Le programme de développement des capacités pour l'éducation mené par l’UNESCO (CapED) est actif à Madagascar depuis 2010. Le programme aide le pays à développer la formation professionnelle des jeunes non scolarisés en zones rurales, en leur offrant des possibilités d’accéder à une éducation de qualité, pertinente et durable dans les domaines présentant des opportunités économiques. Depuis 2014, 2 500 jeunes ont été formés et certains ont mis à profit leur formation pour créer leur propre entreprise et ainsi devenir financièrement indépendants.
