”, generously funded by Abu Dhabi Culture and Tourism Authority, a 10-day assessment mission is organised to identify and analyse previous inventory activities in the field of intangible cultural heritage in Sudan. The mission will include a series of meetings and consultations as well as basic training sessions related to community-based inventorying as understood by the 2003 Convention.
During the mission, the priorities for the development of a strategy for inventory making will be set through group discussions with the various stakeholders concerned, including community representatives. The objective will be to update previous inventorying experiences, set up a knowledge management system and promote community-based participative approaches when inventorying ICH elements.
