Ce sont les pays qui ont adhéré à la Convention du patrimoine mondial. Ils identifient et proposent des sites situés sur leur territoire national et susceptibles d’être inscrits sur la Liste du patrimoine mondial. Ils ont la responsabilité de protéger les valeurs de patrimoine mondial des sites inscrits et de rendre compte périodiquement de leur état de conservation.
