This Decree is applied to Vietnamese and foreign organizations and individuals participating in visual arts activities, including: visual art competition and exhibition, display, trading, copy, auction, examination of artworks; statues, panorama paintings; and sculpture camps. The Decree regulates clearly on policies of the State of Viet Nam on visual arts development including: developing a progressive Vietnamese visual arts imbued with national identity, meeting the higher spiritual life of the people, contributing to economic and social development, expanding cultural exchange with other countries; preserving and promoting the values of traditional fine arts; encouraging organizations and individuals to participate in visual arts activities according to regulations of law; supporting and commissioning artworks of high artistic quality with good impacts on the social life; awarding, publicizing artworks of high artistic quality; training visual arts talents, improving quality of art education in the national education system; sponsoring for activities of organizations and individuals in the field of visual arts in comply with the State’s direction; investing, improving and newly building visual arts museums, exhibition halls at central level and in provinces and central cities.

Of particular relevance, Chapter 3 of the Decree stipulates in details the activities of display, trading, copy, auction, examination of artworks. This is the legal foundation supporting to the development of visual arts market in Viet Nam.

- Creating visual art market in Viet Nam

- Strict implementing regulations on intellectual property rights in the field of visual arts
