World Artist Exchange of the Korea Arts Management Service

Promotion of Korean Art’s Access to Overseas Market

The project aims to support and encourage international exchange of Korean art with a view to its broader presence overseas as well as wider circulation and improvement of the global standing of Korean visual arts.

The project supports the access of Korean performing arts and visual arts to the global market. The “supports for the performing arts” provide strategic guidance for Korean performing arts and traditional artists to advance to the international stage and assists the regional tours featuring exceptional performances. The “supports for the global expansion of visual arts” include ① assistance to visual artists in establishing presence abroad ② establishment of the artwork appraisal system ③ overseas publications on Korean art ④ creation of a Korean Wave (hallyu) in the art field ⑤ assistance in exploring overseas market for Korean arts.

e. Quels sont les résultats attendus de la mise en œuvre de la mesure? : 

▪ This project is expected to boost international competitiveness of Korean performing and traditional arts. It would also discover outstanding arts and cultural programs, and improve the expertise of those curating and marketing visual arts in the international art markets. It would promote international discourse on Korean arts and the ensuing spread of them overseas. The visual art researchers and experts would have better access to Korean arts. As a result, the Korean art market will be stimulated and more globalized, making the ecosystem of Korean arts more transparent.

  • Donner une deuxième chance de formation aux élèves déscolarisés à partir de la classe de troisième.
  • Détecter, encourager et former les jeunes talents qui s'adonnent aux expressions artistiques, et développer leurs potentialités créatrices.
  • Encourager les actions de création et de production culturelles et artistiques sur le plan national.
  • Renforcer les capacités nationales spécialisées dans les domaines de la promotion, la formation, la production, la diffusion, et la coopération en matière des arts et de la culture.
  • Promouvoir, préserver et enrichir le patrimoine culturel.
  • Entreprendre les études et recherches relatives aux différentes expressions culturelles et artistiques.

Dès le début de son premier mandat en 1999, le nouveau chef de l’État a vu à la création du Centre de Formation Artistique (CFA), le premier du genre, par le décret n°99-0190/PR/MCC. C’est le début d’une politique culturelle active.

La vocation du Centre était à l’origine d’assurer la formation académique, technique, et théorique des différents expressions artistiques qui participent au développement et à l’amélioration des répertoires artistiques du pays en général et en priorité la musique. Le projet pédagogique couvre un cycle général de quatre années d’enseignement musical, réparti en deux niveaux, de deux années chacun. Chaque niveau est sanctionné par un diplôme.

En 2005, le nouveau décret n°005-0057/PR/MCC modifie le précédent décret, l’appellation du CFA est modifié en Institut Djiboutien des Arts (IDA).

e. Quels sont les résultats attendus de la mise en œuvre de la mesure? : 

A court terme :

  • Assurer l’arrivée des premiers personnels spécialisés dans des disciplines artistiques et culturelles.

Il est attribué aux candidats, ayant satisfait les épreuves de contrôle continu et examens de fin d'année, un diplôme de « Techniciens d'Expressions Artistiques ».

Des techniciens disposants de compétences transversales pouvant :

  • Assurer des animations ou des initiations dans les trois matières au niveau des écoles primaires ou des CDC (Centre de Développement Communautaire).

 

 

  • Aspirer à des carrières individuelles (artiste musicien ou peintre) ou collectives (groupe musical).

 

A long terme :

  • Doter le pays d’une structure de formation artistique et culturelle évolutive jusqu’à l’avènement d’une structure de formation supérieure dans les arts et la culture.

L’Institut Djiboutien des Arts (IDA) dispose d’un budget de fonctionnement.

Le budget annuel de 2005 à 2015 est de 83 941,35 $ USD.

National Museum System

The system was created in 2010 with the aim of building a national system, which will strengthen the institutional structure and foster the cooperation and optimization of the human and economic resources of museums in Uruguay. Challenges identified in the implementation of this measure:

 Special emphasis should be put on the forthcoming approval of the Act establishing a National Museum System - which has already been passed by the Senate - and its implementation lateron.

Following an initiative of the Ministry of Education and Culture in 2011 the project was consolidated with the financial support of the Spanish Agency for International Development Cooperation as part of the National Directorate of Culture and started work along the following lines:

  •  Training of museum staff, practical training in institutions abroad,
  •  Security of museums under MEC responsibility,

People’s Republic of China supports musical instrument and audio-visual equipment to the Department of Performing Arts. Fine Arts Institute and Chinese Culture Centre in Vientiane organizes fine arts cultural and creative products exhibition. In addition, there was also an exchange of Fine Arts artists between the two nations.

Support for international presentation of Czech professional and non-professional arts, cultural heritage and culture, opening up the Czech market to foreign cultural goods and services

b. Objectifs clefs de la mesure: 

Each year the Ministry of Culture of the Czech Republic announces grant tender proceedings to promote international contacts in the area of non-professional artistic activities. Groups are sent to participate in prestigious international festivals, shows and workshops. Groups from the Czech Republic are greatly appreciated and are invited to participate in future years. They contribute to disseminating awareness of Czech national and regional culture, establish contacts and gain experience of new environments.

Active support is granted to several types of art and activities associated with the arts through various state-funded organisations reporting to the MC CR, such as: 

The Prague National Information and Consulting Centre for Culture, which organises a series of national and international conferences, facilitating the presentation of Czech arts. It also contributes to the implementation process by announcing tenders each year to support selected international contacts in the area of non-professional artistic activities, which focus on sending and receiving individuals (observers, seminarists, contestants, lecturers and jurors, conference attendees, delegates to NGO international congresses, etc.)

Support for the Czech Philharmonic Orchestra tours: the Czech Philharmony is the main cultural representative of the Czech Republic abroad. It has the widest territorial range and performs in the most beautiful venues. Most of the European countries, as well as Asian and American States, support cultural exports

An important aspect of the face of culture abroad is the presentation of Czech cinematic output. This currently takes place through a number of entities (distributors, embassies, Czech Centres, the Czech Film Centre/National Film Archives).

Contemporary Czech literature is presented abroad first through the establishment of national stands at the most important international book fairs (in particular the Leipziger Buchmesse, Bologna Book Fair, London Book Fair and Frankfurter Buchmesse), and also through successful cooperation with Czech Centres

This measure has resulted in the creation of a number of new projects, which would never have existed without concentrated support.  The establishment of a new grant programme focusing on support for the most important sectoral shows (State Support Programme for Professional Art Festivals), which not only targets the domestic audience, but also visitors from abroad (both professionals and laymen).

In 2016, a state-funded organisation reporting to the MC CR – the Arts and Theatre Institute launched a pilot project to prepare for the establishment of the Czech Music Office, which began operations, with the support of the MC, in 2017. The SoundCzech – Connect programme has been opened for exchange concerts between Czech and foreign bands. In addition, the CMO supports strategic projects based on a decision by the dramaturgy board. This project was implemented and consulted with support from the civil society. The CMO promotes the presentation of Czech art at musical trade fairs: WOMEX, MIDEM, Eurosonic.

Presentation of Czech dramatic art: PAMS – Soul (2015, 2017), CINARS – Montreal (2016), Tanzmesse – Düsseldorf (2016), Fira Tárrega, Spain.

The Arts and Theatre Institute participated in the European Route of Historical Theatres international project (EU Culture Programme, 2012-2016). Preparation of international projects to map the development of theatre architecture: TTLA – Theatre architecture in Latin America and EUTA 3.0 (European theatre architecture – cooperation with technical universities in Europe).

Participation in the activities of the international ENICPA network (network of European institutions documenting and promoting the performing arts). Mobility Programme – increase in funding. Residency Programme.

The portal is primarily a platform for NGOs and their cultural and educational activities, focusing on the theme of intercultural dialogue, which contributes to achieving the goals of migration and integration policy in the Czech Republic.

The portal is run by Theather instute in English for foreigners and contains up-to-date information on Czech theatres, including a quarterly newsletter in English, a database of productions heading abroad, a directory of festivals, schools, theatres, institutions and periodicals and a number of other links.

f.2 Ressources financières allouées à la mise en œuvre de la mesure: 

Funds to support presentations at international trade fairs are drawn from the Ministry of Culture budget and this cooperation takes place between the Institute of Art and the Ministry of Culture Department of International Relations.  In 2015 the total amount was CZK 1,480,000, in 2016 CZK 1,500,000 and in 2017 CZK 1,420,000. During the period from 2018-2020, the MC CR plans to expand its presence in trade fairs in other territories (Africa, Australia).

Cultural Activities - Support for Art- Grant tender proceedings (Call for proposals), Department of Art

The promotion of culture is defined by the state cultural policy, which comes out from the Concept for more effective promotion of art during the period from 2007–2013. In 2014, the Department of Literary Studies and Libraries began work on the Strategy of Support for the Arts in the Czech Republic 2015–2020, which was approved by the Government in its Resolution No. 1009 from 47 December 2015. The Call for proposal comes out from this Strategy.

The support of Art is organized via Department of  Arts (hereinafter referred to as “DA“) of the Ministry of Culture  and it carries out the tasks of the Ministry as the central government body responsible for the professional arts in the fields of theatre, music, the visual arts, architecture and applied arts.

During the past few years there has been an increase in funding for the arts.  This increase has been reflected in the increased numbers of projects supported. The diversity of projects and the participation of the civil society have increased during the period under review as compared to the previous period.

The purpose of the measure is:

a) monitoring and evaluating the situation of the professional arts in the areas of theatre, music, visual arts, architecture and applied arts,

b) supporting important events in the areas of theatre, music, visual arts, architecture and applied arts and implementing aid programmes for projects in these areas,

c) official presentations of the Czech professional arts abroad, primarily through published project support programmes,

d) creating conditions for the development and support of professional artistic activities in collaboration with universities and colleges,

e) cooperating with the separate Department of the European Union to carry out the Ministry’s tasks arising from the Czech Republic’s membership of the European Union and with the Department of International Relations to carry out the Ministry’s tasks arising from the Czech Republic’s

f) carrying out selection procedures for contributions from the State budget for creative or study purposes (referred to as “creative and study scholarships”) in the area of the professional arts – visual arts, architecture, design, applied arts, music, literature, theatre and dance.

During the period from 2014-2016 the Ministry of Culture supported projects in the areas of music, theatre and dance through scholarships. Support for individual projects was allocated on the basis of relevant assessment criteria. Grant beneficiaries also included entities engaged in the exchange of cultural goods and services and representatives of the civil society.  The list of projects receiving support is shown below:

f.2 Ressources financières allouées à la mise en œuvre de la mesure: 

Ministry of Culture of the Czech Republic through the Department of Art of the Ministry of Culture (DA). The DA has managed to increase the budget covering grant programmes for the so-called “live arts” in recent years. Whereas around CZK 185 million was distributed in support of projects in the professional arts in 2014 (theatre, dance, music and the visual arts), in 2017 this rose to CZK 290 million. A new grant programme was opened in 2016 for major festivals and sectoral shows, with a budget of CZK 100 million. Support for year-round activities of regional theatres and musical ensembles has also grown considerably: from CZK 84 million in 2014 to CZK 160 million in 2017.

State Program on development of children's music, art and painting schools in the Republic of Azerbaijan 2014-2018

The State Program aims to take stock of the past developments in the field of arts educations in Azerbaijan and implement measures, activities and actions that would aim to fulfil the specific current needs of music, art and painting schools in the country by building capacities and enhancing schools infrastructure to support young talents and develop opportunities of interested young people to engage in creativity.

Being institutionally framed under the Ministry of Culture, the public children's music, art and painting schools in Azerbaijan operate with 5-7 years system. At present, 237 children's music, arts and painting schools function in the country. Of these institutions, 70 are located in rural areas. Currently, more than 80,000 students attend these educational institutions and over 16,000 music, arts and painting teachers are engaged in their education.

At the same time, taking into account the growing demand of young people willing to engage into creativity in recent years, several children's music schools with great pedagogical experience and relevant facilities and technical base have been transformed into eleven-year education institutions. Nowadays, 16 music and art schools (15 schools in Baku, 1 school in Mingachevir) operate based on 11-year education system.

The State Program is composed of a number of components, which include improvement of material-technical basis for the functioning of the children's schools, renovation of schools premises and buildings, identification and fulfillment of pedagogical needs of the schools, in terms of adequate availability of teachers and teaching materials, including specific equipment, such as musical instruments and relevant equipment and facilities.

The Program has already proved its efficiency. In 2015-2017, during the implementation of the Program, more young people studying in the schools under this Program have managed to take first places in various national and international competitions and festivals. Artistic products from Azerbaijan created by young artists have become an integral part of arts world. Children’s schools are now well equipped to boosts children's interest in music, art, painting and support their talent. As results of Program, several schools have been completely renovated, including eleven children's music school No. 26 named after M.Magomayev. A new building was constructed for the Children's Music School No. 9 named after Garyagdioglu and the schools is now completely operational. At present, major repairs and reconstruction works are being carried out in some children's music and art schools, construction of new school buildings is underway.  The musical schools have received more than 60 musical instruments. Every new academic year the schools are provided with musical instruments, solid equipment, books, song books, as well as other types of equipment. A monitoring activity has been foreseen at the end of the program to analyze its efficiency in terms achieved results in 2019.

The cultural communication between the Arab plastic artists and their counterparts from the Chinese side sponsors the establishment of this cultural demonstration to revive the Silk Road Trade between China and the Arab countries in order to enhance the commercial, industrial, cultural and creative relations between them.

The Ministry of Culture of the People's Republic of China organized, in 2015- 2018, a gathering (Arab - China friendship Garden) of plastic artists of Arab countries in the field of sculpture.  The Ministry of Culture of China afforded all financial expenses in two-way flight tickets for artists, as well as providing the necessary requirements for the fulfillment of this cultural gathering.

1. Activating  the bilateral cooperation between China and Arab countries, including commercial silk road , and identifying more closely  at the cultural ,civilization and tourist features of China,

2. Leaving a cultural, artistic and by  wide  media imprint  that reflects culture  of each participating country in the plastic art field.

3. Highlight the Arab plastic and artistic works by wide  media  because of their importance in life of Chinese intellectuals and media men and to approximate their points of view.

China in the Eyes of Arab Artists/ in the drawing field 2011

1. To reinforce friendship relations, artistic and cultural cooperation among Arab plastic artists with their Chinese counterparts, the sponsors of this cultural gathering,

The Ministry of Culture of the People's Republic of China already called on plastic artists in Arab counties in 2011 to participate in demonstration, which entitled "China in the Eyes of Arab Artists" on drawing field until 2014. The Ministry of culture in China afforded all the financial expenses of  two ways flight tickets for artists and providing all necessary requirements to fulfill that cultural festival .

e. Quels sont les résultats attendus de la mise en œuvre de la mesure? : 

1. Activating  the role of the (Historical Silk  Trade Road) and to identify   touristic  and cultural features closely.

2. Exchanging  the  artistic experiences in plastic art between Chinese and Arab countries artists, and to organize  joint artistic projects.

3. leaving a cultural, artistic and by  wide  media imprint  that reflects culture  of each participating country to be seen by the Chinese community and  identifying the Arab arts and cultures.
