Key objectives of the measure:

"The concept of development of culture of the Republic of Tajikistan" was adopted  30.12.2005
State policy in the sphere of culture of Tajikistan is based on the principles:

  1. Target orientation of cultural policy, aimed at solving national and intra-regional issues. The controversial socio-cultural problems within the existing opportunities available in the wider community form. 
  2. Independence socio-cultural activities. Socio-cultural initiatives of citizens should be independent from political and ideological coercion, the basic requirement is long-term priorities, enduring national and universal values .
  3. Self-organization of socio - cultural life - decentralization of management and the creation of a new organization - the economic model corresponding to today's reality, which requires an evolutionary development that progressively folded structure, forms, rules and mechanisms for coordinating the interests of all participants in the cultural life. 
  4. Ensuring diversity of social and cultural life - of a multi socio-cultural and leisure activities, alternative programs, concepts and ideas.

Implemented consistently available and in time taking into account the interests of all sectors of society and national minorities.

Challenges identified in the implementation of this measure : Mainly financial problems.
