Tools for planning

IIEP provides shorter-term support to ministries and aid agencies to design specific tools and to strengthen skills in sector planning. This support is provided at the request of ministries and agencies and can cover different areas in educational planning and management.

Education Management Information Systems (EMIS)

 

A well-functioning information system is at the heart of effective planning and management: without data and proper analysis and communication of these data, planning and management decisions may be wrongly guided. The challenge for countries is not only to collect relevant data, but also to analyze them and make sure that they are used for decision-making. EMIS facilitate this entire process.

Simulation modeling

Projection techniques and simulation models are key elements in educational planning. They help decision-makers and planners envisage the future under different scenarios and they facilitate decision-making related to priorities and targets. Within the framework of technical cooperation, IIEP has conducted training and developed educational indicators and simulation models in numerous countries including Afghanistan, Angola, Chad, DRC, Egypt, and Ethiopia.

Micro-planning and school mapping

Micro-planning and school mapping, which are planning approaches focused on the local level, provide an analytical framework for the implementation of education plans. 

They offer methods and techniques to estimate future needs and to identify ways to meet them. They can help overcome the limitations of centralized planning through the correct understanding of local realities, facilitate the necessary consultation of relevant stakeholders and ultimately ensure a better fit between educational supply and demand.

 

Capacity assessment and capacity development plans

Many ministries are aware that their effectiveness depends on their capacity and are therefore eager to strengthen their capacities. However, identifying the precise challenges to be overcome and the interventions that can best help develop capacities, is a complicated exercise. Capacity constraints are diverse and resistant to change. IIEP works with ministries in identifying capacity constraints and drafting capacity development plans.
