Large populations of women, Afro-descendants, indigenous peoples, migrants, persons with a disability, and individuals within the LGBTI community are at risk of disproportionate levels of social exclusion in Central America.  Despite the existence of national legal frameworks and institutions to ensure that these groups can exercise their rights, the enforcement of laws and regulations is often weak.

Work in this region supports national authorities and CSOs in their efforts to protect and promote the rights of groups living in vulnerable conditions.  Particular focus has been given to developing innovative public policies aimed at creating an inclusive society, particularly for the benefit of those most disadvantaged.
