Fife Council recognises the contribution that outside agencies can make to help schools develop and deliver sex education programmes - particularly where the agency can offer additional knowledge or experience that the teacher cannot gain with/without extensive research and training. The contents of this leaflet are designed to help agencies that can offer support to schools: know what might be expected of them; know what the council expects of schools when considering an offer of support from an outside agency.
This report evaluates the current PSHE curriculum: whether it is based sufficiently closely on the needs of young people and how the outcomes might be best achieved. It draws on evidence from surveys of PSHE by Her Majesty's Inspectors (HMI) and whole-school inspection reports from the period 2001-06. It also refers to earlier reports which remain relevant. In preparing this report, Ofsted commissioned the Schools Health Education Unit, Exeter, to provide research evidence from its behavioural surveys.

This manual is based on the findings of a systematic review published by Family Health International (FHI) on the Impact of Sex and HIV Education Programs on Sexual Behaviours of Youth in Developing Countries (Kirby et al., 2005) and deliberations from an expert consultation meeting convened by FHI in January 2006. One of the results of the research was a list of 24 characteristics of effective curriculum-based programmes. Twenty of the standards are adapted from the systematic review and four of the standards emerged from the technical meeting. …
These guidelines were developed by a task force of experts and have been thoroughly reviewed by professionals. The vision of sexuality advocated is a "natural and healthy part of living that begins at birth and continues throughout life". The guidelines recommend actively including parents and caregivers in the teaching process and advising preschools and childcare centres to keep their teaching consistent with community norms. …

In 2007, UNESCO commissioned this desk-based review of the global state of sex and HIV education in the formal education sector in order to inform its possible future work in this area.
