Born in November 1943 in Buenos Aires.
Education: Master's degree in Law (Universidad de Buenos Aires, Argentina), 1967.
Professional experience: Politician, historian, writer and journalist. National Senator (2001-2007); Chief of Cabinet of Ministers (1999-2000); National Deputy (1993-1995, 1997-1999); Minister of Public Works and Services (1987-1989, under the Presidency of Raúl Alfonsín); Editor and Director of the Latin American Newsletters Ltd. in London, UK (1982-1987); Vice-President of the press agency ALA Entreprises Inc., in the US (1984-1987); Co-author with Gabriel García Márquez of the project “El Otro” newspaper (1982-1985). During the Argentine dictatorship, he went into exile in 1976
in Caracas, Venezuela, where he founded in 1979 El Diario de Caracas. He founded the law firm of Terragno & Associates in 1967. He has received several decorations (Ordre National du Mérite, France, 1987; Cavaliere di Gran Croce, Italy, 1987) and published several books, notably on historic topics (the most recent is Josefa, published in 2015).
